Thirteen Additional Judges Elevated to Permanent Status Across Three High Courts

Thirteen additional judges across various high courts were on Sunday confirmed as permanent high court judges.

Among them, ten additional judges have been confirmed as permanent judges of the Punjab and Haryana High Court. The newly appointed permanent judges include Justice Kuldeep Tiwari, Justice Gurbir Singh, Justice Deepak Gupta, Justice Amarjot Bhatti, Justice Ritu Tagore, Justice Manisha Batra, Justice Harpreet Kaur Jeewan, Justice Sukhvinder Kaur, Justice Sanjiv Berry, and Justice Vikram Aggarwal.

Additionally, two additional judges have been granted permanent status in the Andhra Pradesh High Court, namely Justice Boppana Varaha Lakshmi Narasimha Chakravarthi and Justice Tallapragada Mallikarjuna Rao.

Furthermore, Justice Duppala Venkata Ramana, originally associated with the Andhra Pradesh High Court, has been appointed as a permanent judge of the Madhya Pradesh High Court.

The Madhya Pradesh government on Saturday (09.03.2024) issued transfer and posting directives for 14 IAS officers. Notably, seven of them have been assigned to serve as District Collectors.

The names of the officers and their postings are as follows;

  1. Bhaskar Lakshakar (IAS:2010:MP), Collector, Ratlam, has been transferred and posted as MD, State Seeds and Farm Development Corporation, Bhopal.
  2. Umashankar Bhargav (IAS:2011:MP), Collector, Vidisha, has been transferred and posted as Additional Secretary to Governor, Raj Bhawan, Bhopal.
  3. Swarochisha Somavanshi (IAS:2012:MP), Additional Secretary to Governor, Raj Bhawan, Bhopal, has been transferred and posted as Collector, Sidhi.
  4. Dharnendra Kumar Jain (IAS:2012:MP), Deputy Secretary, Personnel, GAD, has been transferred and posted as Collector, Umaria.
  5. Rajesh Batham (IAS:2012:MP), Additional Commissioner, Ujjain Division, Ujjain, has been transferred and posted as Collector, Ratlam.
  6. Mayank Agrawal (IAS:2013:MP), Collector, Damoh, has been transferred and posted as OSD-cum-Controller, Food and Medicine, Bhopal and OSD-cum-Commissioner, Food Security, Bhopal.
  7. Saket Malviya (IAS:2014:MP), Collector, Sidhi, has been transferred and posted as Director, Staff Selection Board, Bhopal.
  8. Neha Meena (IAS:2014:MP), Additional Collector, Neemach, has been transferred and posted as Collector, Jhabua.
  9. Tanvi Hudda (IAS:2014:MP), Collector, Jhabua, has been transferred and posted as MD, MP Finance Corporation, Indore.

  11. Sudhir Kumar Kocher (IAS:2014:MP), Deputy Secretary, Chief Minister, has been transferred and posted as Collector, Damoh.
  12. Manoj Kumar Sariyam (IAS:2017:MP), CEO, Zila Panchayat, Bhind, has been transferred and posted as Additional Commissioner-cum-Registration, Cooperative Societies, Bhopal.
  13. Vidisha Mukherjee (IAS:2015:MP), Chief Administrative Officer, MP Building Construction Board, Bhopal, has been transferred and posted as Additional MD, MP Tourism Development Development Board, Bhopal.
  14. G S Dhurve (IAS:2018:MP), Additional Collector, Ashok Nagar, has been transferred and posted as Additional Collector, Balaghat.

UP: Three IPS officers shifted, Mohit Agarwal posted as Police Commissioner, Varanasi

The Uttar Pradesh government on Monday (11.03.2024) implemented significant changes in police administration, issuing transfer and posting orders for three senior IPS officers.

The names of the officers and their postings are as follows;

  1. Mutha Ashok Jain (IPS:1995:UP), Commissioner of Police, Varanasi, has been transferred and posted as ADGP, UP Police Recruitment and Promotion Board, Lucknow.
  2. Mohit Agarwal (IPS:1997:UP), ADGP, ATS, Lucknow, has been transferred and posted as Commissioner of Police, Varanasi.
  3. Nilabja Chaudhary (IPS:2000:UP), IGP (Provisioning), PAC Hqrs, Lucknow, has been transferred and posted as IGP, ATS, Lucknow.

  2. Dr. Sudam Pandharinath Khade (IAS:2006:MP), Commissioner, Health Services and ex-officio Secretary, Public Health and Medical Education Department, has been transferred and posted as Commissioner, Gwalior Division, Gwalior.
  3. Mal Singh Bhaydiya (IAS:2006:MP), Commissioner, Indore Division, Indore and Commissioner (Field) with additional charge of Narmada Valley Development Authority, Indore, has been transferred and posted as Secretary, MP Administration.
  4. Plea filed in Supreme Court to restrain govt from appointing CEC, ECs

In the wake of the resignation of Election Commissioner Arun Goel and the retirement of Anup Chandra Pandey, a plea has been filed in the Supreme Court. The petition calls for the Centre to be restrained from appointing new election commissioners in accordance with the provisions of the 2023 law, which is currently under challenge in the apex court.

Citing Section 7 and 8 of the Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Terms of Office) Act 2023, the plea seeks judicial intervention. Additionally, the plea urges the court to direct the appointment of a member of the election commission in accordance with the Arup Baranwal judgment.

Candidates in the Spotlight: New Election Commissioners Expected by March 15 !

Reports suggest that by March 15, two new election commissioners are expected to be appointed to fill the void left by the retirement of Anup Chandra Pandey and the unexpected resignation of Arun Goel. The Prime Minister-led selection committee for the appointment of Election Commission members is anticipated to convene on either March 14 or 15 to choose candidates for the vacant posts.

Originally slated for March 15 to address Pandey’s retirement, the selection panel’s meeting might be rescheduled to March 14 due to the emergence of a second vacancy caused by Goel’s exit. Adhur Ranjan Chowdhary, the Leader of Congress in Lok Sabha, who is a part of the selection committee along with a cabinet minister nominated by the Prime Minister, has been informed about the potential meeting.

Potential candidates being considered include Sanjay Kumar Mishra (Retd IRS IT: 1984), former Chief of the Enforcement Directorate, P C Mody (Retd IRS IT: 1982), former CBDT Chief, and JB Mohapatra (Retd IRS IT L: 1985). Dinkar Gupta (IPS: 1986: PB), the current NIA Chief, and other retired or soon-to-retire IAS officers like Radha S Chauhan (IAS: 1988: UP) are also circulating as possible nominees in the Poll Panel.

It’s worth noting that the Modi government has a history of surprising selections for highly speculated and discussed positions. Sources indicate that approximately 30 officers from various services and batches are actively vying for these coveted positions.

Election Commissioner Arun Goel resigns days before Lok Sabha election schedule announcement

Election Commissioner Arun Goel (Retd.IAS:1985:PB) submitted his resignation on Saturday, March 9, 2024. The Law Ministry confirmed the immediate acceptance of his resignation by President Droupadi Murmu. Arun Goel, poised to succeed as the Chief Election Commissioner (CEC) upon the retirement of current CEC Rajiv Kumar (Retd.IAS:1984:JH) in February 2025, has left the specific reason for his resignation undisclosed.

Having joined the Election Commission on November 21, 2022, Mr. Goel’s departure, though unexpected, has left the Election Commission with only one member, CEC Rajiv Kumar, following the retirement of Election Commissioner Anup Pandey in February. The unexpected vacancy in the Commission raises complexity in its preparations for the upcoming Lok Sabha election. The Commission, engaged in assessing poll readiness across all States and Union Territories, faces challenges as it was scheduled to visit Jammu and Kashmir from March 11 to March 13 at this crucial juncture.
