Modi Set for Historic Third Term Amid Coalition Challenges: Key Appointments in Focus

The BJP-led NDA government is set to begin its new term on June 9, with Narendra Modi taking the oath of office as Prime Minister at Rashtrapati Bhavan. This marks Modi’s third consecutive term, placing him alongside Jawaharlal Nehru and Indira Gandhi in Indian history. However, unlike previous terms, the BJP fell short of a majority and is forming the government with the support of NDA partners.

This third term as PM is likely to face governance and decision-making challenges due to the lack of a clear BJP majority within the NDA. Modi’s decisions will now require concurrence from his alliance partners, especially for major pending appointments such as a new Army Chief, Cabinet Secretary, and Home Secretary. Agencies like the Directorate of Enforcement and Ministry of Statistics are operating without full-time chairmen, and the Central Board of Direct Taxes Chairman Nitin Gupta is on extension. Additionally, the government must appoint a new RBI Governor by December when Shashikant Das’s term ends, with two deputies, MD Patra and T Rabi Shankar, currently on extension. A new State Bank of India chairman is also needed by August when Dinesh Khara’s extension ends.

In his previous tenures, Modi was known for swift and often surprising decisions, enabled by his supreme authority and limited consultation. The element of surprise was maintained as very few individuals were privy to his plans until the last moment.

Currently, there is significant buzz in the power corridors about how the Narendra Modi-led NDA government will handle its allies while making significant appointments. Three main opinions are circulating:

  1. Maintaining the Status Quo: Some believe that the new Modi government will continue to make decisions regarding appointments as it did previously, motivated by Modi’s decisive image and public appeal.
  2. Inclusive Decision-Making: Another opinion suggests that this government, being different from the previous two, will take all allied political parties on board before making any appointment decisions, though this approach might affect Modi’s decisive public image.
  3. Balanced Approach: A third perspective is that the BJP will prioritize national interest in appointment decisions while clearly communicating this to its partners, aiming to avoid major disagreements but potentially risking ally dissatisfaction.

The essence of the matter is that the new government will need to carefully strategize its administrative decisions, balancing the BJP’s decisive public image with the need to keep alliance political parties on board.

Two IAS officers empanelled for Secretary/Secretary Eq. level posts in GoI

The Appointments Committee of the Cabinet on Tuesday (04.06.2024) approved the empanelment of two IAS officers from the 1993 batch for Secretary or Secretary-equivalent positions in the Government of India.

They are;

  1. Ravi Kota (IAS:1993:AM)
  2. Prashant Kumar Singh (IAS:1993:MN)

Bihar: ACS Education KK Pathak’ leave approved, S Siddharth gets addl. charge of Education Department

25 new IAS to join Bihar

The Bihar government has approved the leave of Education Department Additional Chief Secretary (ACS) KK Pathak (IAS:1990:BH). According to an order issued by General Administration Department (GAD) order issued on Sunday (02.06.2024), He is granted earned leave from June 3 to June 30 for 28 days.

The order further states that the Principal Secretary to the Chief Minister, Dr. S Siddharth (IAS:1991:BH) has been given additional charge of ACS of the Education Department.

KK Pathak was recently embroiled in a controversy regarding the declaration of holidays in government schools due to the heatwave condition in Bihar.

Annies Kanmani Joy appointed as Deputy Secretary in D/o Economic Affairs

Annies Kanmani Joy (IAS:2012:KN) has been appointed as Deputy Secretary in the Department of Economic Affairs, Delhi for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (03.06.2024), the competent authority has approved appointment of Annies Kanmani Joy to the post under the central staffing scheme for a period of four or until further orders.

None selected for the post of CMD, HCL

The Public Enterprises Selection Board (PESB) has failed to find a suitable candidate for the post of Chairman & Managing Director (CMD), Hindustan Copper Limited (HCL) at a selection meeting held on June 03, 2024. The PESB interviewed two candidates for the job following which it recommended the Ministry of Mines to take an appropriate course of action for selection including the search cum selection committee (SCSC) or as deemed appropriate with the approval of the competent authority.

During the selection meeting, the following three candidates were interviewed:

Nandakumar Velayudhan Pillai selected as Director (Refineries), MRPL

Nandakumar Velayudhan Pillai has been selected as Director (Refineries), Mangalore Refinery & Petrochemicals Limited (MRPL) at a Public Enterprises Selection Board (PESB) meeting held on May 31, 2024. Presently, he is serving as Group General Manager ( Corporate Strategy), MRPL.

He will be appointed to the post of Director (Refineries) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 12 applicants were interviewed in the selection meeting:

ECI Director S Sundar Rajan repatriated to parent cadre

ECI's directions to Bengal DGP

S Sundar Rajan (IRS-IT:2007), Director in the Election Commission of India (ECI), has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (31.05.2024), the competent authority has approved the proposal of Election Commission of India to repatriate S Sundar Rajan to his parent cadre on personal grounds with the provision of extended cooling off.

RK Gupta gets extension as Deputy Election Commissioner till June 30

RK Gupta (Retd CSS officer) has been granted further extension in his re-employment with the Election Commission of India (ECI) as Deputy Election Commissioner (JS level) till June 30, 2024. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (31.05.2024), the Appointments Committee of the Cabinet has approved the proposal of Election Commission of India to extend the tenure of RK Gupta on contract basis for a period upto June 30, 2024 or until further orders.

MoIB Deputy Secretary Subhash Kumar repatriated to parent cadre

Subhash Kumar (IRS-IT:2011), Deputy Secretary in the Ministry of Information and Broadcasting (MoIB), has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (31.05.2024), the competent authority has approved the proposal of M/o Information and Broadcasting to repatriate Subhash Kumar to his parent cadre on personal grounds with the provision of extended cooling off.

Harsh Kumar Jain appointed next Ambassador of India to Philippines

Harsh Kumar Jain (IFS:1993) was on Thursday (30.05.2024) appointed as the next Ambassador of India to the Republic of the Philippines. Presently, he is serving as Ambassador of India to Ukraine and is expected to take up the assignment shortly.
