Niranjan Chandrashekhar Cheriyamane gets extension as Direction in Cabinet Secretariat

The central deputation tenure of Niranjan Chandrashekhar Cheriyamane (IRS:C&CE:2008) as Director in the Cabinet Secretariat has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (11.09.2024), the Appointments Committee of the Cabinet has approved the proposal of the Cabinet Secretariat to extend the deputation tenure of Mr. Cheriyamane as Director in the Cabinet Secretariat for two years beyond 07.11.2024 and upto 07.11.2026 or until further orders, whichever is earlier.

Haryana: Shyamal Misra posted as Chief Administrator, Trade Fair Authority of Haryana

The Haryana government on Wednesday (11.09.2024) assigned a new charge to senior IAS officer Shyamal Misra (IAS:1996:HY), who was awaiting posting orders. He has been posted as Chief Administrator of the Trade Fair Authority of Haryana, New Delhi.

HP: Two IAS officers get new assignments

The Himachal Pradesh government on Monday (09.09.2024) issued transfer and posting orders for two IAS officers.

The names of the officers and their postings are as follows;

  1. Sachin Sharma (IAS:2022:HP), presently awaiting posting, has been posted as Sub Divisional Officer (Civil), Amb, Una Distrct.
  2. Priyanshu Khati (IAS:2022:HP), presently awaiting posting, has been posted as Sub Divisional Officer (Civil), Chamba, Chamba District.

Anshuman Ram Tripathi’s deputation in UP extended for one year

The deputation tenure of Anshuman Ram Tripathi (IRPFS:2013) as Additional Director in the Information & Public Relations Department, Uttar Pradesh, has been extended for one year.

On September 7, the Appointments Committee of the Cabinet approved the Ministry of Railways’ proposal to extend Tripathi’s deputation beyond June 20, 2024. He will now continue to serve in Uttar Pradesh until the end of June next year. Initially appointed in June 2021, Tripathi is likely the only officer serving in the department on deputation.

Tripathi’s deputation tenure had expired in June 2024, prompting the Uttar Pradesh government to send a proposal for extension to the Central Government. With this approval, he has received another year to continue his work in the state.

Haryana: Senior IPS officer blows whistle on modal code violation against government

A senior IPS officer in poll-bound Haryana has blown the whistle on violation of the modal code of conduct against the government. The whistleblower is 2001 batch IPS officer Y Puran Kumar, currently posted as an Inspector General (Telecommunication) in Haryana.

He has approached the Election Commission of India (ECI) against the move of the state government to create six temporary posts in the rank of DGP and ADGP and promote six IPS officers at a time when the modal code of conduct is in force. The proposal had been moved by the state home department to create temporary posts. What made Kumar raise his finger was when the state finance department agreed to create six temporary posts- two DGPs and four ADGPs- allegedly to facilitate the promotion of six IPS officers.

In his complaint to the ECI, Kumar has alleged that the move was designed to give “undue benefits” to select officers when the election is due. The state is going to the assembly polls on October 5 and thus, the model code of conduct is in operation.

But the government is unfazed and has even called a meeting of the screening committee tomorrow (September 12) to select the officers for promotions.

Kerala: 10 IPS officers shifted; S Sasidharan posted as SP, VACB Ernakulam

In a significant development, the Kerala government on Tuesday (10.09.2024) implemented major changes in the police administration by issuing transfer and posting orders for 10 IPS officers.

The names of the officers and their postings are as follows;

  1. CH Nagaraju (IPS:2003:KL), IG, Crime, Ernakulam, has been transferred and posted as Transport Commissioner.
  2. A Akbar (IPS:2005:KL), who was earlier appointed as Transport Commissioner but did not assume the charge, has been posted as IG, Crime, Ernakulam.
  3. S Syamsundar (IPS:2005:KL), Commissioner of Police, Kochi City, has been transferred and posted as IG, South Zone with full additional charge of MD, Kerala Police Housing and Construction Corporation (KPHCC).
  4. Jayanath J (IPS:2007:KL), MD, Kerala Police Housing and Construction Corporation Limited, has been transferred and posted as DIG, Protection of Civil Rights.
  5. Putta Vimaladitya (IPS:2008:KL), DIG, ATS, has been transferred and posted DIG and Commissioner of Police, Kochi City. He will also hold the full additional charge of the post of DIG, ATS.
  6. Thomson Jose (IPS:2009:KL), DIG, Thrissur Range, will hold the additional charge of DIG Ernakulam Range.
  7. Hari Shankar (IPS:2011:KL), SP, Cyber Operations, will also hold the full additional charge of AIG, Personnel.
  8. J Himendranath (IPS:2012:KL), SP, Vigilance & Anti Corruption Bureau (VACB), Ernakulam, has been transferred and posted as SP, Crime Branch, Kottayam.
  9. S Sasidharan (IPS:2015:KL), SP, Malappuram, has been transferred and posted as SP, Vigilance & Anti Corruption Bureau (VACB), Ernakulam.
  10. Viswanadh R (IPS:2016:KL), has been posted as SP, Malappuram.

The Madhya Pradesh government on Tuesday (10.09.2024) issued transfer and posting orders for three IPS officers. The list was issued late night.

The names of the officers and their postings are as follows;

  1. Rahul Kumar Lodha (IPS:2011:MP), SP, Ratlam, has been transferred and posted as SP, Railway, Bhopal.
  2. Amit Kumar (IPS:2011:MP), SP, Narsinghpur, has been transferred and posted as SP, Ratlam.
  3. Mrigakhi Deka (IPS:2018:MP), SP, Railway, Bhopal, has been transferred and posted as SP, Narsinghpur.

The Uttar Pradesh government on Tuesday (10.09.2024) issued a second transfer list of 17 IPS officers just hours after releasing the first transfer list of 17 IPS officers. Speculation suggests that more IPS transfer lists may follow in the coming days.

No reshuffle of IPS officers heats up discussion in Odisha

People are so attuned to bureaucratic reshuffle after the change of political dispensation that it becomes a talking point if no such change is affected immediately. This is what is exactly happening in Odisha. The new dispensation in form of BJP’s Mohan Majhi-led Odisha government came into being around three months back, but there has been no reshuffle at the IPS level despite the fact that IAS officers have been transferred twice since then.

The issue has stirred up a discussion in the political corridor. The immediate reason behind such concern is provided by the fact that there has been a steady rise in the crime graph in the state.

The discussion has brought to fore a bizarre reality that the state is grappling with an acute shortage of IPS officers. Out of its strength of 136 IPS officers, Odisha is currently managing its policing system with only 89 officers. Though seven positions are vacant, some are on centre’s deputation or posted outside the state. The situation is so grim that many DIG rank officers are serving as district SPs of Khorda, Rourkela, Berhampur and Angul and Cuttack. Yet, the crime is rising and even bureaucrats feel the remedy lies in reshuffle.
