The Uttar Pradesh government on Saturday (31.08.2024) issued transfer and posting orders for three IAS officers.
The names of the officers and their postings are as follows;
Anil Kumar (IAS:1989:UP), Additional Chief Secretary, Home Guards, has been transferred and posted as Chairman, Revenue Board.
Babu Lal Meena (IAS:1991:UP), Principal Secretary, UP Horticulture & Sericulture Department and Food Processing Department been transferred and posted as Principal Secretary, Home Guards.
Abhay (IAS:2007:UP), UP Reorganisation & Coordination Department, has been posted as Secretary, State Information Commission.
The Bihar government on Saturday (31.08.2024) enacted major bureaucratic reshuffle in the state by issuing transfer and posting orders for 17 IAS officers.

Harjot Kaur Bamhrah (IAS:1992:BH), Additional Chief Secretary, Art, Culture and Youth Affairs with additional charge of MD, Bihar State Film Development and Finance Corporation, has been transferred and posted as Additional Chief Secretary, Social Welfare Department with additional charge of MD, Bihar State Women & Child Development Corporation.
Santosh Kumar Mall (IAS:1997:BH), Principal Secretary, Cooperative Department with additional charge of the posts of Principal Secretary, Minor Water Resource Department; Enquiry Commissioner, GDA and OSD, Resident Commissioner Office, Bihar Bhawan, New Delhi, has been transferred and posted as Principal Secretary, Minor Water Resource Department with additional charge of the posts of Enquiry Commissioner, GDA and OSD, Resident Commissioner Office, Bihar Bhawan, New Delhi.
Chaitanya Prasad (IAS:1990:BH), Development Commissioner, Bihar with additional charge of Additional Chief Secretary, Water Resources Department, has been relieved of the charge of Water Resources Department.
Prem Singh Meena (IAS:2000:BH), Secretary, Social Welfare Department with additional charge of Secretary, Enquiry Commissioner, GDA, has been transferred and posted as Commissioner, Magadh Division, Gaya. He has been given additional charge of DG, Bihar Institute of Public Administration & Rural Development (BIPARD).
Pratima Satish Kumar Verma (IAS:2002:BH), Secretary, Commercial Tax Department, with additional charge of the posts of Commercial Tax Commissioner, Commercial Tax Department; Additional Mission Director, Bihar Administrative Reforms Mission Society and Additional Commissioner, GST, Commercial Tax, has been transferred and posted as Secretary, Science, Technology & Technical Education Department with additional charge of Mission Director, Bihar Administrative Reforms Mission Society.
M Saravanan (IAS:2002:BH), Commissioner, Saran Division, Chapra, has been transferred and posted as Commissioner, Tirhut Division, Muzaffarpur.
Pankaj Kumar Pal (IAS:2002:BH), Secretary, Rural Development Department with additional charge of the posts of Secretary, Energy Department and Chairman-cum-Managing Director, Bihar State Power (Holding) Company Limited, has been transferred and posted as Secretary, Energy Department with additional charge of Chairman-cum-Managing Director, Bihar State Power (Holding) Company Limited.
Lokesh Kumar Singh (IAS:2003:BH), Secretary, Science, Technology & Technical Education Department with additional charge of the post of Secretary (Resources), Finance Department, has been transferred and posted as Secretary, Finance with additional charge of Secretary, Rural Development Department.
Kundan Kumar (IAS:2004:BH), Resident Commissioner, Bihar Bhawan, New Delhi with additional charge of Investment Commissioner, Mumbai and CEO, Bihar Foundation, has been given additional charge of MD, Bihar Industrial Area Development Authority.
Dr. Virendra Kumar Yadav (IAS:2004:BH), Special Secretary, Cooperative Department with additional charge of MD, Bihar State Vegetable Processing and Marketing Cooperative Federation Limited, has been transferred and posted as Special Secretary, Agriculture Department.
Dayanidhan Pandey (IAS:2006:BH), Secretary, Minor Water Resources Department, has been transferred and posted Secretary, Art, Culture & Youth Affairs with additional charge of MD, Bihar State Film Development and Finance Corporation.

Jai Singh (IAS:2007:BH), Secretary, Revenue & Land Reforms Department with additional charge of Director, Land Records & Measurement, has been transferred and posted as Secretary (Resources), Finance Department.
Sanjay Kumar Singh (IAS:2007:BH), Secretary, Health Department, has been transferred and posted as Secretary, Commercial Tax Department with additional charge of the posts of Secretary, Health Department; Commercial Tax Commissioner and Additional Commissioner, GST.
Ashima Jain (IAS:2008:BH), Secretary, Urban Development and Housing Department, Patna, has been given additional charge of Secretary, Transport Department.
Ansh Deep (IAS:2013:RJ) has been appointed as Deputy Secretary in the Ministry of Cooperation for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (30.08.2024), the competent authority has approved appointment of Mr. Deep to the post under central staffing scheme for four years or until further orders, whichever is earlier.
Shashank Mani Tripathi (IAS:2015:AGMUT), who has been selected for central deputation by the Ministry of Home Affairs, has been appointed as Deputy Secretary in the Ministry of Cooperation for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (29.08.2024), the competent authority has approved appointment of Mr. Tripathi to the post under central staffing scheme for four years or until further orders, whichever is earlier.
The Bihar government on Saturday (31.08.2024) appointed senior IAS officer Amrit Lal Meena (IAS:1989:BH) as the new Chief Secretary of the state and he has taken charge of the post. He replaces incumbent Brijesh Mehrotra (IAS:1989:BH), who retired from the service on August. On Friday late evening, the central government repatriated Meena from central deputation to parent cadre of Bihar, where he was serving as Union Coal Secretary.
Meena will have one year tenure as Chief Secretary, with his retirement date set for August 31, 2025. He is returning to parent cadre after three years. In September 2021, the Bihar government relieved him for his assignment with the central government as Additional Secretary, (Logistics), Department of Commerce, Commerce and Industries Ministry.
Amrit Lal Meena is considered one of the close officers of Bihar Chief Minister Nitish Kumar. He has served in various key positions in the state over a long period. He was in the Chief Minister’s Office and served as Principal Secretary to CM Nitish Kumar. He has served as the Principal Secretary and Additional Chief Secretary of important departments such as Rural Development, Agriculture, and Road Construction. At one time, he also served as Private Secretary to the Union Minister for Rural Development, Raghuvansh Prasad Singh.
This is the second time in recent times that an IAS officer has been recalled from central deputation and appointed Chief Secretary. Earlier, Deepak Kumar (IAS:1984:BH) was brought back from central deputation, initially appointed as the Development Commissioner, and then made the Chief Secretary.
The Supreme court Collegium on Friday (30.08.2028) rejected the request of Allahabad High Court Judge Justice Shamim Ahmed for reconsideration of his transfer to the Madras High Court. The Collegium reiterated his transfer for better administration of justice.
“We have considered the request made by Justice Shamim Ahmed in his representation. The Collegium does not find any merit in the request made by him. The Collegium, therefore, resolves to reiterate its recommendation dated August 21 to transfer Justice Shamim Ahmed to Madras High Court,” the Collegium resolution read.
The Supreme Court Collegium on Thursday (29.08.2024) recommended Advocate Tejas Dhirenbhai Karia for appointment as Judge of the Delhi High Court.
The Collegium comprising Chief Justice of India DY Chandrachud, Justice Sanjiv Khanna and Justice BR Gavai approved the recommendation made by the High Court collegium in October last year.
Senior IAS officer and Chief Secretary of Arunachal Pradesh, Dharmendra (IAS:1989:AGMUT), will now lead Delhi’s bureaucracy as Chief Secretary. The Union Ministry of Home Affairs on Saturday (31.08.2024) issued orders appointing Dharmendra to the top bureaucratic post of Delhi. He replaces incumbent CS Naresh Kumar (IAS:1987:AGMUT), whose extended tenure is expiring today. He will take charge of the post on September 1.
On August 30, we reported that his posting was just an order away, and the MHA had decided to assign him the CS post.
Dharmendra has been serving as Chief Secretary of Arunachal Pradesh since April 19, 2022. Before that, he was posted in Delhi as Chairman of the New Delhi Municipal Council. He has held important responsibilities in various departments of the Delhi government. Apart from serving as Divisional Commissioner cum Secretary in the Revenue Department of the Delhi government, he has also handled various responsibilities in Urban Development, Delhi Municipal Corporation, etc. He has also served as Joint Secretary in various ministries and departments of the Central Government.
Although several names were mentioned as potential contenders for the top post, only two emerged as frontrunners. In addition to Dharmendra, Puneet Kumar Goel (IAS:1991:AGMUT), the Chief Secretary of Goa, was a key contender.
Now it is almost certain that Union Secretary of Coal Amrit Lal Meena (IAS:1989:BH) will be next Chief Secretary of Bihar. The Appointments Committee of the Cabinet on Friday approved the repatriation of Amrit Lal Meena to parent cadre of Bihar on the request of the Nitish Kumar government. Meena will replace Brijesh Mehrotra (IAS:1989:BH), the current Chief Secretary of Bihar, who is retiring on Saturday.
“The Appointments Committee of the Cabinet has approved repatriation of Amrit Lal Meena, IAS, Secretary, Ministry of Coal to his parent cadre on the request of Government of Bihar,” an order from the Appointments Committee of the Cabinet said.
Six senior officers from the Indian Revenue Service (Income Tax) were on Friday (30.08.2024) promoted to the grade of Chief Commissioner of Income Tax (CCIT), which corresponds to level 16 in the pay matrix. This promotion is effective for the panel year 2024 on an in-situ basis with effect from September 1, 2024 or the date of assumption of charge of the post by them, whichever is earlier.
