MHA To Effect Massive Bureaucratic Overhaul Impacting IGMUT Cadre Officials

Senior AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory) cadre bureaucrats posted in Delhi may soon get marching orders as the Ministry of Home Affairs is contemplating a massive bureaucratic overhaul, likely to be undertaken over the coming days. According to reliable sources in the ministry, the action is expected to impact around 40 to 60 IAS, IPS, DANICS (Delhi, Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu Civil Service) and DANIPS (Delhi, Andaman and Nicobar Islands Police Service) officers in all.

It will largely involve AGMUT cadre officials posted in various central government ministries or in departments under the Delhi government for more than three years. Most of these officers belong to batches between 1990 and 1996. The rejig exercise was widely expected after the change of guards at the helm in the Home Ministry and the Delhi government as affected recently.

Vacancies on Top Positions Reason Behind Bureaucratic Rejig

There has been an air of conjecture among the Delhi – based AGMUT cadre officers as to what prompted the Home Ministry to undertake the bureaucratic reshuffle involving them at such a massive scale. According to a highly-placed source in the ministry, the pressing need to fill the immediate as well as upcoming vacancies at the top level in cadre territories was the most dominant factor behind such move.

According to him, among the significant appointments to be made on priority basis are on the posts of the Chief Secretaries of Arunachal Pradesh, Mizoram, Goa, and Andaman; Apart from it, the crucial post of Principal Secretary (Home) in the Delhi government and Chairperson, New Delhi Municipal Council is also expected to be filled after the reshuffle is undertaken.

Assam: Seven IAS officers shifted

The Assam government on Monday (02.09.2024) issued transferred and posting orders for seven IAS officers across the state.

The names of the officers and their postings are as follows;

  1. Aranyak Saikia (IAS:2020:AM), Additional District Commissioner, I/C Gossaigaon, has been transferred and posted as Staff Officer to the Chief Secretary, Assam.
  2. Simi Karan (IAS:2020:AM), Additional District Commissioner, I/C Bokakhat, has been transferred and posted as Deputy Secretary, Environment & Forest Department.
  3. Ayush Jain (IAS:2020:AM), Additional District Commissioner, Nazira, has been transferred and posted as Deputy Secretary, Finance Department.
  4. Manas Jyoti Nath (ACS-DR:2015), Additional District Commissioner, Sadiya, has been transferred and posted as SDO (Civil), Sadiya, has been transferred and posted as Additional District Commissioner, Sivasagar.
  5. Anand Malhotra (IAS:2022:AM), on completion of his Phase II Training from LBSNAA Mussorie, has been posted as SDO (Civil), Sadiya and allowed to officiate as I/C ADC as and when the Sub-District become operational.
  6. Kanika (IAS:2022:AM), on completion of his Phase II Training from LBSNAA Mussorie, has been posted as SDO (Civil), Nazira and allowed to officiate as I/C ADC as and when the Sub-District become operational.

Uttarakhand govt reassigns duties of 32 IAS officers in major bureaucratic reshuffle

The Uttarakhand government on Wednesday (04.09.2024) enacted a major bureaucratic reshuffle, reassigning fresh charges to 32 IAS officers. Some officers have been relieved of a few departmental responsibilities, others have been given new departments in addition to their current duties, and a few have been transferred to new posts.

The names of the officers and their postings are as follows;

  5. Ravinath Raman (IAS:2004:UK), Secretary, School Education (Primary & Secondary) and Secretary, Governor, has been assigned charge of two more departments i.e. Secretary, Higher Education and Secretary, Ayush and Ayush Education.
  6. The Odisha government on Tuesday (03.09.2024) appointed six IAS officers of the 2022 batch as Sub-Collectors of various subdivisions of the state after completion of Phase-II training.

WB: Dushyant Nariala promoted to Additional Chief Secretary rank

The West Bengal government on Wednesday (04.09.2024) promoted senior IAS officer Dushyant Nariala (IAS:1993:WB) to the grade of APEX Scale of IAS with effect from September 1.

Presently, he is serving as Principal Secretary, Disaster Management & Civil Defence Department with additional charge of Irrigation & Waterways Department. With his promotion, he will now hold the position of Additional Chief Secretary while continuing to oversee the same responsibilities.

Bihar: 14 IPS officers shifted; Shaleen posted as IG, BSAP

CBDT: 44 Pr.CIT grade officers assigned additional charges

The Finance Ministry on Wednesday (04.09.2024) issued fresh orders to reassign responsibilities among officers in the grade of Principal Commissioner of Income Tax/ Principal Director of Income Tax. Forty-four officers of this grade were assigned additional charges.

Rajasthan: IAS officer Ansh Deep relieved for central deputation

The Rajasthan government on Wednesday (04.09.2024) relieved IAS officer Ansh Deep (IAS:2013:RJ) from the current responsibilities and placed his services at the disposal of the Government of India. This is to enable him to be appointed as Deputy Secretary in the Ministry of Cooperation for four years.

Ansh Deep was serving as Commissioner, Excise Department and Ex-officio Prohibition Director, Udaipur.

The Department of Personnel and Training (DoPT) had issued an order on August 30, approving his central deputation and selecting him for the aforementioned position.

Following Ansh Deep’s departure to central deputation, Dr. Krishna Kant Pathak (IAS:2001:RJ), Secretary, Finance (Revenue Department), will hold the additional charge of Commissioner, Excise Department and Ex-officio Prohibition Director, Udaipur.

MP: Sanjay Dubey promoted to Chief Secretary grade

The Madhya Pradesh government on Monday (02.09.2024) promoted senior IAS officer Sanjay Dubey (IAS:1993:MP) in Chief Secretary’s Grade (Level 17 in the Pay Matrix) with immediate effect.

Presently, he is serving as Principal Secretary, GAD and Legal and Vigilance Cell, Principal Secretary (Co-ordination), Chief Secretary Office with additional charge of Principal Secretary, Science & Technology Department.

With his promotion, he will now hold the position of Additional Chief Secretary while continuing to oversee the same responsibilities.

Delhi LG Gets Sweeping Power Before Assembly Elections

In a significant move, Delhi has been freed from the control of Union Home Ministry and placed directly under the control of the President of India. It has been done through a presidential promulgation that notifies that Delhi will be subject to direct control of the President of India in place of the Union Home Ministry. According to earlier provisions, Delhi was under the administrative control of the Home Ministry. The order clearly means that Delhi Lieutenant Governor now needs not to send any proposal increasing its power and privileges to Home Ministry for approval.

The move bears immense political significance as it means giving tremendous power to LG at a time when Delhi is headed for assembly elections, likely to be held in January-February next year.

Now, the LG will be empowered to constitute any authority, board, commission or any statutory body as he wishes. Besides, the LG will have free hand in appointing any government officer or ex officio member to such authority, board, commission or any statutory body.
