Union Government Constitutes 23rd Law Commission

After gloating over for more than a year, the Union government finally constituted the 23rd Law Commission for three years. A notification to this effect was issued by the Law and Justice Ministry on September 2. According to the notification, the tenure of the new body started on September 1, 2024 and will last till August 31, 2027. Ironically, the new body started its functioning on September 1 itself, a day before the notification was actually issued.

Interestingly, the legal luminaries including the chairperson and members, who are slated to man the commission, are yet to be named. The
commission is to be manned by a full-time chairperson, four full-time members, the Secretaries of the Legal Affairs and Legislative departments as ex-officio members and up to five part-time members.

The purpose of this commission is to identify obsolete laws that need to be repealed, carry out audits of laws that affect the poor and give its views on any law that the Law and Justice Ministry refers to it.

The commission has faced rough weather in the past due to the government’s perfunctory attitude in the matter of constituting the Law
Commission and appointing the authorities to effectively run it as the last Law Commission was notified in February 2020, but the chairperson and members were only appointed in November 2022, merely six months before its tenure expired. It’s is a sad commentary and hope this is not repeated.

Arvind Vadhera selected as CMD of NEPA Limited

Arvind Vadhera has been selected as Chairman-cum-Managing Director (CMD), NEPA Limited in a Public Enterprises Selection Board (PESB) meeting held on September 04, 2024. Presently, he is serving as Commodore (Budget), Ministry of Defence.

He will be appointed to the post of CMD after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 6 applicants were interviewed in the selection meeting:

Bihar: Six IAS officers shifted, Anand Kishore gets addl. charge of Finance Deptt

The Bihar government on Tuesday (03.09.2024) issued transfer and posting orders for six IAS officers.

The names of the officers and their postings are as follows;

  1. Anand Kishore (IAS:1996:BH), Chairman, Bihar School Examination Board (BSEB), Patna with additional charges of Principal Secretary, Urban Development and Housing Department and MD, Patna Metro Rail Corporation Limited, has been given additional charge of Principal Secretary, Finance Department.
  2. Lokesh Kumar Singh (IAS:2003:BH), Secretary, Finance Department with additional charge of Secretary, Rural Development Department, has been transferred and posted as Secretary, Rural Development Department with additional charges of Secretary, Tourism Department.
  3. Abhay Kumar Singh (IAS:2004:BH), Secretary, Tourism Department, with additional charges of Secretary, Science & Technology Department; MD, Bihar State Electronics Development Corporation Limited (BELTRON) and Chairman, Bihar Rajya Pul Nirman Nigam Limited, has been transferred and posted as Secretary, Urban Development and Housing Department with additional charges of Secretary, Science & Technology Department; MD, Bihar State Electronics Development Corporation Limited (BELTRON) and Chairman, Bihar Rajya Pul Nirman Nigam Limited.
  4. Deepak Anand (IAS:2007:BH), Secretary (Expenditure), Finance Department, has been given additional charge of the post of Secretary, Labour Resources Department.
  5. Shirsat Kapil Ashok (IAS:2011:BH), MD, Bihar State Road Development Corporation, with additional charge of Special Secretary, Road Construction Department, has been given additional charge of Chairman,
    Bihar Rajya Pul Nirman Nigam Limited.
  6. Nilesh Ramchandra Deore (IAS:2011:BH), MD, North Bihar Power Distribution Company Limited with additional charges of MD, Bihar Renewable Energy Development Authority (BREDA) and MD, Bihar State Transmission Company Limited, has been given additional charge of the post of Special Secretary, Cabinet Secretariat Department.

SVR Chandra Sekhar gets addl. charge of CVO of MOIL Nagpur

SVR Chandra Sekhar (IDES:2000), Chief Vigilance Officer (CVO) of Kudremukh Iron Ore Company Ltd (KIOCL), Bengaluru, has been given additional charge of the post of CVO, Manganese Ore India Limited (MOIL), Nagpur, for one year. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (02.09.2024), the competent authority has been approved the proposal to assign the additional charge of the post to Mr. Kumar for one year with effect from 04.09.2024 or till the appointment of a regular CVO or until further orders, whichever is earlier.

Satish Kumar gets addl. charge of CVO of MSTC Kolkata

Satish Kumar (IRSE-Civil:1997), Chief Vigilance Officer (CVO) of MECON, Ranchi, has been given additional charge of the post of CVO, Metal Scrap Trading Corporation Ltd (MSTC), Kolkata, for one year. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (02.09.2024), the competent authority has been approved the proposal to assign the additional charge of the post to Mr. Kumar for one year with effect from 04.09.2024 or till the appointment of a regular CVO or until further orders, whichever is earlier.

IAS Officers To Don ‘Ambassadors’ Garb in Rajasthan

There is a flutter among the Indian Administrative Service (IAS) officers in Rajasthan after getting to know that they are supposed to don ambassadors’ garb as the state government proposes. These officers are to be handed out a bizarre assignment to act as ‘Investment Ambassadors’ for the state government’s proposed ‘Rising Rajasthan’ Global Investment Summit 2024. State Chief Minister Bhajan Lal Sharma disclosed it on September 1 in Mumbai. While sharing the details of his proposal, Sharma said that over the next two months, a high-level delegation from the State government will travel across the country and over 25 nations around the globe to attract investment.

The CM said that as part of the preparations for the Summit, IAS officers have been entrusted specific locations to ensure continuous communication with entrepreneurs. Detailing the nature of the role these IAS officers are supposed to play, he said: “These officers will maintain regular contact with representatives of foreign or inter-State companies, as well as their respective governments, until their retirement.”

These officers are supposed to visit and get expertise on the region, potential investments and trade, essentially serving as state government’s ambassadors to these regions, similar to how diplomats specialise in the affairs of foreign countries. The only difference is that these IAS officers will coordinate from Rajasthan, as the state CM revealed. The state government is said to be focusing on a multi-pronged approach to double Rajasthan’s GDP from its current $184 billion to $350 billion in the next five years, which translates to a targeted annual growth rate of 10%. And to achieve this target, the state government has identified certain sectors to focus on like renewable energy, ESDM, green hydrogen, petrochemicals, health, textile, agri-processing and tourism, as the CM pointed out.

According to him, the focus is not just on signing MoUs, but on ensuring that these agreements translate into real investments on the ground. “The early timing of the investment summit is intended to give us four years to review and execute these projects effectively,” he averred.

S Sakthimani selected as CMD of RINL

S Sakthimani has been selected as Chairman & Managing Director (CMD), Rashtriya Ispat Nigam Limited (RINL) in a Public Enterprises Selection Board (PESB) meeting held on September 03, 2024. Presently, he is serving as Director (Finance), The Fertilisers And Chemicals Travancore Limited (FACT).

He will be appointed to the post of CMD after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

Besides him, only one other candidate interviewed by the PESB. He was Diptendu Ghosh, who is serving as Executive Director, Durgapur Steel Plant, Steel Authority Of India Limited (SAIL).

A Bouquet of Thorny Roses For Delhi’s New CS

The higher you rise, the thornier your path becomes. Newly appointed Delhi Chief Secretary Dharmendra Kumar (IAS:1989:AGMUT) might be basking in the glory of donning the coveted cap of Delhi’s top bureaucratic boss but he has to trudge along a thorny path lying before him.

The task of Delhi’s Chief Secretary has often been strenuous due to the constant fights between the Delhi government led by the Aam Aadmi Party (AAP) and the Lieutenant Governor (LG). With Chief Minister Arvind Kejriwal cooling his heels in captivity and LG V K Saxena not allowing any let up in belligerence, Delhi’s bureaucracy is often found at the receiving end being sandwiched between the two. Thus,
Dharmendra Kumar’s most daunting task will be to navigate through these complexities and bridging the widening gap between the LG, the elected government and the bureaucracy.

The timing of his assuming the office of Chief Secretary brings fresh complications. With assembly election just round the corner and the winter to dawn in close succession, the task for Dharmendra Kumar is poised to confound. The way fog engulfs the national capital during winter season, rendering its citizens trying helplessly to navigating through invisibility, the task of pollution control is bound to test the new boss’s efficiency and acumen. It is in addition to a plethora of other issues that Delhi, being the national capital, entails. Sailing through troubled waters will not be easy for Dharmendra Kumar. Though known for his low-key demeanor, his tenure as Delhi’s Chief Secretary is sure to test his mettle as a seasoned bureaucrat and his skills of managing contradictions.

FSIB recommends Rama Mohan Rao Amara for SBI MD role

The Financial Services Institutions Bureau (FSIB) on Monday (02.09.2024) recommended the appointment of Rama Mohan Rao Amara to the post of Managing Director (MD) in State Bank of India (SBI). Amara is currently Deputy Managing Director at SBI. FSIB had interfaced with 9 candidates on September 2 for the position of MD in SBI.

Amara is expected to fill the vacancy created due to elevation of C S Setty as Chairman of SBI.

The SBI board is headed by Chairman assisted by four managing directors. With the selection of Amara, SBI will get its fourth MD.

The final decision on FSIB’s recommendation will be made by the Appointments Committee of the Cabinet, chaired by Prime Minister Narendra Modi.

Prior to getting transferred to SBI in July 2023, Amara was MD & CEO at SBI Card, the country’s largest pure play credit card issuer. He was appointed as MD & CEO of SBI Card in January 2021.
