Kerala: Senior IPS officer’s meeting with RSS leader creates ripples in ruling alliance

A bitter resentment is brewing within the Kerala’s ruling Left Democratic Front (LDF) with its two major partners, the CPI and CPI(M), voicing differences in public over senior IPS officer ADGP (law and order) M R Ajithkumar (IPS:1995:KL) meeting the top brass of the Rashtriya Swayamsevak Sangh (RSS). The question has been raised by the CPI, the second largest party in the alliance, which had earlier alleged that the said IPS officer helped the BJP during the Lok Sabha polls in Thrissur, where the CPI lost to the BJP. But the CPM is unruffled and continues to defend the senior officer. CPM state secretary M V Govindan made it clear that the ADGP’s meeting with RSS leader was nothing concerning the state government.

It evoked sharp reaction from CPI state secretary Benoy Viswam, who demanded that details of the senior IPS officer’s meeting with a RSS leader need to be made public. “The IPS officer should not have met RSS leaders at the government’s expense,” Viswam commented.

Moreover, a police team led by state chief Sheik Darvesh Saheb is already probing into various allegations against Ajithkumar and there are reports that Ajthkumar might proceed on leave.

IPS officer Nayyar Hasnain Khan appointed IG, SSB

Nayyar Hasnain Khan (IPS:1996:BH) has been appointed as Inspector General (IG) as Sashastra Seema Bal (SSB) for five years. According to an order issued by the Ministry of Home Affairs (06.09.2024) on Friday (06.09.2024), the competent authority has approved the appointment of Mr. Khan to the post on deputation basis for five years from the date of assumption of the charge of the post or until further orders, whichever is earlier.

Armstrong Pame appointed Director in D/o School Education & Literacy on lateral shift basis

Armstrong Pame (IAS:2009:MN), Director in the Ministry of Information & Broadcasting, has been appointed as Director in the Department of School Education and Literacy, on lateral shift basis.

According to an order issued by the Department of Personnel and Training (DoPT) Saturday (07.09.2024), the Appointments Committee of the Cabinet has approved the recommendation of Civil Services Board to appoint Mr. Pame to the post on lateral shift basis for a period upto 17.04.2027 with effect from the date of assumption of the charge of the post or until further orders, whichever is earlier.

Mukesh Bahadur Singh appointed PS to MoS Tokhan Sahu

Mukesh Bahadur Singh (IRPS:2008) has been appointed as Private Secretary to Tokhan Sahu, Minister of State for Housing & Urban Affairs. To enable him to take up this assignment, his tenure in the Ministry of Housing & Urban Affairs as Director has been curtailed.

According to an order issued by the Department of Personnel and Training (DoPT) Sunday (08.09.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Singh to the post of Private Secretary for a period upto 08.09.2027 (i.e. for the balance period of his five years central deputation tenure) with effect from the date of assumption of the charge of the post or on co-terminus basis with the Minister or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.

Three IPS officers get Apex Pay Scale

The Appointments Committee of the Cabinet has approved the proposal of the Ministry of Home Affairs to grant Apex pay scale (Level-17 in the pay matrix) to three IPS officers.

They are;

  1. Safi Ahsan Rizvi (IAS:1989:UK), currently serving as Advisor, NDMA
  2. Rahul Rashgotra (IPS:1989:MH), currently serving as DG, ITBP
  3. Vivek Srivastava (IPS:1989:GJ), Currently serving as DG, FS, CD & HC

Telangana: 5 IPS officers shifted; CV Anand posted as Hyderabad Police Commissioner

The Telangana government on Saturday (07.09.2024) effected a significant reshuffle in police administration, assigning new roles to five senior IPS officers. Notably, CV Anand, Director General of the Anti-Corruption Bureau, has been posted as the Commissioner of Police, Hyderabad, replacing Kothakota Sreenivasa Reddy.

The names of the officers and their postings are as follows;

  1. CV Anand (IPS:1991:TG), Director General, Anti Corruption Bureau, Hyderabad, has been transferred and posted as Commissioner of Police, Hyderabad.
  2. Kothakota Sreenivasa Reddy (IPS:1994:TG), Commissioner of Police, Hyderabad, has been transferred and posted as Director General, Vigilance & Enforcement & Ex-officio Principal Secretary, General Administration (V&E) Department.
  3. Vijay Kumar (IPS:1997:TG), Additional Director General of Police, Personnel, Hyderabad, has been transferred and posted as Director General, Anti Corruption Bureau, Hyderabad.
  4. Mahesh M Bhagwat (IPS:1995:TG), Additional Director General of Police, Law & Order, has been placed in full additional charge of Additional Director General of Police, Personnel & Welfare, Hyderabad.
  5. Ramesh (IPS:2005:TG), Inspector General of Police, Provisioning and Logistics, O/o Director General of Police, Telangana, Hyderabad, has been placed in full additional charge of the post of Inspector General of Police, Sports, Hyderabad.

Bihar: 12 DMs among 43 IAS officers shifted

The Bihar government on Saturday (07.09.2024) effected a major bureaucratic reshuffle in the state by issuing transfer and posting orders of 43 IAS officers. Among them, 12 District Magistrates were transferred.

Govt discharges Puja Khedkar from IAS finding her ‘ineligible’

A month after the Union Public Service Commission cancelled former trainee IAS officer Puja Khedkar’s candidature for Civil Services Examination held in 2022, following allegations of forgery and misconduct, the government discharged her from the service finding her ‘ineligible’ as an examinee for the elite service.

The Department of Personnel and Training (DoPT) issued an order on September 6 formally discharging Puja Khedkar from the IAS with
immediate effect. According to a DoPT source, the action was taken under Rule 12 of IAS (Probation) Rules, 1954 — which provides for the discharge of a probationer found to be ineligible — with immediate effect.

She was found guilty of hiding her real identity by changing her name from Puja Diliprao Khedkar to Puja Manorama Dilip Khedkar to appear for the examination beyond the maximum number of attempts allowed. Not only this, she went on to change the names of her parents as well in order to corroborate her fraudulently changed identity.

UPSC forwarded 30 complaints to DoPT for alleged misrepresentation by candidates

Following the disqualified trainee IAS officer Pooja Khedkar case, the Union Public Service Commission (UPSC) is now reportedly grappling with a fresh bout of complaints accusing selected candidates of misrepresenting their credentials. The commission has received over 30 complaints so far which have been forwarded to the Department of Personnel & Training (DoPT) for necessary action. According to sources, if the allegations are found to be true, stringent action can be initiated.

The misuse of disability criteria and quota by candidates has emerged as the major cause of concern for the government. The government, on its part, is said to have held several meetings so far to discuss measures and devise ways to plug this gap.

The UPSC too is taking corrective measures and has reportedly updated its software and protocols to prevent frauds involving name changes between attempts. Besides, the Commission is also tightening its guidelines in order to stop candidates from exceeding the allowed number of attempts by exploiting the ambiguity in guidelines.

UP govt moves senior IAS officer Rajesh Kumar Singh to waiting list following SC rebuke

SC pulls up UP IAS

The Uttar Pradesh government on Saturday (07.09.2024) placed senior IAS officer Rajesh Kumar Singh (IAS:1991:UP), Principal Secretary, Jail Administration and Reforms, on waiting list replacing him with Anil Garg (IAS:1996:UP). His other department, Cooperative, has been handed over to MP Agrawal (IAS:1997:UP).

This move followed a reprimand from the Supreme Court of India over a delay in pardoning convicts, as the concerned file was stuck with Singh. The court observed that it was misled on the issue, ruling that it cannot tolerate any IAS officer misleading the court or changing their stance based on convenience. The SC noted that Singh’s affidavit submitted on August 14 differed from his submission made on August 12, 2024. Singh had argued that the delay in clearing the file was due to the Model Code of Conduct in place for the upcoming Lok Sabha elections but later clarified that it happened inadvertently. The court is expected to issue its order on September 9, 2024.
