Gujarat: AK Rakesh appointed new ACS, Home

Senior IAS officer AK Rakesh (IAS:1989:GJ) was appointed as the Additional Chief Secretary of the Home Department on Monday, following an order from the Election Commission.

As per the order issued by the Gujarat government, AK Rakesh, who currently serves as the Additional Chief Secretary to Government in the Agriculture, Farmers Welfare, and Co-operation Department at Sachivalaya, Gandhinagar, will hold the additional charge of Additional Chief Secretary to Government in the Home Department until further notice. This appointment relieves Pankaj Joshi (IAS:1989:GJ) of the additional charge of the post.

The Election Commission’s order highlighted the removal of home secretaries in Gujarat, Uttar Pradesh, Bihar, Jharkhand, Himachal Pradesh, and Uttarakhand due to their holding of dual charges in the offices of the respective chief ministers.

The Election Commission emphasized that such dual responsibilities may potentially compromise, or be perceived to compromise, the impartiality and neutrality required during the electoral process, particularly in matters concerning law and order and the deployment of forces. Joshi, who is posted as Additional Chief Secretary in the Chief Minister’s Office (CMO), was given additional charge as ACS (Home) on February 1 this year, following the retirement of Mukesh Puri on January 31.

ECI appoints Dilip Jawalkar as new Home Secretary of Uttarakhand

The Uttarakhand government has appointed Dilip Jawalkar (IAS:2003:UK) as its new Home Secretary, following the approval of Election Commission. The Election Commission had directed the removal of Shailesh Bagauli (IAS:2002:UK), who served as the Home Secretary of Uttarakhand, along with home secretaries of five other states.

Dilip Jawalkar, who currently holds the responsibility of Secretary Finance, has been chosen to take over as the Home Secretary of Uttarakhand.

Shailesh Bagauli, who also served as Secretary to the Chief Minister, was given the additional charge of Secretary, Home and Prisons on February 10. However, following the Election Commission’s directive on Monday, six states, including Uttarakhand, were instructed to remove home secretaries who also held positions in the respective chief minister’s offices to avoid conflicts of interest during the Lok Sabha elections.

In response to this directive, the State government proposed a panel of three names for the new Home Secretary position, with Dilip Jawalkar emerging as the chosen candidate, subsequently receiving approval from the Election Commission.

ECI appoints Vandana Dadel as new Home Secretary of Jharkhand

Senior IAS officer Vandana Dadel (IAS:1996:JH) has been made the new Home Secretary of Jharkhand. The Election Commission of India has approved Dadel’s name as the new Home Secretary. Before this, Arava Rajkamal (IAS:2008:JH) was relieved from the charge of Home Secretary by the Election Commission.

Arava Rajkamal, Secretary to the Chief Minister, was given the additional charge of Home, Prisons, and Disaster Management Department on March 5. However, he was subsequently removed from the position of Home Secretary by the Election Commission on March 18. Therefore, he remained as the Home Secretary of the state for only 13 days.

The Election Commission had sought three names from the State Government, after which the Jharkhand Government sent three names: Vandana Dadel (IAS:1996:JH), Manish Ranjan (IAS:2002:JH), and Aboobacker Siddique P (IAS:2003:JH). Ultimately, Dadel was chosen as the new Home Secretary.

This decision follows the Election Commission’s directive on Monday, which instructed six states to remove home secretaries who held additional responsibilities in their respective chief minister’s offices. This action was taken to prevent potential conflicts of interest, particularly in light of the model code of conduct for the Lok Sabha elections now in effect.
