M/o Textiles Director Ravi Shankar Shukla repatriated to parent cadre

Ravi Shankar Shukla (IOFS:2008), currently serving as Director in the Ministry of Textiles, has been prematurely repatriated to his parent cadre with immediate effect. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (07.04.2025), the competent authority has approved premature repatriation of Mr Shukla to his parent cadre on personal grounds.

Punjab: Praveen Kumar Sinha gets additional charge of ADGP, Intelligence

The Punjab government on Monday (07.04.2025) effected a key change in the police administration by assigning senior IPS officer Praveen Kumar Sinha (IPS:1994:PB) the additional charge of ADGP, Intelligence.

Sinha, who is currently serving as ADGP, NRI Affairs in SAS Nagar, will take over the Intelligence Department from RK Jaiswal (IPS:1997:PB), who had been holding the post since February 2023.

Retired IAS officer Raghav Chandra appointed Professor of Practice at IIM Calcutta

Retired IAS officer Raghav Chandra (Retd. IAS:1982:MP) has been appointed as Professor of Practice at the Indian Institute of Management (IIM), Calcutta, under the Academic Group of Public Policy and Management.

Chandra brings a wealth of administrative experience to the role, having held key positions such as Secretary, National Commission for Scheduled Tribes; Chairman, National Highways Authority of India (NHAI); and Secretary, Ministry of Housing & Urban Affairs.

An alumnus of the University of Delhi, he earned his Bachelor of Science degree in 1978 and completed his Master of Science in 1980. In 1998, he pursued a Master of Public Administration at Harvard University, where he was awarded the prestigious Japan-World Bank Merit Scholarship. Over the years, he has held senior positions in various departments of the Union and State governments.

Punjab: 11 IPS officers among 162 police officers shifted

As many as 162 police officers, including 11 Indian Police Service (IPS) officers and 65 Deputy Superintendents of Police (DSPs), were transferred and given new postings in Punjab on Sunday. The transfers were issued through two separate orders — the first list included 97 officers, while the second list covered 65 officers.

The names of the officers and their postings are

  1. Ravjot Grewal (IPS:2015:PB), AIG, Technical Services, has been transferred and posted as AIG, Counter Intelligence, SAS Nagar.
  2. Ashwini Gotyal (IPS:2016:PB), AIG, HRD, has been transferred and posted as AIG, ANTF, SAS Nagar.
  3. Vatsala Gupta (IPS:2016:PB), Commandant, 27th Battalion PAP, Jalandhar, has been given additional charge of AIG, ANTF, Ludhiana.
  4. Jasroop Kaur Batth (IPS:2020:PB), SP, Investigation, Jalandhar Rural, has been transferred and posted as ADCP-III, Amritsar.
  5. Aditya S Warrrier (IPS:2020:PB), ADCP, Investigation, Jalandhar, has been transferred and posted as SP, Investigation, Amritsar Rural.
  6. Vaibhav Choudhary (IPS:2020:PB), ASP, Detective, Patiala, has been transferred and posted as SP, Hqrs, Patiala.
  7. Akarshi Jain (IPS:2020:PB), ASP, SD Civil Lines, Ludhiana, has been transferred and posted as ADCP-I, Jalandhar.
  8. Sirivennela (IPS:2021:PB), ASP, SD Model Town, Jalandhar, has been transferred and posted as ADCP-II, Amritsar.
  9. Jayant Puri (IPS:2021:PB), ASP, 13th Battalion, PAP, Chandigarh, has been transferred and posted as ADCP, Investigation, Jalandhar.
  10. Vineet Ahlawat (IPS:2021:PB), ASP, SD, East, has been transferred and posted as ADCP, Operations and Security, Jalandhar.
  11. Dilpreet Singh (IPS:2021:PB), ASP, SD Dinanagar, Gurdaspur, has been transferred and posted as SP, Hqrs, Sangrur.

The first list mentioned the transfer of 97 police officers.

The second list mentioned the transfer of 65 DSPs.

IPS Raman Kumar Meena appointed DIG in CBI

IPS officer Raman Kumar Meena (IPS:2011:HP), currently serving as Superintendent of Police (SP) in the Central Bureau of Investigation (CBI), has been promoted and appointed as Deputy Inspector General (DIG) in the agency.

According to an order issued by the Department of Personnel and Training (DoPT) on March 28, the Appointments Committee of the Cabinet has approved Mr. Meena’s promotion to the DIG rank for the remaining period of his central deputation tenure i.e. February 09, 2030 (5 years in total) or until further orders, whichever is earlier.

IPS Shilpa Dyavaiah appointed as SP in CBI

IPS officer Shilpa Dyavaiah (IPS:2016:KL) has been appointed as Superintendent of Police (SP) in the Central Bureau of Investigation (CBI) for five years. According to an order issued by the Department of Personnel and Training (DoPT) on March 28, the Appointments Committee of the Cabinet has approved the induction of Ms. Dyavaiah into the CBI for a period of five years from the date of assumption of charge of the post or until further orders whichever is earlier.

Uttarakhand: Former CS Radha Raturi appointed as CIC

The Governor of Uttarakhand on Saturday (06.04.2025) appointed Radha Raturi (Retd. IAS:1988:UK), former Chief Secretary of the state, as the Chief Information Commissioner (CIC). She will hold the constitutional post for a term of three years or until she attains the age of 65, whichever is earlier.

Raturi, who retired on March 31, 2025, was the first woman to serve as Chief Secretary of Uttarakhand. Following her retirement, the state government appointed the senior-most IAS officer in the cadre, Anand Bardhan (IAS:1992:UK), as her successor.

She was appointed Chief Secretary on January 31, 2024, succeeding Dr. Sukhbir Singh Sandhu (IAS:1988:UK), whose extended tenure ended on the same day. Though originally slated to retire in March 2024, Raturi’s service was extended twice—each time by six months—before her final retirement on March 31, 2025.

Well before her retirement, Raturi had applied for the post of Chief Information Commissioner, sparking expectations of her appointment to the post.

Prior to her elevation as Chief Secretary, she served as Additional Chief Secretary to the Chief Minister and has held several key positions throughout her distinguished career.

CBIC: 229 Additional Commissioner/ Joint Commissioner grade officers shifted

Govt’s approval must to prosecute officers even for excesses of official powers: SC

In a path-breaking development, the Supreme Court has come to the rescue of public servants, particularly the police officers, often accused of exceeding their powers while discharging their duties. The apex court has ruled that government’s prior approval is a must to prosecute public servants even if accused of exceeding their official powers. The top court held that public servants enjoy statutory safeguard and this protection applies even in cases where officials exceed their official powers. The excessiveness alone cannot strip them of this safeguard, the highest court has ruled.

This ruling was delivered by a bench of Justices B V Nagarathna and Satish Chandra Sharma while hearing pleas of police officers challenging the criminal proceedings against them for exceeding their powers on the ground that government’s nod was not taken for it.

The Bench said a plain reading of Section 170 of Police Act reveals the legislature has sought to afford a statutory safeguard to certain public functionaries, and if any offence is alleged to have been committed by such officials while discharging their duties then no court shall entertain any prosecution or suit against them without govt’s prior sanction.

The court accepted the plea that even the offence of use of excessive power by public servant would fall within the ambit of Section 170 for which sanction was needed. It was clarified that this protection of prior sanction is applicable only when there is a reasonable connection between the act and the duty. It should be noted here that an officer can be stripped of this protection if he/she uses official power as an excuse to indulge in excesses.
