ECI transfers Andhra Pradesh DGP with immediate effect

The Election Commission of India (ECI) on Sunday (05.05.2024) directed the Andhra Pradesh government to transfer Director General of Police KV Rajendranath Reddy (IPS:1992:AP) with immediate effect.

The ECI has asked the state government to submit a list of three eligible Indian Police Service (IPS) officers at the rank of Director General by Monday to fill the resulting vacancy.

Reddy had taken over as the DGP of Andhra Pradesh in February 2022, succeeding D Gautam Sawang (IPS:1986:AP).

Sources suggest that there is ongoing speculation about who might replace Reddy, with Dwaraka Tirumala Rao (IPS:1989:AP) emerging as a likely candidate. He is known for his straightforward approach and is regarded as a dedicated officer who holds high professional integrity.

Odisha: ECI transfers IAS Sujata R Karthikeyan to non-public-dealing department

The Election Commission of India (ECI) on Thursday (03.04.2024) ordered the transfer of IAS officer Sujata R Karthikeyan (IAS:2000:OR) from her position as Secretary of the Mission Shakti Department in Odisha. She has been moved to a non-public-dealing department with immediate effect.

Sujata R Karthikeyan is the wife of Biju Janata Dal (BJD) leader VK Pandian, who took voluntary retirement from Indian Administrative Service in October 2023 to become an active leader of the BJD.

In its representation to the ECI, the Bharatiya Janata Party (BJP) accused Sujata R. Karthikeyan of misusing her position and the Systematic Voters’ Education and Electoral Participation (SVEEP) program of the Election Commission to influence around 70,000 women associated with self-help groups under Mission Shakti for the electoral gains of the BJD.

Atanu Chakraborty re-appointed as HDFC Chairman

Former Economic Affairs Secretary Atanu Chakraborty (Retd IAS:1985:GJ) has been re-appointed to the HDFC Bank board as the Part-time Chairman and Independent Director for a period of three years. After getting approval from the Reserve Bank of India, HDFC Bank appointed Atanu Chakraborty for three years, with effect from May 5, 2024, to May 4, 2027.

Chakraborty primarily worked in the areas of finance and economic policy, infrastructure, and petroleum and natural gas. He retired as Secretary of the Department of Economic Affairs in April 2020.

Justice Sanjay Kumar Mishra appointed President of GSTAT

Former Chief Justice of Jharkhand High Court Sanjay Kumar Mishra has been appointed as the President of the GST Appellate Tribunal (GSTAT) for four years. According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the recommendation of Search-cum-Selection Committee to appoint Justice Sanjay Kumar Mishra to the post for four years.

IAS Subodh Kumar appointed as Director in Ministry of Ayush

Subodh Kumar (IAS:2010:TN) has been selected for appointment as Director in the Ministry of Ayush. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (03.05.2024), the competent authority has approved the appointment of Subodh Kumar to the post for a period up to 08.10.2024 or until further orders, whichever is earlier.

Presently, he is on compulsory wait in the Ministry of Food Processing Industries.

It is important to mention that his central deputation tenure is effective from October 9, 2019.

IAS Lalithambigai K appointed as Deputy Secretary in the Ministry of Tourism

Lalithambigai K (IAS:2015:MN) has been appointed as Deputy Secretary in the Ministry of Tourism for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (03.05.2024), the competent authority has approved the appointment of Lalithambigai K to the post for four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Rajasthan: Three IPS officers shifted, Ravi Prakash Meharda posted as DG, ACB

The Rajasthan government on Thursday (02.05.2024) issued transferred and posting orders for three senior IPS officers.

The names of the officers and their postings are as follows;

  1. Dr Ravi Prakash Meharda (IPS:1990:RJ), DGP, SCRB & Cyber Crime and Technical Services (Telecommunication & Technical), Jaipur, has been transferred and posted as DGP, ACB, Jaipur.
  2. Hemant Priyadarshi (IPS:1992:RJ), ADGP, ACB, Jaipur, has been transferred and posted as ADGP, SCRB & Cyber Crime and Technical Services (Telecommunication & Technical), Jaipur.
  3. Sachin Mittal (IPS:1996:RJ), ADGP, Recruitment & Promotion Board and Cyber Crime, Jaipur, has been transferred and posted as ADGP, Recruitment & Promotion Board, Jaipur.

Compulsory retired IPS officer gets relief, CAT orders reinstatement

The Central Administrative Tribunal has nullified the compulsory retirement of IPS officer Gurjinder Pal Singh (IPS:1994:CG) from service and directed his reinstatement with all related benefits within a period of four weeks. The CAT observed that the FIRs registered against him at the “behest of higher authorities of the then Bhupesh Baghel government,” as the officer refused to comply with the government’s demands.

Three FIRs were registered against Singh: a corruption case for allegedly possessing disproportionate assets, a sedition case, and an extortion case.

In February 2019, Singh was appointed as the head of a Special Investigation Team (SIT) tasked with examining allegations against former Chhattisgarh Chief Minister Raman Singh in an alleged multi-crore public distribution system scam. Reports indicate that Singh had informed the then-Chief Minister Bhupesh Baghel that the case against Raman Singh lacked merit, which reportedly angered the CM, leading to what CAT described as “false FIRs” were registered against him. The tribunal noted that Singh was subjected to “vindictive action” because he did not align with the directives of the state government, resulting in three successive FIRs within less than a month.

In the disproportionate assets case, it was alleged that Singh owned two kilograms of gold, recovered from one Mani Bhushan, the main witness. However, Bhushan later testified in a Raipur Court that the gold had been planted by Anti-Corruption Branch (ACB) officials. Furthermore, the content related to the sedition case was also alleged to be forged.

Gurjinder Pal Singh was in jail for a long time because of these cases. The state government had recommended the dismissal of Singh from service. But the Union Home Ministry gave him compulsory retirement in July 2023.
