M/o Defence’s Director MP Gupta laterally shifted to M/o Tribal Affairs

Mahendra Prakash Gupta (ITS:2001), currently serving as Director in the Ministry of Defence, has been laterally shifted to the position of Director in the Ministry of Tribal Affairs. This decision, as per an order issued by the Department of Personnel and Training (DoPT) on Friday (15.03.2024), has received approval from the Appointments Committee of the Cabinet. The lateral shift of Mr. Gupta to the Ministry of Tribal Affairs is in accordance with the recommendation of the Civil Services Board. He is expected to serve in this capacity until May 7, 2025, which completes his balance tenure of five years under the central staffing scheme.

West Bengal: Vivek Sahay appointed as new DGP following ECI’s directive

In compliance with the Election Commission of India’s (ECI) directive, the West Bengal government swiftly appointed Vivek Sahay (IAS:1988:WB) as the new Director General of Police (DGP) on Monday. This decision came shortly after the ECI removed Rajeev Kumar (IPS:1989:WB) from the position of DGP.

Vivek Sahay brings extensive experience to the role, having previously served as the Director General (DG) of Provisioning and the Director General of Home Guards. Notably, Sahay had been responsible for overseeing the security of Chief Minister Mamata Banerjee. However, his tenure was interrupted when the Election Commission suspended him in March 2021 following an attack on the CM, resulting in severe leg injuries. Nevertheless, Sahay was later reinstated to the position of Director of Security.

Meanwhile, Rajeev Kumar, who assumed the role of state DGP last December, has been reassigned to the Information and Technology department, a role deemed unrelated to election matters. This reshuffle was deemed necessary due to Kumar’s previous removal from active election management duties during both the 2016 assembly election and the 2019 Lok Sabha elections, as highlighted by poll panel sources.

ECI directs removal of Home Secretaries in six states and West Bengal DGP

Following the announcement of the 2024 Lok Sabha elections, the Election Commission of India (ECI) has assumed control and issued directives concerning administrative changes in several states. Home secretaries in six states, namely Gujarat, Uttar Pradesh, Bihar, Jharkhand, Himachal Pradesh, and Uttarakhand, have been instructed to step down. Additionally, the ECI has mandated the replacement of the Director General of Police (DGP) in West Bengal, with the state government directed to appoint the next senior-most officer in the police headquarters to the position of DGP. Furthermore, the ECI has requested the submission of names for the appointment of DGP, with a deadline set at 5 PM today, allowing for the consideration of three senior-most officers.

In addition to these changes, the Secretary of the General Administrative Department in Mizoram and Himachal Pradesh, who held positions in their respective Chief Minister’s Offices, have been relieved of their duties. Moreover, the Election Commission has taken action to remove Brihanmumbai Municipal Commissioner Iqbal Singh Chahal, alongside several additional commissioners and deputy commissioners.

These measures have been implemented by the Election Commission to uphold the principles of fair and transparent elections, ensuring the integrity of the electoral process across various states.

Delhi: 7 IAS/DANICS officers shifted

The Delhi government on Friday (15.03.2024) issued transfer and posting orders for two IAS officers and five DANICS officers.

The names of officers and their postings are as follows;

The Madhya Pradesh government on Thursday (14.03.2024) issued transfer and posting orders for nine IAS officers.

The names of the officers and their postings are as follows;

Amrit Agrahari (IRS-IT:2011) has been appointed as Deputy Secretary in the Department of Economic Affairs. As per an order issued by the Department of Personnel and Training (DoPT) on Friday (15.03.2024), the Appointments Committee of the Cabinet has approved the recommendation of the Civil Services Board for Agrahari’s appointment to the post. This appointment is effective until July 9, 2026, or until further orders, whichever occurs earlier.

IPS Mrinalini Shrivastava appointed Director (Finance), NDMA

Mrinalini Shrivastava (IPS:2002:SK), currently serving as Director of the National Disaster Management Authority (NDMA) (G-20 Secretariat post), has been appointed as Director (Finance), NDMA, on a lateral shift basis. The Department of Personnel and Training (DoPT) issued an order on Friday (15.03.2024), stating that the Appointments Committee of the Cabinet has approved her appointment to the non-CSS post. This appointment is effective from the date of assuming charge of the position and is for a tenure extending until November 1, 2027, or until further orders, whichever is earlier.

Prashant Ranjan (IRS-IT:2007) has been appointed as Private Secretary to the Minister of State for Ports, Shipping & Waterways, Shantanu Thakur. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (15.03.2024), the Appointments Committee of the Cabinet approved the curtailment of Ranjan’s tenure as Director in the Ministry of Tourism to facilitate his appointment as Private Secretary. His appointment is on a co-terminus basis with the Minister or until he ceases to function as Private Secretary to the Minister or until further orders, whichever event occurs earliest.

The Uttar Pradesh government on Friday (15.03.2024) issued transfer and posting orders for six IAS officers.

Chhattisgarh govt relieved IAS Dr. Tamboli Ayyaj Fakirbhai for central deputation

The Chhattisgarh government on Saturday (16.03.2024) relieved Dr. Tamboli Ayyaj Fakirbhai (IAS:2009:CG) from his duties and made his services available to the Government of India. This move enables him to be appointed as Director in the Cabinet Secretariat for a tenure of five years. The Department of Personnel and Training (DoPT) had issued an order on March 14, approving his central deputation and selecting him for the aforementioned position.
