ITBP cadre officer Sanjeev Raina appointed ADG in rare move

Sanjeev Raina, a 1987-batch ITBP officer, has been appointed as Additional Director General (ADG) in the Indo-Tibetan Border Police, which guards the India-China LAC. This is only the second time a non-IPS officer has been elevated to this position within the force.

The Ministry of Home Affairs (MHA) issued an order on Wednesday regarding Raina’s elevation to the ADG rank, alongside another officer, Inspector General (IG) Jaspal Singh, for the panel year 2024. Raina, who was serving as IG in the force’s central sector headquartered in Bhopal, has now been posted as the ADG of the ITBP’s western command, based in Chandigarh.

Raina will hold his new position for just over a month, as he is set to retire next month. Jaspal Singh will be appointed ADG following Raina’s retirement, but he is also due to retire in a few months, in December.

The Maharashtra government on Thursday (22.08.2024) appointed Iqbal Singh Chahal (IAS:1989:MH) as Additional Chief Secretary, Home Department with immediate effect. Sujata Saunik (IAS:1987:MH), who took over as State Chief Secretary in June this year was holding the additional charge of the post.

Before this new assignment, Chahal served as Additional Chief Secretary in the Chief Minister’s Secretariat since March 2024. Prior to that, he was the BMC Commissioner from May 2020 to March 2024.

Railway Board: IRTS officer Jatin Chopra appointed Director, Establishment (Sports)

Ministry of Railways has appointed Jatin Chopra (IRTS:2011) as Director, Establishment (Sports), Railway Board and Additional Secretary, Railway Sports Promotion Board (RSPB) on vacant JAG/IRTS post of Northern Railway.

Chopra was serving as Private Secretary to Union Minister Mansukh Mandavia in the previous Modi government. Earlier Chopra handled the key assignment in the Department of Fertilizers as Director, Movements.

Rajasthan govt relieves two officers for central deputation

The Rajasthan government on Thursday (22.08.2024) relieved IAS officer Purna Chandra Kishan (IAS:2005:RJ) and IPS officer Navajyoti Gogoi (IPS:2000:RJ) from their state assignments and placed their services under the Government of India. This move allows them to take up their new roles as Joint Secretary in the Department of Agriculture and Farmers Welfare, and Inspector General in the Central Industrial Security Force (CISF), respectively. Both appointments are for a period of five years.

Purna Chandra Kishan was previously serving as Secretary of the Skill, Employment, and Entrepreneurship Department in Jaipur, while Navajyoti Gogoi was serving as Inspector General of Police, Personnel, at Police Headquarters, Jaipur.

Rajasthan: Five IFS officers shifted

The Rajasthan government on Wednesday (21.08.2024) issued transfer orders for five Indian Forest Service (IFS) officers.

The names of the officers and their postings are as follows;

  1. Sangram Singh Katiyar (IFS:2011:RJ), Deputy Conservator of Forests, Jaipur Forest Authority, Jaipur, has been transferred and posted as Field Director, Sariska Tiger Project, Alwar.
  2. Monali Sen (IFS:2011:RJ), Special Secretary, Forest, Environment & Climate Change Department, Jaipur, has been transferred and posted as Deputy Conservator of Forests, Jaipur Forest Authority, Jaipur.
  3. Mahendra Kumar Sharma (IAS:2012:RJ), Deputy Field Director, Sariska Tiger Project, Alwar, has been transferred and posted as Joint Project Director, Planning with additional charge of Joint Project Director, Rajasthan Forestry and Biodiversity Development Project, Jaipur.
  4. Abhimanyu Saharan (IFS:2017:RJ), Deputy Conservator of Forests, Mukundra Hills Tiger Reserve, Kota, has been transferred and posted as Deputy Conservator of Forests, Sariska Tiger Project, Alwar.

Subhas Balakumar selected as Director (Projects), EIL

Subhas Balakumar has been selected as Director (Projects), Engineers India Limited (EIL) in a Public Enterprises Selection Board (PESB) meeting held on August 22, 2024. Presently, he is serving as Executive Director, EIL.

He will be appointed to the post of Director (Projects) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

SC directs MP govt to withdraw controversial IFS appraisal order or face contempt

The Supreme Court on Wednesday directed the Madhya Pradesh government to withdraw a controversial order that had created tensions between Indian Administrative Service (IAS) and Indian Forest Service (IFS) officers. The apex court warned the state that it would be held in contempt otherwise.

In its order dated 29 June, the MP government said that district magistrates and divisional commissioners would have a say in the appraisals of IFS officers serving in districts. This created a stir within the state bureaucracy as IFS officers arguing that the order diluted their authority, posed a conflict of interest, violated a Supreme Court judgment, endangered forest conservation efforts, and damaged their morale.

The issue reached the Supreme Court through a petition filed by Advocate Gaurav Kumar Bansal, who contended that the government’s order undermined the core mandate of forest officers. Bansal cited previous Supreme Court rulings which stated that the confidential reports of Forest Department officers up to the level of APCCF (Additional Principal Chief Conservator of Forests) should be written by their superiors within the same service.

The Supreme Court expressed serious concern over the potential impact of the state’s order on forest conservation and protection. The Senior Advocate representing the Madhya Pradesh government was instructed to reconsider the order, with a stern warning that if it was not withdrawn, the Court might initiate contempt proceedings.

The Madhya Pradesh IFS Association (MPIFSA) had previously raised the issue in a strong protest to Chief Minister Dr. Mohan Yadav in July. The association highlighted the state’s crucial role in wildlife conservation and warned that the new order would not only demoralize forest officers but also jeopardise the success of flagship environmental initiatives championed by Prime Minister Narendra Modi.

Kerala: Sarada Muraleedharan to succeed husband V Venu as Chief Secretary

The Kerala government on Wednesday (21.08.2024) appointed senior IAS officer Sarada Muraleedharan (IAS:1990:KL) as the next Chief Secretary of the state. She will assume the role from her husband V Venu (IAS:1990:KL), who is set to retire on August 31. Sarada currently serves as the Additional Chief Secretary of the Local Self-Government Department.

The decision to appoint Sarada as the next Chief Secretary was made during the Cabinet meeting on Wednesday.

Kerala will become the second state, after Karnataka, where an IAS couple has consecutively held the position of Chief Secretary. Since the state’s formation in 1956, there have been two instances where IAS couples have served as Chief Secretaries, but not in consecutive terms.

Recently, in Karnataka, Shalini Rajneesh (IAS:1989:KN) succeeded her husband Rajneesh Goel (IAS:1986:KN) as Chief Secretary. In Maharashtra, Sujata Saunik became the state’s first female Chief Secretary in June, following the retirement of Nitin Kareer (IAS:1988:MH) on June 30, 2024. Her husband, Manoj Saunik (IAS:1987:MH) served as Chief Secretary of Maharashtra before Nitin Kareer took over the post on January 1, 2024.

MP: 12 IAS officers shifted; Amit Rathore’s transfer order cancelled

In just 24 hours, the Madhya Pradesh government on Wednesday (21.08.2024) implemented another bureaucratic reshuffle, transferring 12 IAS officers and assigning additional responsibilities to three others. Notably, the transfer orders for Amit Rathore, issued on August 20, were cancelled, and he will remain in his current department.

The names of the officers and their postings are as follows;

  1. Sanjay Dubey (IAS:1993:MP), Principal Secretary, Science & Technology Department, has been transferred and posted as Principal Secretary, GAD and Legal and Vigilance Cell, Principal Secretary (Co-ordination), Chief Secretary Office with additional charge of Principal Secretary, Science & Technology Department.
  2. Manish Rastogi (IAS:1994:MP), Principal Secretary, GAD and Legal and Vigilance Cell, Principal Secretary (Co-ordination), Chief Secretary Office with additional charge of Principal Secretary, Jail, has been transferred and posted as Principal Secretary, Finance Department.
  3. Notably, just a day earlier, he had been transferred and posted as Principal Secretary, Finance Department, along with the additional charges of Principal Secretary, Commercial Tax Department, and Principal Secretary, Cottage and Rural Industries.
