The deputation tenure of Sampat Meena (IPS:1994:JH) as Additional Director of Central Bureau of Investigation (CBI) has been extended. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (13.09.2024), the Appointments Committee of the Cabinet has approved to extend the deputation tenure of Ms. Meena as Additional Director, CBI for one year beyond 21.09.2024 i.e. upto 21.09.2025 (8 years in total).
UP emerging hotbed for young bureaucrats seeking cadre transfer on marriage ground
Seeking inter-cadre transfers by IAS or IPS on marriage ground is now catching the fancy of growing numbers of young bureaucrats who fell for a fellow officer after cracking the Civil Services Examination or found love life during their training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie. The Department of Personnel and Training (DoPT) has revealed that there have 45 cases of cadre-transfers on marriage ground during the last five years.
Interestingly, UP seems to be emerging as a favourite destination with the result that number of IAS officers has suddenly increased in the state due to growing number of officers transferred here on grounds of marriage. The situation has come to such a pass that UP is often referred to as a ‘marriage ground’ among the bureaucrats. The cadre transfer on marriage ground, granted by the (DoPT), is allowed for the officers of the All India Services.
The list of IAS and IPS officers being transferred to UP cadre from another state is getting longer. A few of examples for better understanding are as follows:
Bharati Meena, a 2022-batch IAS of Assam-Meghalaya cadre was given cadre transfer to UP on the marriage ground. Her husband Raj Kumar Meena is an IPS officer of the same batch. She is yet to get posting.
A Maharashtra cadre IAS of 2021 batch, Devyani, joined UP cadre after her marriage to 2023 batch UP cadre IPS Shivam Ashutosh.
IAS officer Kritika Sharma, a 2014 IAS officer, was transferred from West Bengal cadre to UP on the same ground. She is married to her batchmate UP cadre IAS Abhishek Aanad.
Similarly, Megha Roopam, a 2014 batch IAS officer of AGMUT cadre, was transferred to UP on grounds of her marriage to batchmate IAS officer Manish Bansal.
It is not that only woman officers seek cadre-change to UP. West Bengal cadre IAS Vaibhav Srivastava, 2009 batch, was got his cadre transferred to UP on grounds of his marriage to Neha Prakash, a 2012 batch UP cadre IAS officer.
Delhi: Manish Kumar Gupta relieved for new assignment as Arunachal Pradesh CS
The Delhi government on Thursday relieved senior IAS officer Manish Kumar Gupta (IAS:1991:AGMUT) to enable him to take up his new assignment with the Arunachal Pradesh government as Chief Secretary.
Gupta was holding multiple portfolios in Delhi, prompting the government to make interim link officer arrangements. His responsibilities have now been temporarily reassigned to other IAS officers until further orders.

Delhi: Four IAS officers get posting orders
The Delhi government has issued posting orders for four IAS officers who were awaiting assignments.
They are;
- Sachin Shinde (IAS:2008:AGMUT) has been posted as Additional Commissioner, Municipal Corporation of Delhi (MCD).
- Samyak S Jain (IAS:2022:AGMUT) has been posted as SDM (HQ), South-West Revenue Department.
- Ayushi (IAS:2022:AGMUT) has been posted as SDM (HQ), North-West Revenue Department.
- Wairokpam Punshiba (IAS:2022:AGMUT) has been posted as SDM (HQ), South Revenue Department.
UP: 29 IAS officers shifted, 13 Districts get new DMs
The Uttar Pradesh government on Friday late night implemented a major bureaucratic reshuffle in the state, transferring 29 IAS officers, including 12 District Magistrates. As part of the changes, 13 districts have been assigned new District Magistrates.
The names of the officers and their postings are as follows;
- Ravinder (IAS:1999:UP), Principal Secretary, Agriculture, Agriculture Education & Research, Agriculture Marketing, Agriculture Foreign Trade and Export Promotion Department, has been given additional charge of Director, State Agricultural Produce Markets Board.
- Bhanu Chandra Goswami (IAS:2010:UP), District Magistrate, Agra, has been transferred and posted as Incharge Relief Commissioner, Incharge Chakbandi Commissioner and Special Secretary, Revenue.
- Avinash Krishan Singh (IAS:2009:UP), District Magistrate, Mainpuri, has been transferred and posted as Incharge DG, Technical Education.
- Naveen Kumar GS (IAS:2007:UP), Secretary, Revenue, Relief Commissioner & Chakbandi Commissioner, has been transferred and posted as Secretary, Irrigation.
- Vishal Bharadwaj (IAS:2013:UP), District Magistrate, Azamgarh, has been transferred and posted as District Magistrate, Kushinagar.

Bihar: 8 ADGP rank officers reshuffled; Pankaj Darad appointed ADGP, ATS
The Bihar government on Friday (13.09.2024) effected important changes in police administration by issuing transfer orders for nine senior IPS officers. Among them, eight are of ADGP rank.
The names of the officers and their postings are as follows;
- S Ravindran (IPS:1995:BH), ADGP, SAP, Patna with additional charge of ADGP, Bihar State Sports Authority, Patna, has been transferred and posted as ADGP, Bihar State Sports Authority, Patna with additional charge of Bihar State Sports Academy, Rajgir.

Amrit Mohan Prasad appointed DG, Sashastra Seema Bal
Senior IPS officer Amrit Mohan Prasad (IPS:1989:OR) was on Friday (13.09.2024) appointed as the Director General (DG), Sashastra Seema Bal (SSB). According to an order issued by the Department of Personnel and Training (DoPT) on Friday, the Appointments Committee of the Cabinet has approved the proposal of Ministry of Home Affairs to appoint Mr. Prasad to the post for a tenure up to the date of his superannuation on August 31, 2025 or until further orders, whichever is earlier.
He is presently working as Special Director General, Central Reserve Police Force (CRPF).
The vacancy necessitated after SSB chief Daljit Singh Chaudhary (IPS:1990:UP) was appointed as the DG of Border Security Force (BSF) on August 28.
Punjab: Former CS V K Janjua appointed as Chief Commissioner, Punjab Transparency and Accountability Commission
The Punjab government on Thursday (12.09.2024) appointed retired IAS officer and former Chief Secretary V K Janjua (Retd.IAS:1989:PB) as the Chief Commissioner of the Punjab Transparency and Accountability Commission.
Janjua had retired as Chief Secretary on June 30, 2023, after serving for 11 months, having been appointed to the role on July 6, 2022.
He had even applied for the post of the Chairperson of Punjab Public Service Commission. However, Jatinder Singh Aulakh (IPS:1997:PB), a former police officer, was appointed to the post.
Dr. Swati Vijay Kulkarni appointed next Ambassador of India to Algeria
Dr. Swati Vijay Kulkarni (IFS:1995) has been appointed as the next Ambassador of India to the People’s Democratic Republic of Algeria. Presently, he is serving as Additional Secretary in the Ministry of External Affairs and is expected to take up the assignment shortly.
In a statement, the MEA said, “Dr. Swati Vijay Kulkarni (IFS: 1995), presently Additional Secretary in the Ministry, has been appointed as the next Ambassador of India to the People’s Democratic Republic of Algeria.”
“She is expected to take up the assignment shortly,” the statement added.
Rahul Jain gets extension as Joint Secretary, Sixteenth Finance Commission
The central deputation tenure of Rahul Jain (IAS:2005:MP) as Joint Secretary, Sixteenth Finance Commission has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (13.09.2024), the competent authority has approved the proposal of the Sixteenth Finance Commission to extend the deputation tenure of Mr. Jain for two years beyond 03.11.2024 or until further orders, whichever is earlier.
