Haryana: Three IAS officers shifted, Mani Ram Sharma posted as Labour Commissioner

The Haryana government on Friday (09.08.2024) issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows;

  1. Mani Ram Sharma (IAS:2009:HY), CEO, Ayushman Bharat Haryana Health Protection Authority (Designate) and and Special Secretary to Home Department, has been transferred and posted as Labour Commissioner and Special Secretary, Labour Department and Special Secretary, Home Department.
  2. Aman Tasneem (IAS:2012:HY), Managing Director, CONFED and Secretary, Haryana State Commission for Scheduled Castes, has been transferred and posted as Managing Director, CONFED and Administrator, HSVP, Panchkula and Additional Director, Urban Estate, Panchkula.
  3. Sangeeta Tetarwal (IAS:2013:HY), Labour Commissioner and Special Secretary, Labour Department (Designate), has been transferred and posted as CEO, Ayushman Bharat Haryana Health Protection Authority.

IAS officer Baranwal Varunkumar Jagdish (IAS:2014:GJ) has been appointed as Officer and Special Duty (OSD) to Piyush Goyal, Minister for Commerce & Industry for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (10.08.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Jagdish to the post for four years from the date of assumption of charge of the post or on co-terminus basis with Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.

IRS Gaurav Bharill appointed PS to MoS Durgadas Uikey

IRS officer Gaurav Bharill (IRS-IT:2012) has been appointed as Private Secretary to Durgadas Uikey, Minister for State for Tribal Affairs. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (10.08.2024), the competent authority has approved the appointment of Mr. Bharill to the post from the date of assumption of charge of the post and for the period up to 28.10.2027 (i.e. for balance period out of maximum admissible limit of 7 years away from cadre) or on co-terminus basis or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.

IAS Ravinder Kumar appointed PS to Union Minister Shivraj Singh Chouhan

IAS officer Ravinder Kumar (IAS:2012:AGMUT) has been appointed to the post of Private Secretary to Shivraj Singh Chouhan, Minister for Agriculture & Farmers Welfare. As a result of this appointment, his current tenure as Deputy Secretary in the Department of Drinking Water and Rural Development has been curtailed.

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (10.08.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Kumar to the post of Private Secretary for the period upto 18.04.2028 (i.e. for the balance period of his four years central deputation tenure) with effect from the date of assumption of the charge of the post or on co-terminus basis or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.
He will assume his role at the level of Deputy Secretary.

Bibhuti Bhushan, Assistant General Manager (Air Traffic Service), Airport Authority of India, has been appointed Officer on Special Duty (OSD) to Jitan Ram Majhi, Minister for Micro, Small and Medium Enterprises. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (10.08.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Bhushan to the post from the date of assumption of the charge of the post on co-terminus basis with the Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.

Finance Secretary TV Somanathan (IAS:1987:TN) has been appointed as the new Cabinet Secretary, set to replace Rajiv Gauba (IAS:1982:JH) on August 30. This appointment has sparked speculation in the power corridors about who will succeed Somanathan as Finance Secretary. The two names prominently being discussed are Tuhin Kanta Pandey (IAS:1987:OR) and Ajay Seth (IAS:1987:KN).

Tuhin Kanta Pandey currently serves as Secretary of the Department of Investment and Public Asset Management (DIPAM), while Ajay Seth holds the position of Secretary in the Department of Economic Affairs.

However, this speculation is unlikely to last longer, as the government has likely completed all necessary preparations before announcing the new Cabinet Secretary. It is only a matter of time before the next Finance Secretary is officially named.

TV Somanathan appointed Cabinet Secretary

The Modi government on Saturday (10.08.2024) appointed Dr. TV Somanathan (IAS:1987:TN) as the new Cabinet Secretary of India. He will remain in office for a tenure of two years, starting August 30 and will succeed Rajiv Gauba (IAS:1982:JH), who is set to retire on the same day.

Currently serving as the Finance Secretary of India, Dr. Somanathan will assume the role of Officer on Special Duty in the Cabinet Secretariat from the date he joins, until he officially takes over as Cabinet Secretary.

Rajiv Gauba has held the position of Cabinet Secretary since August 30, 2019.

Prior to his role as Finance Secretary, Somanathan served as Finance Expenditure Secretary from 2019 to 2021.

He was also a Joint Secretary at Prime Minister’s Office (PMO) between 2015 and 2017 and later served as Additional Secretary at the PMO. He also served for a brief stint as joint secretary at the Ministry of Corporate Affairs. He was also deputed as Director, Corporate Affairs at the World Bank in Washington DC.

In his parent cadre of Tamil Nadu, Somanathan served as Managing Director of Chennai Metro Rail Corporation Ltd from 2007 to 2010. He also served as joint secretary at the Chief Minister’s office

Gujarat: State govt orders re-examination of disability claims for five IAS officers

This re-examination aims to verify the legitimacy of their disability claims. The medical tests are expected to take place at either Ahmedabad Civil Hospital or Rajkot AIIMS, with a particular emphasis on determining the extent of their disabilities.

The government’s investigation has heightened scrutiny on these officers, and the results of the medical tests could have serious implications for their careers.

IB Deputy Director Parul Gupta repatriated to parent cadre of Odisha

IPS officer Parul Gupta (IPS:2010:OR), Deputy Director, Intelligence Bureau, has been repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (08.08.2024), the Appointment Committee of the Cabinet has approved the proposal of the Ministry of Home Affairs (MHA) to repatriate Ms. Gupta to her parent cadre with immediate effect.

Gupta along with nine other IPS officers had been inducted into the hard-core of the IB in March, 2023. While on central deputation, Gupta had been promoted to the rank of Deputy Inspector General (DIG) of police by the Odisha government in December last year.

Rajnish Sharma appointed Director (Bangalore Complex), BEL

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (08.08.2024), the Appointments Committee of the Cabinet has approved the proposal of Department of Defence Production for appointment of Mr. Sharma to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation i.e. 31.12.2028, or until further orders, whichever is earlier.
