Manisha Saxena appointed Establishment Officer, DoPT

Senior IAS officer Manisha Saxena (IAS:1996:AGMUT) was appointed on Friday as the Establishment Officer & Additional Secretary in the Department of Personnel and Training (DoPT). The Appointments Committee of the Cabinet approved her appointment to this key position. Saxena is currently serving as Additional Secretary, DoPT. She replaces Deepti Umashankar (IAS:1993:HY), who is now Secretary to the President of India.

This assignment is of critical importance, as the Establishment Officer also serves as Secretary to the Appointments Committee of the Cabinet.

MC Balasubramaniam selected as CMD, Gliders India Limited

MC Balasubramaniam has been selected as Chairman & Managing Director (CMD), Gliders India Limited at a Public Enterprises Selection Board (PESB) meeting held on September 13, 2024. Presently, he is serving as General Manager, Ordinance Parachute Factory Kanpur, Gliders India Limited.

He will be appointed to the post of CMD after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 10 applicants were interviewed in the selection meeting:

  1. Amit Singh, General Manager, OEF Hazratpur, Firozabad, a unit of TCL, Indian Ordinance Factories Service.

HP: Retired IFS officer Rajiv Kumar appointed Chairman of HPRCA

The Himachal Pradesh government on Thursday (12.09.2024) appointed retired IFS officer Rajiv Kumar (Retd.IFS:1988:HP) as the new Chairman of Himachal Pradesh Rajya Chayan Aayog (HPRCA), Hamirpur. Along with this, two new members were also appointed: retired Navy officer Rupan Bembe and Sukhdev Singh, a 2005 batch HAS officer. The chairman and both members have been appointed for a two-year term.

His last posting was as Principal Chief Conservator of Forests (Head of Forest Force), when he retired from the service on July 31, 2024.

The HPRCA was constituted on 30 September 2023 and now, with the appointment of Rajiv Kumar and the two members, the commission now has a fully independent leadership. Until now, the post of Chairman was being held temporarily by IAS officer RK Puruthi, who had been given an additional charge.

Notably, Himachal Pradesh Staff Selection Commission located at Hamirpur was dissolved following paper leak was detected on December 23, 2022, when the vigilance arrested a senior assistant of the commission. To establish new commission, the state government had constituted the Sanan Committee under the chairmanship of Deepak Sanan. HPRCA was formed on the recommendations of the Sanan committee.

The newly formed Aayog is expected to oversee recruitment with greater transparency and integrity, addressing concerns that arose from the earlier incident.

Madhya Pradesh Chief Minister Mohan Yadav’s trip to Delhi has left the state bureaucracy speculating about who will be the next Chief Secretary. The CM is believed to have left for Delhi with the purpose of taking the party’s central leadership into confidence before taking a final call on the issue.

The current incumbent, Veera Rana (IAS:1988:MP), already on six-month extension, is retiring on September 30. As getting further extension seems unlikely for Rana, so the speculation about the next CS is rife.

The names of three bureaucrats are doing the rounds for the post. They are Additional Chief Secretary Rajesh Rajora (IAS:1990:MP), currently posted in the Chief Minister’s Office (CMO), Anurag Jain (IAS:1989:MP), currently on central deputation as Secretary, Ministry of Road Transport & Highways and Additional CS (Home) SN Mishra (IAS:1990:MP). Among them, Rajora is believed to be a frontrunner in the CS race. According to sources, CM Mohan Yadav is keen on appointing Rajora as the state’s new CS and he is trying to build consensus on his name.

The Ministry of Home Affairs (MHA) on Thursday (12.09.2024) effected a significant reshuffle by issuing transfer orders for 32 officers from the Delhi, Andaman and Nicobar Islands Civil Service (DANICS) and Delhi, Andaman and Nicobar Islands Police Service (DANIPS). The reshuffle included the transfer of 17 DANICS officers and 15 DANIPS officers.

The names of the DANICS officers and their postings are as follows;

  1. Apurva Sharma (DANICS:2013) has been transferred from DNHDD to Andaman.
  2. S Krishna Chaitanya (DANICS:2012) has been transferred from DNHDD to Andaman.
  3. Mohit Mishra (DANICS:2013) has been transferred from DNHDD to Delhi.
  4. Tanvir Ahmed (DANICS:2007) has been transferred from Lakshadeep to Delhi.
  5. SS Parihar (DANICS:2001) has been transferred from Lakshadeep to Delhi.
  6. Vaibhav Rikhari (DANICS:2013) has been transferred from Andaman to Delhi.
  7. Harminder Singh (DANICS:2014) has been transferred from Andaman to Delhi.

UP government gives apex pay scale to its acting DGP

The UP government has given apex pay scale to its acting Director General of Police (DGP) Prashant Kumar (IPS:1990:UP) bypassing at least 12 IPS officers senior to him in the hierarchy.

The apex pay scale (Level 17) is typically reserved for the full-fledged head of the state police force, which UP has not had since May 2022.

According to the IPS Pay Rules, 2016, the apex scale (Level 17) is given to the incumbent selected for the post of state police chief from amongst the officers holding the post of DGP in the state cadre in the Level 16 of the Pay Matrix. By granting apex scale to an acting DGP, the state government has ignored the guidelines prescribed by the Union Public Service Commission (UPSC) which says that the state government should form a panel of senior officers eligible to be appointed as the state police chief. And the state has not done so despite the repeated reminders of the Union Home Ministry.

Sanjeev Gupta appointed as Member (Civil), Narmada Control Authority

Sanjeev Gupta has been appointed as Member (Civil), Narmada Control Authority (NCA). According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (11.09.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr Gupta to the post of Member (Civil) NWDA. Presently, he is serving as HOD/Chief General Manager (Civil Design), Satluj Jal Vidyut Nigam (SJVN) Limited.

Baleshwar Thakur appointed DG of NWDA

Baleshwar Thakur, Chief Engineer (HQ), National Water Development Agency (NWDA) (HQ), has been appointed to the post of Director General, NWDA. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (11.09.2024), the Appointments Committee of the Cabinet on Wednesday approved the appointment of Mr Thakur to post of DG, NWDA.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (11.09.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr Nagarajan as Non-Executive Chairman of CDB.
