20 Officers empanelled as Joint Secretary in GoI

The Modi government on Tuesday (12.03.2024) empanelled 20 officers from different services to hold the Joint Secretary and Equivalent posts in the Government of India.

They are;

Vaibhavkumar Pandurang Aldar appointed as OSD to MoS Raosaheb Patil Danve

Vaibhavkumar Pandurang Aldar (IRS-C&CE:2013) has been designated as Officer on Special Duty (OSD) to the Minister of State for Railways, Coal & Mines, Raosaheb Patil Danve, within the Ministry of Mines. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday, March 12, 2024, the Appointments Committee of the Cabinet has given approval to appoint Mr. Aldar to the position at the level of Deputy Secretary. This appointment is effective from the date of assuming charge of the post, on a co-terminus basis with the Minister, or until he ceases to function as OSD to the Minister, or until further orders are issued—whichever event occurs earlier.

SK Jakhotiya gets two years extension as Internal Financial Advisor of BARC

Shailesh Kumar Jakhotiya (IA&AS:2003) has been granted a two-year extension in his deputation tenure as Internal Financial Advisor at Bhabha Atomic Research Centre (BARC), Mumbai. The Department of Personnel and Training (DoPT) issued an order on Tuesday, March 12, 2024, announcing that the Appointments Committee of the Cabinet has approved the Department of Atomic Energy’s proposal to extend Mr. Jakhotiya’s deputation tenure. This extension is effective from April 1, 2024, and lasts until April 1, 2026, or until further orders are issued, whichever occurs earlier. This brings his total tenure outside the cadre to seven years consecutively.

MC Chakraborty granted further extension as Secretary of National Jute Board, Kolkata

Moloy Chandan Chakraborty (IDAS:1993), currently serving as Jute Commissioner (JS level) in Kolkata, will continue to shoulder the additional responsibility as Secretary of the National Jute Board, Kolkata. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has granted approval to the Ministry of Textiles’ proposal for extending Mr. Chakraborty’s additional charge beyond October 31, 2023, up to May 5, 2024. This extension aligns with Moloy Chandan Chakraborty’s prolonged tenure as Jute Commissioner, concluding on May 5, 2024, or until a successor assumes the position, or until further orders are issued, whichever takes place earlier.

Haryana: Rajesh Khullar will continue as Chief Principal Secretary to CM

Rajesh Khullar (Retd.IAS:1988:HY) has been reappointed as the Chief Principal Secretary to Chief Minister Nayab Singh Saini, as announced by the Haryana government in an order issued on Tuesday. Notably, Khullar previously held the same post during Manohar Lal Khattar’s tenure as Chief Minister.

His initial appointment to this role took place on September 1, 2023, right after his superannuation, under the leadership of then Chief Minister Manohar Lal Khattar. Rajesh Khullar assumed the position from DS Dhesi, who was subsequently appointed as the Principal Advisor for Urban Development.

Before stepping into the role of Chief Principal Secretary to the Chief Minister after retirement, Rajesh Khullar was holding the charge of Financial Commissioner (Revenue) and Additional Chief Secretary for School Education, Information, and Public Relations. Prior to these appointments, he spent three years as the Executive Director at the World Bank. However, in February 2023, he returned to his original cadre at the request of the state government, six months prior to his scheduled superannuation in August.

R Gopinath gets extension as Deputy Secretary, AIIMS Delhi

The deputation tenure of Dr R Gopinath (IFoS:2008:AGMUT) as Deputy Secretary, All India Institute of Medical Science (AIIMS), New Delhi has been extended for one year. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Health and Family Welfare to extend the deputation tenure of Mr. Gopinath for a period of one year from 05.03.2024 and upto 04.03.2025 (i.e. a total tenure of 7 years outside the cadre at a stretch) or until further orders, whichever is earlier.

Anshuman Yadav gets extension as IG, CRPF

The deputation tenure of Anshuman Yadav (IPS:1998:MP) as Inspector General (IG) of Central Reserve Police Force (CRPF) has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Home Affairs to extend the deputation tenure of Mr. Yadav for a period of two years beyond 27.05.2024.

Manoj Kumar Kejrewal gets extension as Secretary, NCMEI

The tenure of Manoj Kumar Kejrewal (CSS), Secretary (JS level) of National Commission for Minority Educational Institutions (NCMEI) has been extended for one year. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has approved the proposal of the Department of Higher Education to extend the deputation tenure of Mr. Kejrewal for period of one year beyond 28.02.2024 or until further orders, whichever is earlier.

CG: Six IAS officers shifted; AV Topno posted as Collector, Sakti

DGP appointment

The Chhattisgarh government on Tuesday (12.03.2024) issued transfer and posting orders for six IAS officers across the state.

The names of the officers and their postings are as follows;

  1. Anbalagan P (IAS:2004:CG), Secretary, Tourism and Culture Department with additional charge of Secretary, Religious Trust and Endowment, has been given additional charge of Secretary, General Administration Department.
  2. Deepak Soni (IAS:2011:CG), Registrar, Cooperative Societies with additional charge of Controller, Food & Drug Administration, has been relieved of the the charge of Food & Drug Administration Department. He has also been given additional charge of Commissioner, MGNREGA.
  3. Kuldeep Sharma (IAS:2014:CG), Managing Director, Text Book Corporation, has been given additional charge of Controller, Food & Drug Administration.
  4. Amrit Vikas Topno (IAS:2014:CG), CEO, Chhattisgarh State Watershed Management Agency (CGSWMA), has been transferred and posted as Collector, Sakti District.
  5. Nupur Rashi Panna (IAS:2015:CG), Collector, Sakti District, hs been transferred and posted as CEO, Chhattisgarh State Watershed Management Agency (CGSWMA).
  6. Namrata Jain (IAS:2019:CG), CEO, Zila Panchayat, Balodabazar-Bhatapara, has been transferred and posted as Mission Director, National Rural Livelihood Mission.

Sangeet gets extension as Director in D/o Food and Public Distribution

The central deputation tenure of Sangeet (IDAS:2004) as Director in the Department of Food and Public Distribution has been extended for a period of one year. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has approved the proposal of D/o Food and Public Distribution to the extend the deputation tenure of Mr. Sangeet under the central staffing scheme for a period of one year beyond 12.03.2024 and upto 12.03.2025 or until further orders, whichever is earlier.
