Delhi: Five IAS officers shifted; Prashant Goyal posted as PS, Transport

The Delhi government on Thursday (14.03.2024) effected a minor bureaucratic reshuffle by issuing transfer and posting orders for five IAS officers.

The names of the officers and their posting are as follows;

  1. Prashant Goyal (IAS:1993:AGMUT), awaiting posting orders, has been posted as Principal Secretary-cum-Commissioner, Transport.
  2. Navin Kumar Choudhary (IAS:1994:AGMUT), awaiting posting orders, has been posted as Principal Secretary, Irrigation and Flood Control Department with additional charge of Principal Secretary, General Administration Department (GAD) and Principal Secretary, Administrative Reforms.
  3. Mitali Namchoom (IAS:2011:AGMUT), awaiting posting orders, has been posted as Director, Women and Child Development (WCD).
  4. Krishna Kumar (IAS:2010:AGMUT), Director, Women and Child Development (WCD), has been transferred and posted as Special Secretary, Public Works Department (PWD).
  5. Pankaj Kumar (IAS:2012:AGMUT), Special Secretary, Public Works Department (PWD) with additional charge of Controller, Weights and Measurement(W&M) and Deputy Commissioner (HQ), has been transferred and posted as Controller, Weights and Measurement(W&M) with additional charge of Deputy Commissioner (HQ).

Aryasomayajula Radha Krishna appointed Director (Finance), NSIL

Aryasomayajula Radha Krishna has been appointed as Director (Finance), New Space India Limited (NSIL) for three years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has approved the proposal of Department of Space to appoint Mr. Krishna to the post for three years or until further orders, whichever is earlier.

Presently, Aryasomayajula Radha Krishna is serving as Director of Global Secretariat, Barclays Global Service Private Limited.

Chhattisgarh: Rahul Bhagat gets addl. charge of Secretary, D/o Good Governance and Convergence

The Chhattisgarh government on Monday (11.03.2024) IPS officer Rahul Bhagat (IPS:2005:CG), Secretary to the Chief Minister has been given additional charge of Secretary, Department of Good Governance and Convergence.

Dr. Bijay Kumar Behera appointed as Chief Executive of NFDB

Dr. Bijay Kumar Behera (ARS:2001) has been appointed to the post of Chief Executive in the National Fisheries Development Board (NFDB). According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has approved the appointment of Dr. Behera to the post in level 16 of the Pay Matrix.

Raj Kapoor Raina appointed as Deputy DG, O/o Registrar General & Census Commissioner, India

Raj Kapoor Raina has been assigned the role of Deputy Director General (Information Technology) at the Office of the Registrar General & Census Commissioner, India, on a deputation basis. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (12.03.2024), the Appointments Committee of the Cabinet has given the green light to the proposal for Mr. Raina’s appointment to the position at level 14 of the Pay Matrix. This appointment is effective until 29.12.2024, or until further orders, whichever occurs earlier.

Currently serving as Scientist F at the Ministry of Electronics and Information Technology, National Informatics Centre (NIC), Raina brings his expertise to his new role.

B Sairam appointed CMD of NCL

B Sairam, currently serving as the Director (Technical/P&P) at Central Coalfields Limited (CCL), has been appointed as the Chairman and Managing Director (CMD) of Northern Coalfields Limited (NCL). The Department of Personnel and Training (DoPT) issued an order on Tuesday (12.03.2024), announcing the approval of the Appointments Committee of the Cabinet for Mr. Sairam’s appointment. The Ministry of Coal’s proposal to appoint him to the position until his superannuation on 31.03.2028 was also endorsed.

It is noteworthy that the previous CMD, Bhola Singh, had retired on January 31, 2024.

Notably, the Public Enterprises Selection Board (PESB) had recommended B Sairam for the CMD role at NCL on November 3, 2023, following interviews with 12 candidates.

Supreme Court collegium recommends transfer of two Delhi HC Judges

The Supreme Court collegium on Wednesday (13.03.2024) recommended the transfer of two Delhi High Court judges to Karnataka and Madhya Pradesh High Courts.

The five-member collegium headed by Chief Justice DY Chandrachud transferred Justice V Kameswar Rao to the Karnataka High Court after he requested for a shift to any other court. Additionally, the collegium put forth the recommendation to transfer Justice Sanjeev Sachdeva to the Madhya Pradesh High Court.

Reshuffle at Additional Secretary level; Gyanesh Bharti posted as Additional Secretary, MoWCD

The Appointments Committee of the Cabinet on Wednesday (13.03.2024) implemented a noteworthy bureaucratic reorganization at the Additional Secretary level. This involved the issuance of transfer and posting orders for six senior officers, comprising five from the Indian Administrative Service (IAS) and one from the Indian Audit & Accounts Services.

The names of the officers and their postings are as follows :

  1. Deepak Narain (IA&AS:1993) has been appointed as Additional Secretary & Financial Advisor, Ministry of Information & Broadcasting. Presently, he is serving in the cadre.
  2. Ms Nidhi Chhibber (IAS:1994:CG), Chairperson, Central Board of Secondary Education has been transferred and posted as Advisor, NITI Aayog in the rank and pay of Additional Secretary. The central deputation tenure of the officer has been extended for a period of one year beyond 24.03.2024 or until further orders.
  3. AP Das Joshi (IAS:1994:AM), presently in the cadre, has been appointed as Additional Secretary, Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions.
  4. Rahul Singh (IAS:1996:BH), Additional Secretary, Department of Personnel & Training. Ministry of Personnel, Public Grievances and Pensions, has been transferred and posted as Chairperson, Central Board of Secondary Education (CBSE) in the rank and pay of Additional Secretary.
  5. Rajeev Kumar Mital (IAS:1998:MH), Additional Secretary & Financial Advisor in the Department of Atomic Energy has been transferred and posted as Director General, National Mission for Clean Ganga, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti in the rank and pay of Additional Secretary.
  6. Gyanesh Bharti (IAS:1998:AGMUT), Commissioner of Municipal Corporation of Delhi (MCD), has been transferred and posted as Additional Secretary, Ministry of Women and Child Development (MoWCD).
