ACC clears 6 GM level appointment in Indian Railways

The Appointment Committee of the Cabinet (ACC) on Monday (27.05.2024) cleared the proposal of Ministry of Indian Railway for appointments to the posts of General Manager and equivalent.

They are;

  1. Arun Kumar Chaudhary, Principal Chief Engineer (PCE), Eastern Railway, has been appointed as General Manager (GM), Northeast Frontier Railway (Construction) as the incumbent GM is set to retire from service on June 30.
  2. Abhay Bakre, Director General, Bureau of Energy Efficiency, Ministry of Power, has been appointed as General Manager (GM), Banaras Locomotive Works, Varanasi.
  3. Manjul Mathur, Chief Administrative Officer (CAO), Construction, North Central Railway, has been appointed as General Manager, Rail Coach Factory, Kapurthala.
  4. Neenu Ittyerah, presently serving as Principal Chief Commercial Manager (PCCM) of Southern Railway, has been appointed as General Manager (GM), South East Central Railway.
  5. Parmeshwar Funkwal, presently serving as Principal Chief Engineer (PCE), Western Railway, has been appointed as General Manager, East Coast Railway.
  6. Vinay Kumar Agarwal, presently working as Principal Chief Mechanical Engineer (PCME), South Western Railway, has been appointed as Director General (GM) of National Academy of Indian Railways (NAIR).

Amit Garg’s tenure as Acting Director of SVPNPA extended for another three months

Amit Garg (IPS:1993:AP), Additional Director at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA), Hyderabad, will continue to hold additional charge as Director of SVPNPA for another three months. According to an order issued by the Ministry of Home Affairs (MHA), the competent authority has approved the extension of his additional charge beyond May 31, 2024.

This extension will remain in effect until the appointment and joining of a regular incumbent or until further orders, whichever comes first.

Notably, Amit Garg has been serving as Director of SVPNPA on an additional charge basis since the retirement of A. Seem Rajan (IPS:1987:BH) on February 28, 2023. This marks his fifth consecutive three-month extension in the role.

In response to the recent fire incident at a gaming zone in Rajkot, the Gujarat government on Monday issued transfer and posting orders for three IAS officers. As part of this reshuffle, Rajkot Municipal Commissioner Anand Babulal Patel has been shifted to the General Administration Department, and DP Desai has been appointed as his replacement.

The names of the officers and their postings are as follows;

  1. Anand Babulal Patel (IAS:2010:GJ), Municipal Commissioner of Rajkot, has been transferred and his services are placed at the disposal of General Administrative Department (GAD).
  2. DP Desai (IAS-SCS:2008:GJ), Chief Executive Officer (CEO) of Ahmedabad Urban Development Authority(AUDA) with additional charge of Chief Executive Officer (CEO) of Gandhinagar Urban Development Authority(GUDA), has been transferred and posted as Municipal Commissioner of Rajkot.
  3. Bhavya Verma (IAS:2016:GJ), Mission Director of Swachh Bharat Mission(Urban), Gandhinagar, has been given additional charge of posts of CEO of Ahmedabad Urban Development Authority(AUDA) and CEO of Gandhinagar Urban Development Authority(GUDA).

Following the recent fire incident at a gaming zone in Rajkot, the Gujarat government, in concurrence with the Election Commission of India, has reshuffled six IPS officers.

The names of the officers and their postings as follows;

  1. Raju Bhargava (IPS:1995:GJ), Commissioner of Police, Rajkot City, has been transferred and kept on waiting for posting.
  2. Brajesh Kumar Jha (IPS:1999:GJ), Special Commissioner of Police, Sector-2, Ahmedabad City, has been transferred and appointed as Commissioner of Police, Rajkot City.
  3. Vidhi Choudhary (IPS:2009:GJ), Additional Commissioner of Police (Administration, Traffic and Crime), Rajkot City, has been transferred and kept on waiting for posting.
  4. Mahendra Bagria (IPS:2010:GJ), Deputy Inspector General of Police, Kutchch-Bhuj (West), has been transferred and appointed as Additional Commissioner of Police (Administration, Traffic and Crime), Rajkot City.
  5. Dr Sudhirkumar J Desai (IPS:2012:GJ), Deputy Commissioner of Police, Zone-2, Rajkot City, has been transferred and kept on waiting for posting.
  6. Jagdish Bangarwa (IPS:2019:GJ), Superintendent, Central Prison, Vadodara, has been transferred and appointed as Deputy Commissioner of Police, Zone-2, Rajkot City.

The Appointments Committee of the Cabinet on Monday (27.05.2024) extended the tenure of Samir V Kamat as Secretary, Department of Defence Research and Development (DDR&D) and Chairman of Defence Research and Development Organisation (DRDO) by one year. According to an order issued by the Department of Personnel and Training (DoPT), the ACC has approved the proposal of Ministry of Defence to extend the tenure of Samir V Kamat for a period of one year from 01.06.2024 till 31.05.2025 or until further orders.

M/o Power Additional Secretary Ajay Tewari repatriated to parent cadre

Ajay Tewari (IAS:1993:AM), Additional Secretary in the Ministry of Power, has been repatriated to his parent cadre of Assam. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (27.05.2024), the Appointments Committee of the Cabinet has approved repatriation of Ajay Tewari to his parent on the request of the Assam government.

Pankaj Agrawal gets addl. charge of Secretary, Department of Telecommunications

Pankaj Agrawal (IAS:1992:MP), Secretary in the Ministry of Power, has been given additional charge of the post of Secretary, Department of Telecommunications. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (27.05.2024), the competent authority has approved the assignment of additional charge of the post to Pankaj Agrawal from 28.05.2024 to 09.06.2024 during the period of absence on leave of Neeraj Mittal (IAS:1992:TN).

ACC Reshuffles Secretaries: PK Tripathi now Lokpal Secretary, Rakesh Ranjan SSC Chairman

The Appointments Committee of the Cabinet on Monday (27.05.2024) implemented a significant reshuffle at the Secretary level within the Government of India. As part of this reshuffle, five senior IAS officers have been assigned new responsibilities. Notably, Pradip Kumar Tripathi, who previously served as Secretary (Coordination) in the Cabinet Secretariat, has been appointed as the Secretary of Lokpal.

The names of the officers and their postings are as follows;

  1. Pradip Kumar Tripathi (IAS:1987:AGMUT), Secretary (Coordination), Cabinet Secretariat, has been transferred and appointed as Secretary to the Lokpal till the date of his superannuation i.e. 30.06.2024 and thereafter on contract basis for two years beyond the date of his superannuation on usual terms and conditions applicable to re-employed central government officers.
  2. Raj Kumar Goyal (IAS:1991:AGMUT), Secretary, Department of Border Management, Ministry of Home Affairs, has been transferred and posted as Secretary, Department of Justice, Ministry of Law & Justice.
  3. Amit Yadav (IAS:1991:AGMUT) has been appointed as Officer on Special Duty (OSD), Department of Social Justice & Empowerment in the rank and pay of Secretary to the Government of India. The officer will take over as Secretary, Department of Social Justice & Empowerment vice Saurabh Garg (IAS:1991:OR) upon his superannuation on 31.07.2024.
  4. Rajendra Kumar (IAS:1992:TN), Director General, Employees’ State Insurance Corporation, Ministry of Labour & Employment, has been appointed as Secretary, Department of Border Management, Ministry of Home Affairs. He will replace Raj Kumar Goyal (IAS:1990:AGMUT) upon his appointment as Secretary, Department of Justice.
  5. Rakesh Ranjan (IAS:1992:MN), Special Secretary, Department of Agriculture and Farmers Welfare , has been appointed as Chairman, Staff Selection Commission (SSC) in the rank and pay of Secretary to the government of India.

Chief of the Army Staff General Manoj Pande gets one-month extension

The central government on Sunday extended the tenure of The central government on Sunday extended the tenure of Chief of the Army Staff (COAS) General Manoj Pande for one month beyond his scheduled retirement date of May 31 after a 25-month tenure. for one month beyond his scheduled retirement date of May 31 after a 25-month tenure.

General Pande took charge as the 29th Chief of the Army Staff on April 30, 2022.

An alumnus of the National Defence Academy, he was commissioned in December 1982 into the Corps of Engineers (The Bombay Sappers). Before becoming COAS, he served as the Vice Chief of the Army Staff.

General Pande is the first officer from the Corps of Engineers to lead the 1.3 million-strong Indian Army, a position previously held by officers from infantry, artillery, and armoured regiments.
