Deepak Das appointed OSD to Education Minister Dharmendra Pradhan

Indian Economic Service officer Deepak Das (IES:2013) has been appointed as Officer on Special Duty (OSD) to Dharmendra Pradhan, Minister for Education. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (27.08.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Das to the post for a period of 2 years, 11 months and 21 days (for the balance period of 4 years of working as OSD in the Minister’s staff) with effect from the date of assumption of the charge of the post or on co-terminus basis with the Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.

He will assume the charge of the post at Deputy Secretary level.

Earlier in the second term of the NDA government, he had served as Private Secretary to Education Minister Dharmendra Pradhan. He was appointed to this position on May 29, 2023.

Ganji Kamala V Rao’s tenure as FSSAI Chief extended

The Modi government on Tuesday extended the tenure of Ganji Kamala V Rao (Retd.IAS:1990:KL) as Chief Executive Officer (CEO) of the Food Safety & Standards Authority of India (FSSAI) by one year. This is his second extension on the post. His current extended tenure was to expire on August 31.

According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved extension of re-employment of Ganji Kamala V Rao as CEO of FSSAI on contract basis for one year beyond August 31, 2024.

Rao was appointed as the FSSAI chief in December 2022. his tenure was extended by on year beyond August 31, 2023, i.e. the date of his superannuation.

Jharkhand: 5 SPs among 10 IPS officers shifted

The Jharkhand government on Tuesday (28.08.2024) issued transfer and posting orders for 10 IPS officers including SPs of five districts.

The names of the officers and their postings are as follows;

  1. Anjani Kumar Jha (IPS:2012:JH), SP, ACB, has been transferred and posted as Deputy Director, Jharkhand Police Academy, Hazaribagh.
  2. Nidhi Dwivedi (IPS:2013:JH), SP, CID, has been transferred and posted as SP, Jamtara.
  3. Anjani Anjan (IPS:1016:JH), SP, Latehar, has been transferred and posted as SP, ACB.
  4. Deepak Kumar Sharma (IPS:2016:JH), SP, Giridih, has been transferred and posted as SP, SCRB.
  5. Amit Kumar Singh (IPS:2016:JH), Commandant, Home Guards Hqrs, has been transferred and posted as SP, Sahibganj.
  6. Animesh Naithani (IPS:2016:JH), SP, Jamtara, has been transferred and posted as SP, Godda.
  7. Nath Singh Meena (IPS:2017:JH), SP, Godda, has been transferred and posted as SP, SP, SIB.

MP: Seven IPS/SPS officers shifted

Madhya Pradesh Police

The Madhya Pradesh government on Tuesday (28.08.2024) issued transfer and posting orders for seven police officers. Among them, Arun Kumar Mishra is an IPS officer, while six other are from the State Police Service. IPS Mishra has been shifted to EOW as SP.

The names of the officers and their postings are as follows;

  1. Arun Kumar Mishra (IPS:2016:MP), Deputy Commandant, 35th Battalion SAF, Mandla, has been transferred and posted as SP, EOW, Bhopal.
  2. Rajesh Kumar Mishra (SPS-DD-1998), SP, EOW, Bhopal, has been transferred and posted as SP, Special Police Establishment, Lokayukt Organization.
  3. Sabyasachi Saraf (SPS-DD-1998), SP, Special Police Establishment, Lokayukt Organization, has been transferred and posted as Assistant IG, PHQ, Bhopal.
  4. Rameshwar Yadav (SPS-DD:2002), SP, Special Police Establishment, Lokayukt Organization, Gwalior, has been transferred and posted as SP, EOW, Indore.

The Uttarakhand government on Monday (26.08.2024) issued transfer and posting order for six IAS officers.

The names of the officers and their postings are as follows;

  1. Varuna Agrawal (IAS:2021:UK), Joint Magistrate, Almora, has been transferred and posted as Joint Magistrate, Kashipur.
  2. Ashish Kumar Mishra (IAS:2021:UK), Joint Magistrate, Pithoragarh, has been transferred and posted as Joint Magistrate, Haridwar.
  3. Anamika (IAS:2021:UK), Joint Magistrate, Pauri, has been transferred and posted as Joint Magistrate, Dehradun.

UP govt issues NOC to six IPS officers for central deputation

The Uttar Pradesh government on Tuesday (27.08.2024) issued No Objection Certificates to half a dozen IPS officers from various batches for central deputation.

They are;

  1. Ashish Gupta (IPS:1989:UP)
  2. Raja Srivastava (IPS:1994:UP)
  3. Vijay Singh Meena (IPS:1996:UP)
  4. Ashutosh Kumar (IPS:2001:UP)
  5. Ravi Shankar Chhabi (IPS:2007:UP)
  6. Salman Taj Patil (IPS:2012:UP)

Satish Kumar appointed Chairman & CEO of Railway Board

The Modi government on Tuesday (27.08.2024) appointed Indian Railway Management Service (IRMS) officer Satish Kumar as the new Chairman and Chief Executive Officer (CEO) of the Railway Board. He will replace incumbent Jaya Varma Sinha (IRTS:1988), who is set to retire on August 31.

He will be the first individual from the Scheduled Castes to hold this position in the Railway Board’s history

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday, the Appointments Committee of the Cabinet (ACC) has approved the appointment of Satish Kumar, Indian Railway Management Service (IRMS), Member (Traction & Rolling Stock), Railway Board to the post of Chairman & Chief Executive Officer (CEO), Railway Board for a period with effect from the date of assumption of charge on or after 01.09.2024, till the date of his superannuation and his re-employment on contract basis with effect from 01.01.2025 till 31.08.2025 on usual terms and conditions, or until further orders, whichever is earlier.

It further added that his appointment is in the apex pay scale (pay level 17 as per the 7th central pay commission)

Satish Kumar, 1986-batch IRSME officer, has made significant contributions to railways throughout his career.

IPS officer B Srinivasan appointed DG of NSG

Senior IPS officer B Srinivasan (IPS:1992:BH) has been appointed as the Director General (DG) of National Security Guard (NSG).

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (27.08.2024), the Appointments Committee of the Cabinet has approved the proposal of the Ministry of Home Affairs (MHA) to appoint Mr. Srinivasan to the post in level-16 of the pay matrix from the date of joining the post and up to 31.08.2027 i.e. date of his superannuation or till further orders, whichever is earlier.

The central government had curtailed incumbent NSG DG Nalin Prabhat’s (IPS:1992:AP) tenure and facilitated his inter-cadre deputation from Andhra Pradesh to the AGMUT cadre for an initial period of three years.

Prabhat is presently serving as Special Director General of Police of Jammu and Kashmir and he will take over the post of DGP after retirement of incumbent RR Swain (IPS:1991:AGMUT) on 30 September.

18 State, UT Chief Secretaries appear in SC, submit SNJPC proposals compliance affidavits

The Supreme Court of India on Tuesday took note of compliance affidavits of 18 states and union territories and passed an order to shut down proceeding against them. The Chief Secretaries of these states and union territories physically came in the court today regarding non implementation of the Second National Judicial Pay Commission (SNJPC) regarding payment of pension arrears and retirement benefit of judicial officers.

The bench comprising CJI DY Chandrachud, JB Pardiwala, and Manoj Mishra said the Chief Secretaries and Finance Secretaries of states that have complied with direction of top court on payment of arrears regarding pay, pension and allowance to judicial officers need not appear before the top court anymore.

The court said, ” we have no pleasure in calling the chief and finance secretaries of the state, but consistently the counsels of states have been absent during the hearings”.

The court had issued notice to the top bureaucrats of Tamil Nadu, Madhya Pradesh, Andhra Pradesh, West Bengal, Chhattisgarh, Delhi, Assam, Nagaland, Meghalaya, Himachal Pradesh, Jammu and Kashmir, Ladakh, Jharkhand, Kerala, Bihar, Goa, Haryana and Odisha to appear before it on Tuesday.

The direction came after senior lawyer K Parmeswar, assisting the court in the case as amicus curiae, said that 18 states and union territories had failed to implement the SNJPC recommendations fully despite several orders and extension of time.

The All India Judges Association (AIJA) has demanded implementation of welfare and number of other measures for former judges and judicial officers.

UP: Ex-IAS Officer Abhishek Singh faces hurdles in rejoining service

Former Indian Administrative Service (IAS) officer Abhishek Singh’s (IAS:2011:UP) efforts to rejoin the service are facing challenges. According to our sources, his political activities in the state are creating obstacles, which is why the Central government has not yet made a final decision on his request to rejoin the service.

In June, Singh wrote to the central government expressing his desire to rejoin the IAS. However, the Uttar Pradesh government also sent a letter at that time, objecting to his reappointment.

Singh was previously removed from his role as an observer during the 2022 Gujarat Assembly elections after a photo of him posing next to a government vehicle went viral. Following this incident, he was suspended, and in October 2023, he resigned from the service, citing personal reasons.
