Home Ministry turns down Haryana govt’s demand for 3 DGPs & 8 ADGPs

The Union Home Ministry has turned down the proposal of Haryana government seeking to increase the cadre posts of DGP and ADGP, terming it “against the norm.” The ministry has also asked the state government to re-examine a related proposal.

The state government had sent its proposal in February this year seeking to increase the number of DGP-level posts from current two to three and ADGP-level posts from six to eight. The ministry has observed that the proposal for increasing the posts of DGP and ADGP level is “beyond the normative percentage prescribed for these levels”. The ministry also clarified that “as compared to other states of similar cadre strength, no state has more than two cadre posts at DGP level.” Haryana currently has a cadre strength of 79 posts. The Home Ministry conveyed its decision to the state government through a communication sent to the state chief secretary last month.

The matter of fact is that every state has a stipulated cadre strength of bureaucrats and relaxing its norms for one state would mean sparking a chain reaction as the other states could inundate the ministry with similar demands. The reason behind such move by a state government is to get an opportunity to promote the IPS officers to higher ranks in order to respect their seniority and keep them in good humour.

Punjab: IPS officer Rakesh Agrawal promoted to ADGP rank

The Punjab government on Thursday (05.09.2024) promoted senior IPS officer Rakesh Agrawal (IPS:1999:PB) in the rank of the Additional Director General Police (ADGP) in Level -15 of the Pay Matrix w.e.f February 28, 2024.

Since Rakesh Agrawal is currently on central deputation as Inspector General (IG) in the CRPF, he will be entitled only to notional benefits. The actual benefits would be admissible as and when he joins his duty in the state government.

Punjab: Six IPS officers promoted to Selection Grade

The Punjab government on Thursday (05.09.2024) promoted six IPS officers from 2011 batch to Selection grade in Level-13 of the Pay Matrix w.e.f. 01.01.2024.

They are;

  4. Deepak Hilori (on Central Deputation)
  5. Gurmit Singh Chauhan

Punjab: 10 IPS officers promoted to DIG rank

The Punjab government on Thursday (05.09.2024) issued orders promoting 11 IPS officers. One among them, one officer was promoted to Inspector General rank, while others were promoted to Deputy Inspector General Rank.

Rajasthan: 108 IAS officers shifted; 20 assigned additional charges

After a prolonged wait, the Rajasthan government has finally implemented a significant bureaucratic reshuffle late Thursday night, reshaping the state’s administrative structure. The Personnel Department issued orders transferring 108 IAS officers, while 20 officers were assigned additional responsibilities.

Uttarakhand: 15 IPS officers shifted, DGP Abhinav Kumar gets charge of Law & Order

It appears the Uttarakhand government is on a transfer-posting spree. Within 24 hours of issuing IAS transfer orders, the state government on Thursday (05.09.2024) issued transfer orders for 15 IPS officers.

The names of the officers and their postings are as follows;

  1. Abhinav Kumar (IPS:1996:UK), DGP/ADGP, Intelligence, has been relieved of the charge of ADGP, Intelligence and assigned the charge of ADGP, Law & Order.
  2. AP Anshuman (IPS:1998:UK), ADGP, Law & Order, has been transferred and posted as ADGP, Intelligence.
  3. Neeru Garg (IPS:2005:UK), IGP, Fire Services, has been transferred and posted as IGP, PAC and IGP, ATS.
  4. Mukhtar Mohsin (IPS:2005:UK), IGP/Director, Traffic, has been transferred and posted as IGP, Fire Services.
  5. Arun Mohan Joshi (IPS:2006:UK), IGP, PAC & ATS, has been transferred and posted as IGP/Director, Traffic and IGP, Char Dham Yatra Management.
  6. Manjunath TC (IPS:2014:UK), SSP, Udham Singh Nagar, has been transferred and posted as SP, Security, Intelligence Hqrs.

U’khand HC asks Centre to disclose empanelment details of IFoS officer Sanjiv Chaturvedi

In a landmark judgement, the Uttarakhand High Court has directed the Centre to provide Sanjeev Chaturvedi, an IFoS officer of 2002 batch, with record of his empanelment details. Chaturvedi had moved the High Court after failing to get empanelled as the Joint Secretary at the Centre. As per judgement, the central government will now have to disclose its records concerning the process and decision-making of his empanelment as Joint Secretary.

Though the disclosure is limited to documents pertaining only to Chaturvedi’s empanelment, it has set a precedent that can be used by those bureaucrats who fail to get empanelled without getting any clue of failure. Now the aggrieved officers may seek judicial intervention to have the government records pertaining to the process of evaluation for empanelment, and know the exact reason behind their rejections.

The fact is a number of bureaucrats have been clueless as to how they missed the opportunity to secure empanelment after the introduction of an ambiguous 360-degree method applied by the Centre for empanelment.

The High Court’s judgement has certainly given a sigh of relief to those officers who fail to get empanelled as Joint Secretary, Additional Secretary or Secretary at the Centre without getting any clue and sulk in silence.

CG: Himanshu Gupta posted as DG, Jail and Reforms Services

The Chhattisgarh government on Thursday (05.00.2024) issued transfer orders for senior IPS officers Himanshu Gupta (IPS:1994:CG). Mr. Gupta has been posted as Director General, Jail and Reforms Services. He will relieve Rajesh Kumar Mishra (Retd.IPS), who was holding the charge of the department.

Earlier, Himanshu Gupta was serving as Special DG, PHQ, Raipur.

Arunachal Pradesh: Manish Kumar Gupta appointed new Chief Secretary

The Ministry of Home Affairs on Thursday (05.09.2024) appointed senior IAS officer Manish Kumar Gupta (IAS:1991:AGMUT) as the new Chief Secretary of Arunachal Pradesh. He is currently handling responsibilities of seven departments of Delhi government as Additional Chief Secretary. These departments include Land and Building, Revenue, Home, Industries, Labour, DUSIB, Urban Development and Shahjahanabad Redevelopment Corporation.

Following the appointment of the incumbent Chief Secretary of Arunachal Pradesh Dharmendra (IAS:1989:AGMUT) as Delhi’s Chief Secretary, it was being speculated that Manish Kumar Gupta would be assigned the charge of Arunachal CS. However, the entry of IAS officer Sajjan Singh Yadav’s (IAS:1996:AGMUT) name as contender made things interesting. Ultimately, the MHA assigned the post to Manish Kumar Gupta.

Further, it was anticipated that the MHA would effect a major bureaucratic reshuffle, including the appointment of a new Chief Secretary for Arunachal Pradesh. However, the MHA issued a separate order specifically regarding the appointment of the Arunachal CS.

Mahesh Chander Gupta has been selected as Director (Marketing), National Fertilizers Limited (NFL) at a Public Enterprises Selection Board (PESB) meeting held on September 05, 2024. Presently, he is serving as Chief General Manager (Business Development-Gas), Indian Oil Corporation Limited (IOCL).

He will be appointed to the post of Director (Marketing) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.
