Hansha Mishra appointed as Director in UPSC

Hansha Mishra (IA&AS:2010), who was recommended for central deputation by the Comptroller and Auditor General of India, has been selected for appointment as Director in the Union Public Service Commission (UPSC), Delhi, for a period of five years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (21.03.2024), the central government has approved the appointment of Ms. Mishra to the post under the central staffing scheme for five years or until further orders, whichever is earlier.

Neelam Agrawal appointed as Director in Department of Financial Services

Neelam Agrawal (IRS-IT:2008), who was recommended for central deputation by the Department of Revenue, has been appointed as Director in the Department of Financial Services (DFS) for a five-year term. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (21.03.2024), the central government has approved the appointment of Ms. Agrawal to the post under the central staffing scheme for five years or until further orders, whichever is earlier.

Mamta (IES:2008), who was recommended for central deputation by the Department of Economic Affairs, has been appointed as Director at the Department of Promotion of Industry & Internal Trade (DPIIT) for a five-year tenure. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (21.03.2024), the central government has approved the appointment of Ms. Mamta to the post under the central staffing scheme for five years or until further orders, whichever is earlier.

Siva Sankar Bandi appointed as Deputy Secretary in CVC

Siva Sankar Bandi (IDAS:2012), recommended for central deputation by the Ministry of Defence, has been appointed as Deputy Secretary in the Central Vigilance Commission (CVC), Delhi, for a five-year term. The Department of Personnel and Training (DoPT) issued an order on Thursday (21.03.2024), with the central government approving Mr. Bandi’s appointment under the central staffing scheme, effective for five years or until further notice, whichever comes first.

SC Collegium revises transfer decision for Justice Arvind Singh Chandel; recommends Patna HC instead of Madras HC

The Supreme Court Collegium, headed by CJI DY Chandrachud, initially proposed the transfer of Chhattisgarh HC’s Justice Arvind Singh Chandel to the Madras High Court on March 15. However, following Justice Chandel’s representation requesting reconsideration, the Collegium decided to recommend his transfer to the Patna HC instead.

Comprising Justices Sanjiv Khanna, BR Gavai, Surya Kant, and Anirudha Bose, the Collegium made this decision after rejecting Justice Chandel’s plea for reconsideration or alternative postings in other high courts.

Consultations with SC Judges familiar with Chhattisgarh HC affairs and the Patna HC chief justice informed the decision. The Collegium noted that while it couldn’t fully accommodate Justice Chandel’s request, it partially acceded by recommending his transfer to the Patna HC, diverging from the earlier proposal for the Madras HC.

MHA appoints five IPS officers as IG in CAPFs/CPOs

The Ministry of Home Affairs on Wednesday (20.03.2024) announced the appointment of five IPS officers as Inspector General (IG) within the Central Armed Police Forces (CAPFs)/Central Police Organisations (CPOs). These officers, who were recently empanelled to hold IG and equivalent positions within the Government of India, were previously serving in the capacity of Deputy Inspector General (DIG) within the CAPFs/(CPOs).

The appointed officers are as follows:

  1. Maninder Pratap Singh (IPS:2005:GJ), who was serving as DIG in BSF, has been reassigned as IG within BSF.
  2. Kaliraj Mahesh Kumar (IPS:2005:GJ), previously serving as DIG in NIA, has been appointed as IG within NIA.
  3. Manoj Kumar Sharma (IPS:2005:GJ), who held the position of DIG in CISF, has now been designated as IG within CISF.
  4. R Gopala Krishna Rao (IPS:2005:TR), who served as DIG in CRPF, has been assigned the role of IG within CRPF.
  5. Prince Rani (IPS:2005:TR), who served as DIG in NSG, has been assigned the role of IG within NSG.

ECI names Bhushan Gagrani as BMC Commissioner; appoints Saurabh Rao and Kailash Shinde as Civic Chiefs

The Election Commission of India (ECI) issued a directive on Wednesday (20.03.2024) instructing the Maharashtra government to appoint Bhushan Gagrani (IAS:1990:MH) as the new Commissioner of the Brihanmumbai Municipal Corporation (BMC).

Bhushan Gagrani will take over from Iqbal Singh Chahal, who has been transferred from the position of BMC commissioner following the ECI’s orders. Until now, Gagrani had been serving as the additional chief secretary in the Chief Minister’s Office (CMO).

Gagrani brings extensive experience, having previously held roles such as state urban development department secretary and principal secretary to Uddhav Thackeray during his tenure as Chief Minister. He has also served as the Director General of the Information and Public Relations Department (DGIPR).

In addition to Gagrani’s appointment, the ECI directed the appointment of Saurabh Rao (IAS:2003:MH) as the civic chief of Thane and Kailash Shinde (IAS:2013:MH) as the civic chief of Navi Mumbai.

The Election Commission emphasized that the three appointed officers are not permitted to hold any additional responsibilities outside of their respective corporations, as outlined in the order.

Abhilasha Joshi appointed as Ambassador of India to Chile

Abhilasha Joshi (IFS:1995) has been appointed as the next Ambassador of India to the Republic of Chile. Presently, he is serving as Additional Secretary in the Ministry of External Affairs and is expected to take up the assignment shortly.

Soumendu Bagchi appointed as next Ambassador of India to Iraq

Senior diplomat Soumendu Bagchi (IFS:1993) has been appointed as the next Ambassador of India to the Republic of Iraq. Presently, he is serving as Deputy Director General (DDG) of the Indian Council of World Affairs (ICWA) and is expected to take up the assignment shortly.

Sipan Kumar Garg selected as Director (Finance) of THDC India Limited

Sipan Kumar Garg has been chosen as the Director (Finance) of THDC India Limited during a meeting of the Public Enterprises Selection Board (PESB) convened on March 19, 2024. Currently, he holds the position of Additional General Manager at NTPC Limited.

Upon obtaining vigilance clearances and approval from the Appointments Committee of the Cabinet, he will officially assume the role of Director (Finance) at THDC India Limited.
