The Madhya Pradesh government on Tuesday appointed former Special Director General of Police Vijay Yadav (Retd IPS:1987:MP) as the Chief Information Commissioner (CIC) of the state. The state government also appointed three other information commissioners – Umashankar Pachouri (educationist), Vandana Gandhi (social worker) and Omkar Nath (retired judge).
Bihar: 29 IPS shifted; 15 Districts get new SPs
The Bihar government on Thursday (12.09.2024) made significant changes in the state’s police administration by transferring 29 IPS officers. The transfer list reflects a focus on enhancing district-level policing, as 15 Superintendents of Police (SPs) have been replaced.

Mandip Singh Brar takes charge as Chandigarh’s new Home Secretary
Upon joining the Chandigarh Administration, IAS officer Mandip Singh Brar (IAS:2005:HY) has been assigned multiple key responsibilities. He will serve as Secretary for Home, Police, Prisons, Coordination, and Protocol.
He has also been assigned the charge of the Secretary, Revenue, Local Government and Urban Development, Water Resources, Environment and Forests, Urban Planning, Estate/Housing and Chief Administrator.
Meanwhile, IAS officer Abhijit Vijay Chaudhari (IAS:2012:AGMUT) has been relieved of his duties as Special Secretary for Home, Police, and Prisons. He will now serve as Special Secretary to the UT Administrator, in addition to his existing responsibilities.
Haryana govt defers screening committee meeting to promote IPS officers
The Haryana government is now showing the signs of buckling under pressure, created by a senior IPS officer’s allegation of modal code violation against it, by deferring the meeting of the screening committee to promote six IPS officers scheduled for today (September 12). A communication from the state home department has announced the postponement of this meeting on the advice of the Haryana Chief Electoral Officer.
The government was planning to promote six IPS officers in the rank of DGPs and ADGPs by creating temporary posts at a time when modal code of conduct is in force in the state. Haryana is going to the assembly polls on October 5.
A concerned IPS officer, Y Puran Kumar (IPS:2001:HY), currently posted as an Inspector General (Telecommunication), raised his finger and complained to the Election Commission of India (ECI) against the government move to promote six IPS officers alleging it is violation of modal code. In his complaint to the ECI, Kumar has alleged that the move was designed to give “undue benefits” to select officers.
But the government was adamant on promoting the IPS officers and had called a meeting of the screening committee today to select the officers for promotions. But the good sense seems to have dawned on it as it has finally deferred its plan, at least for now.
UP: Retired IAS officer Mukul Singhal appointed Chairman of UPSCEC
The Uttar Pradesh government on Wednesday (11.09.2024) appointed retired IAS officer Mukul Singhal (Retd.IAS:1986:UP) as Chairman of the Uttar Pradesh State Cooperative Election Commission (UPSCEC).
Before retiring in 2022, Singhal’s last posting was as Chairman of the Board of Revenue. Throughout his career, he held 61 different postings, beginning with his first field assignment as Assistant Collector in Pauri Garhwal in 1989.
Notably, Uttar Pradesh has appointed several retired IAS officers to key positions. Awanish Kumar Awasthi (Retd.IAS:1987:UP), the former Additional Chief Secretary (Home), currently serves as an Advisor to the Chief Minister. Similarly, Arvind Kumar (Retd.IAS:1988:UP), another retired officer, was appointed as an Advisor to the Chief Minister and later became Chairman of the Uttar Pradesh Electricity Regulatory Commission (UPERC). Sanjay Bhoosreddy (Retd.IAS:1989:UP) has been named Chairman of the Real Estate Regulatory Authority (UPRERA), and Navneet Sehgal (Retd.IAS:1988:UP) now serves as Chairman of Prasar Bharati in the central government. With Mukul Singhal’s appointment, the state government continues to assign significant roles to retired IAS officers.

Anupam Chandra gets extension as Common CVO of NPCC & WAPCOS
The deputation tenure of Anupam Chandra (IFOS:2000) as Common Chief Vigilance Officer (CVO) in National Projects Construction Ltd. (NPCC) and Water & Power Consultancy Service Ltd. (WAPCOS), Delhi, has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (09.09.2024), the competent authority approved to extend the deputation tenure of Mr. Chandra for two years beyond 07.10.2024 i.e. upto 07.10.2026 or until further orders, whichever is earlier.
In September 2021, he was appointed as CVO of NPCC & WAPCOS for a tenure of three years.
CSIR CVO Roop Kishor repatriated to parent cadre
Roop Kishor (IOFS:2004), Chief Vigilance Officer (CVO), Council of Scientific and Industrial Research (CSIR), Delhi, has been prematurely repatriated to his parent cadre. The Appointments Committee of the Cabinet has recently approved his repatriation.
Kishor was appointed as CVO of CSIR at the end of January 2023 and was expected to hold the position until May 13, 2025.
ICoAS: Manmohan Sachdeva promoted to Additional Chief Adviser (Cost) grade
The Appointments Committee of the Cabinet on Monday (09.09.2024) approved the proposal for empanelment of Manmohan Sachdeva for promotion to the grade of Additional Chief Adviser (Cost) in the Indian Cost Accounts Service (ICoAS) for the panel year 2024 (Supplementary Panel).
