Odisha: YB Khurania appointed DGP

Odisha DGP pulls up IPS

The Odisha government on Friday appointed senior IPS officer YB Khurania (IPS:1990:OR) as new Director General of Police of the state. The Union Public Service Commission (UPSC) recommended three names for the top post out of those names the Odisha government selected Khurania as DGP. He will replace senior IPS officer Arun Kumar Sarangi (IPS:1990:OR), who was given additional charge of DGP.

Khurania was serving as the Special Director General (DG) of Border Security Force (BSF), Western Command in Chandigarh, when he was repatriated to parent cadre on August 2.

Khurania had served as Vigilance Director and Bhubaneswar-Cuttack Police Commissioner before going on central deputation and joining BSF in 2018.

He has vast experience in Odisha as he has served in various positions. His roles included Superintendent of Police (SP) in Nayagarh, Jajpur, Ganjam, Mayurbhanj, and Rourkela districts. Upon his promotion to Deputy Inspector General (DIG), he was assigned to the Southern Range in Berhampur, among other postings.

Modi Govt Effects Major Changes at Secretary Level

The Modi government on Friday carried out a much-awaited Secretary-level reshuffle, aimed at reshaping the structure of the central bureaucracy.

The names of the officers and their postings are as follows:

  1. Vivek Joshi (IAS:1989:HY), Secretary, Department of Financial Services, has been transferred and posted as Secretary, Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions.
  2. Rajesh Kumar Singh (IAS:1989:KL), Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), has been appointed as Officer on Special Duty (OSD), Department of Defence, in the rank and pay of Secretary. He will take over as Secretary of the Department upon the superannuation of Aramane Giridhar (IAS:1988:AP) on October 31, 2024. The ACC has also approved extension in service of Rajesh Kumar Singh as Secretary, Department of Defence beyond the age of superannuation, for a period up to 31.10.2026 or until further orders, whichever is earlier.
  3. Katikithala Srinivas (IAS:1989:GJ), Secretary, Ministry of Minority Affairs, has been transferred and posted as Secretary, Ministry of Housing and Urban Affairs.
  4. Manoj Govil (IAS:1991:MP), Secretary, Ministry of Corporate Affairs, has been appointed as Secretary, Department of Expenditure, Ministry of Finance.
  5. Ms. Vandana Gurnani (IAS:1991:KN) has been posted as Secretary (Coordination), Cabinet Secretariat. Presently, she is serving in the cadre.
  6. Chandra Sekhar Kumar (IAS:1992:OR), Special Secretary, Ministry of Panchayati Raj, has been appointed as Secretary, Ministry of Minority Affairs. He will replace Katikithala Srinivas (IAS:1989:GJ).
  7. Ms. Neelam Shammi Rao (IAS:1992:MP), Central Provident Fund Commissioner, Employees’ Provident Fund Organization, Ministry of Labour and Employment, has been appointed as Secretary, National Commission for Minorities, in the rank and pay of Secretary.
  8. Ms. Punya Salila Srivastava (IAS:1993:AGMUT), Special Secretary, Prime Minister’s Office, has been appointed as Officer on Special Duty (OSD), Department of Health and Family Welfare in the rank and pay of Secretary. She will take over as Secretary of the Department upon the superannuation of Apurva Chandra (IAS:1988:MH) on September 30, 2024.
  9. Ms. Deepti Gaur Mukerjee (IAS:1993:MP), Chief Executive Officer, National Health Authority, has been appointed as Secretary, Ministry of Corporate Affairs in place of Manoj Govil (IAS:1991:MP).
  10. Ms. Deepti Umashankar (IAS:1993:HY), Establishment Officer & Additional Secretary, Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, has been appointed as Officer on Special Duty (OSD) to the President of India in the rank and pay of Secretary. She will succeed Rajesh Verma (IAS:1987:OR) upon his superannuation on August 31, 2024.

Ms. Sukriti Likhi (IAS:1993:HY), Additional Secretary & Financial Adviser, Ministry of Steel, has been appointed as Officer on Special Duty (OSD), National Authority Chemical Weapons Convention in the rank and pay of Secretary. She will succeed Mukhmeet Singh Bhatia (IAS:1990:JH) upon his superannuation on September 30, 2024.
  12. Sanjeev Kumar (IAS:1993:MH), Chairman, Airports Authority of India, Ministry of Civil Aviation, has been appointed Secretary, Department of Defence Production, Ministry of Defence.
  13. Amardeep Singh Bhatia (IAS:1993:NL), Additional Secretary, Department of Commerce, Ministry of Commerce & Industry, has been appointed as Secretary, Department for Promotion of Industry and Internal Trade (DPIIM), Ministry of Commerce and Industry in place of Rajesh Kumar Singh (IAS:1989:KL) upon his appointment as OSD in Department of Defence.

Prashant Kumar Singh (IAS:1993:MN), Chief Executive Officer, Government e-Marketplace Special Purpose Vehicle, Ministry of Commerce & Industry, has been appointed as Officer on Special Duty (OSD), Ministry of New and Renewable Energy in the rank and pay of Secretary. He will take over as Secretary of the Ministry upon the superannuation of Bhupinder Singh Bhalla (IAS:1990:AGMUT) on September 30, 2024.
  15. Ashok Kumar Kaluaram Meena (IAS:1993:OR), Chairman & Managing Director, Food Corporation of India, has been posted as Officer on Special Duty (OSD), Department of Drinking Water and Sanitation, Ministry of Jal Shakti in the rank and pay of Secretary. He will succeed Ms. Vini Mahajan (IAS:1987:PB) upon her superannuation on October 31, 2024.

J&K: 95 officers shifted including 8 IAS officers

In a significant development, the Jammu and Kashmir government on Thursday (15.08.2024) implemented major changes in the bureaucratic structure in anticipation of the upcoming elections in September-October. The state government issued two separate transfer orders. The first order reassigned 89 officers, including 8 IAS officers, to new responsibilities, while the second order involved the transfer of six officers.

The names of the officers and their postings are as follow;

  1. Vikas Kundal (IAS:2013:AGMUT), Managing Director, Jammu Power Distribution Corporation Limited with additional charge of the post of Managing Director, Jammu and Kashmir Power Corporation Limited, has been transferred and posted as Deputy Commissioner, Poonch.

Nalin Prabhat to replace RR Swain as J&K DGP

Senior Indian Police Service officer Nalin Prabhat (IPS:1992:AP) will take over as the next Director General of the Jammu and Kashmir Police from October 1. He will succeed incumbent RR Swain (IPS:1991:AGMUT) who is set to retire on September 30.

The announcement came soon after the Home Ministry curtailed his tenure as the Director General of the National Security Guard, paving the way for his deputation to the AGMUT cadre.

An order issued by the Ministry of Home Affairs on Thursday confirmed Prabhat’s immediate transfer to Jammu and Kashmir as Special Director General of Police. The order further stated that upon Mr. Swain’s retirement, Prabhat will be appointed as the DGP, Jammu and Kashmir.

Nalin Prabhat has served in Jammu Kashmir in various capacities for over twelve years. He used to be Additional DG of the Central Reserve Police Force (CRPF) and Inspector General of CRPF. His posting in Jammu and Kashmir has made him very well aware of the anti-terror grid operations and giving him deep familiarity with the region’s security dynamics.

Senior diplomat Parvathaneni Harish appointed India’s next Envoy to UN

Senior diplomat Parvathaneni Harish (IFS:1990) has been appointed as India’s next Ambassador to the United Nations in New York, announced the Ministry of External Affairs on Wednesday. He is presently serving as India’s Ambassador to Germany and is expected to take up the assignment shortly.

The position of India’s Ambassador or Permanent Representative to the UN has been lying vacant after Ruchira Kamboj (IFS:1987) retired in June.

Harish assumed charge as the Indian Ambassador to Germany on November 6, 2021. He previously served as the Additional Secretary (Economic Relations) in the Ministry of External Affairs.

With a distinguished diplomatic career spanning over three decades, Harish has served as the Indian Sous Sherpa for G20, G7, BRICS, and IBSA. He has also contributed to the East Asia and External Publicity Divisions in the Ministry of External Affairs (MEA) and held the position of Joint Secretary and Officer on Special Duty to the Vice President of India.

NSG DG Nalin Prabhat’s tenure curtailed; shifted to AGMUT cadre, could be next JK DGP

In a significant development, the Modi government on Wednesday (14.08.2024) curtailed the tenure of NSG Director General (DG) Nalin Prabhat (IPS:1992:AP) and ordered his deputation from the Andhra Pradesh cadre to the AGMUT cadre.

An order issued by the Department of Personnel and Training (DoPT) stated that the Appointments Committee of the Cabinet (ACC) has approved a proposal by the Ministry of Home Affairs (MHA) to curtail Mr. Prabhat’s tenure as DG of the National Security Guard (NSG). Subsequently, in the same order, the ACC approved his inter-cadre deputation from Andhra Pradesh to the AGMUT cadre, initially for a period of three years from the date of joining the AGMUT cadre or until further orders, whichever is earlier, in relaxation of inter-cadre deputation guidelines.

It is understood that the IPS officer could be given a new task.

A section of insiders believes that he may be sent to Jammu & Kashmir as DGP before the Assembly elections are notified, especially since the incumbent DGP, Rashmi Ranjan Swain (IPS:1991:AGMUT), is set to retire on September 30, 2024.

However, another section speculates that Delhi Police Commissioner Sanjay Arora (IPS: 1988: TN) may be shifted to the Border Security Force (BSF), as he completed his two-year term as Delhi CP on July 31, 2024. The DG post in BSF became vacant on August 2 when incumbent DG Nitin Agarwal was abruptly repatriated to his parent cadre in Kerala. On August 3, SSB DG Daljit Singh Chawdhary (IPS: 1990: UP) was given the additional charge of BSF DG.

IRS Prashant Kumar Jha appointed OSD to MoS Jitendra Singh

IRS officer Prashant Kumar Jha (IRS-C&CE:2008) has been appointed as Officer on Special Duty (OSD) to Jitendra Singh, Minister of State (I/C) for M/o Science and Technology and M/o Earth Sciences; Minister of State for Prime Minister’s Office, M/o Personnel, Public Grievances and Pensions, D/o Atomic Energy and D/o Space. His appointment is specially pertains to M/o Science and Technology.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (14.08.2024), the Appointments Committee of the Cabinet has approved the appointment of Prashant Kumar Jha to the post for the period upto 31.03.205 or co-terminus basis or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.

He will assume the charge of the post at Director level.

Swayamprava Pani appointed Addl. Development Commissioner, O/o Development Commissioner (Handlooms)

IES officer Swayamprava Pani (IES:2007), who was recommended for central deputation by the D/o Economic Affairs, has been appointed as Additional Development Commissioner (Director level) in the O/o Development Commissioner (Handlooms) under M/o Textiles, Delhi, for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (14.08.2024), the central government appointed Ms. Pani to the post for five years or until further orders, whichever is earlier.
