IRS officer Alkesh Uttam (IRS-IT:2013) has been appointed as Officer on Special Duty (OSD) to Pankaj Chaudhary, Minister of State for Finance for a period of three years three months and nine9 days. He will assume the charge of the post at Deputy Secretary level.
According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (20.08.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Uttam to the post of OSD for a period of three years three months and 9 days (i.e. for the balance period of 4 year of working as OSD in the Minister’s staff at Deputy Secretary level) with effect from the date of assumption of the charge of the post or on co-terminus basis or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.
The deputation tenure of Anita Rupavataram (IRS-IT:2003) as Director in the Office of the Custodian, Mumbai under the Department of Financial Services has been extended for further period of one year. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (20.08.2024), the Appointments Committee of the Cabinet has approved the proposal of Department of Financial Services to extend the deputation tenure of Ms. Rupavataram for further one year beyond 24.10.2024 and upto 24.10.2025 (a total tenure of 7 years outside the cadre at a stretch) or till the winding up of the Office of Custodian (which is currently extended upto 31.12.2024), or until further orders, whichever is earlier.
Manoj Kumar, General Manager (GM) (Jaduguda Group of Mines & Mill), Uranium Corporation of India Ltd (UCIL), has been appointed as Director (Technical), UCIL. According to an order issued by the Ministry of Personnel and Training (DoPT) on Tuesday (20.08.2024), the Appointments Committee of the Cabinet has approved the proposal of the Department of Atomic Energy to appoint Mr. Kumar to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation, i.e. 28.02.2029, or until further orders, whichever is earlier.
Praveen Kumar, Executive Director (ED), Dedicated Freight Corridor Corporation of India Limited (DFCCIL), has been appointed as Managing Director, DFCCIL. According to an order issued by the Ministry of Personnel and Training (DoPT) on Tuesday (20.08.2024), the Appointments Committee of the Cabinet has approved the proposal of the Ministry of Railways to appoint Mr. Kumar to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation, i.e. 30.09.2026, or until further orders, whichever is earlier.
Narayana Ramachandra Gambhir has been appointed as Officer on Special Duty (OSD) to Pralhad Joshi, Minister for Consumer Affairs, Food & Public and New & Renewable Energy. His appointment is specially pertains to Ministry of New & Renewable Energy. He will assume the charge of the post at Director level.
According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (20.08.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Gambhir to the post of OSD on co-terminus basis with effect from the date of assumption of the charge of the post or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.
Anil Kumar Jadli, Chief General Manager (CGM), NTPC Limited, has been appointed to the post of Director (Human Resources), NTPC Limited. According to an order issued by the Ministry of Personnel and Training (DoPT) on Tuesday (20.08.2024), the Appointments Committee of the Cabinet has approved the proposal of the Ministry of Power to appoint Mr. Jadli to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation, i.e. 30.06.2028, or until further orders, whichever is earlier.
Sivakumar V Vepakomma, Chief General Manager (CGM), NTPC Green Energy Limited, has been appointed as Director (Power System), Solar Energy Corporation of India (SECI). According to an order issued by the Ministry of Personnel and Training (DoPT) on Tuesday (20.08.2024), the Appointments Committee of the Cabinet has approved the proposal of Ministry of New & Renewable Energy to appoint Mr. Vepakomma to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation, i.e. 31.08.2028, or until further orders, whichever is earlier.
The Union Public Service Commission (UPSC) on Tuesday (20.08.2024) cancelled the advertisement for lateral entry recruitment after the central government’s directive to take back the scheme. The recruitment process, which was intended for 45 posts at the levels of Joint Secretary, Director, and Deputy Director, has been cancelled.
“It is for information of all concerned that the Advertisement No.54/2024 pertaining to Lateral recruitment, for 45 posts of the level of Joint Secretary/Director/Deputy Secretary in different Departments published in the Employment News, various Newspapers and on website of the Commission on 17th August, 2024 is cancelled as requested by the requisitioning authority,” as stated by UPSC in its circular.
Earlier in the day, the Modi government had asked the UPSC to cancel the advertisement, citing the need to review the process to ensure that reservations are included in such appointments.
The Minister of the Department of Personnel and Training Dr. Jitendra Singh wrote a letter to UPSC Chairperson Priti Sudan on Tuesday (August 20, 2024), asking that the advertisements be withdrawn and plans for recruitment be cancelled. Dr. Singh explained that the advertised positions have been treated as specialized and designated as single cadre posts with no provision for quotas. However, he emphasized that this approach needs to be “reviewed and reformed” in light of the Prime Minister’s focus on ensuring social justice.
“It is important that the constitutional mandate towards social justice is upheld so that deserving candidates from marginalised communities get their rightful representation in the government services…I urge the UPSC to cancel the advertisement for local entry recruitment issued on 17 August, 2024. This step would be a significant advance in the pursuit of social justice and empowerment,” he wrote.
The Bihar government on Monday (19.08.2024) relieved IAS officer Amit Kumar (IAS:2012:BH) from his responsibilities in the state cadre and placed his services at the disposal of Government of India to enable him to take up the role of Private Secretary (PS) to Sarbananda Sonowal, Minister for Ports, Shipping & Waterways. The Department of Personnel and Training (DoPT) had issued orders appointing Amit Kumar as PS to Union Sarbananda Sonowal for five years on August 13, 2024.
Before this appointment, Amit Kumar was serving as Director of Information & Public Relations with the additional charge of Managing Director, Bihar Samvad Samiti, and Additional Secretary, Information and Public Relations in the state cadre.
The Tamil Nadu government on Tuesday (20.08.2024) re-designated the Secretaries of the Chief Minister following the appointment of N Muruganandam (IAS:1991:TN), Additional Chief Secretary/ Secretary-I to Chief Minister as Chief Secretary of State on Monday.
As per the order, senior IAS officer P Umanath (IAS:2001:TN) has been re-designated as the Secretary-I of the Chief Secretary. Additionally, MS Shanmugam (IAS:2002:TN) and Anu George (IAS:2003:TN) have been re-designated as CM Secretaries II and III, respectively.
G Lakshmipathy was appointed as Joint Secretary of the Chief Minister on Monday. Prior to this appointment, he was serving as Collector of Thoothukudi.
