Brijendra Pratap Singh selected as CMD, National Aluminium Company Limited

Brijendra Pratap Singh has been selected as Chairman & Managing Director (CMD), National Aluminium Company Limited (NACL) at a Public Enterprises Selection Board (PESB) meeting held on September 17, 2024. Presently, he is serving as Director in-charge (Burnpur and Durgapur Steel Plant), Steel Authority Of India Limited (SAIL).

He will be appointed to the post of CMD after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 06 applicants were interviewed in the selection meeting:

Maha govt and state administrative service officers on warpath over promotion to IAS

The Maharashtra government and the State Administrative Service (SAS) officers are on warpath over promotion of 40 State Revenue Service’s officers to the IAS cadre. Three prominent unions representing the state SAS officers have written a letter to the Department of Personnel and Training (DoPT) under the central government urging it to immediately halt the process of promotion of these officers to the IAS cadre as recommended by the state government.

The contention of the SAS officers’ unions is that the Maharashtra Revenue Service is not approved as part of the state administrative service by the Centre and hence, the recent government’s proposal to promote them to the IAS is ‘illegal’.

The incumbent BJP government in Maharashtra reportedly held a meeting on August 30 last month and cleared names of 40 officers belonging to the state revenue service for promotion to the IAS cadre. This rattled the state officers, who swung into action opposing the move.

The officers’ unions have raised joint concerns over the issue contending that the state revenue officers are not eligible for promotion to the IAS as this service is not part of the approved state administrative service. The unions have also cited a ruling from the Central Administrative Tribunal (CAT) that clearly says that Maharashtra Revenue Service has not been recognized as an approved civil service either by the state government or the central government.

Moreover, a legal battle over the issue is already on. Further, the unions have argued in the latter that under the IAS (Appointment by Promotion) Regulations of 1955 only those officers serving in the approved civil services are eligible for promotion to the IAS cadre. The fight goes on unabated.

Anurag Garg appointed Director General of NCB

Senior IPS officer Anurag Garg (IPS:1993:HP), currently serving as Additional Director General of Border Security Force (BSF), has been appointed as Director General (DG) of Narcotics Control Bureau (NCB). According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the appointment of Mr. Garg on deputation basis with effect from the date of assumption of charge of the post till 23.05.2026 or until further orders whichever is earlier.

The post of NCB head is currently being held in an additional capacity by CRPF DG Anish Dayal Singh (IPS:1988:MH) following the retirement of incumbent S N Pradhan (IPS:1988:JH) in August. The NCB is the federal anti-narcotics agency with its offices spread across the country.

Chandigarh: 8 IAS, IPS, DANIPS Officers to Join UT Administration; New FS, MC & DC to Be Named Soon

The Chandigarh administration is all set to receive a battery of eight new IAS, IPS and DANIPS officers soon. The list of three officers for appointments on the key posts of Finance Secretary, Municipal Commissioner and a Deputy Commissioner has already been sent to the Ministry of Home Affairs (MHA) at the Centre for approval. Besides, the MHA has already issued the posting orders of four AGMUT cadre IAS and IPS officers and a DANIPS officer to be posted in the Union Territory (UT).

This is possibly for the first time that the UT is going to have eight new IAS, IPS and DANIPS officers joining it around the same time within next one month. Basant Garg (IAS:2005:PB) is most likely to become new Finance Secretary, while Amit Kumar (IAS:2008:PB) is believed to have been named for the post of Municipal Commissioner.

Similarly, Nishant Kumar Yadav (IAS:2013:HY) is the strongest contender for the Deputy Commissioner’s post in the UT. According to sources in the Chandigarh administration, the list was finalised after discussion with Punjab Governor and UT Administrator Gulab Chand Katariya before being sent to the MHA for the final approval.

Among the five officers, who have already been issued posting orders by the MHA, are two IAS and two IPS officers of the AGMUT cadre and one DANIPS officer. The IAS officers are Swapnil Naik (IAS:2004:AGMUT) and Prerna Puri (IAS:2006:AGMUT), while the IPS officers are Manjit (IPS:2015:AGMUT) and Geetanjali Khandelwal (IPS:2015:AGMUT). Besides, one DANIPS cadre officer has also been ordered to move to Chandigarh.

Knowing Tuhin Kanta Pandey, India’s new finance secretary

Tuhin Kanta Pandey, the name hogging the media limelight currently, is the country’s new finance secretary, appointed on September 7 by the Union Cabinet. He succeeded TV Somanathan after the latter’s elevation to the post of the cabinet secretary.

A 1987-batch IAS from Odisha cadre, Tuhin has had a distinguished career spanning over three decades, rising from the post of district collector of Sambalpur in Odisha to becoming the country’s finance secretary at a time when India is striving for a prime slot in the world’s five biggest economies.

Tuhin is best known for his role in leading the high-profile disinvestment programs of the central government that saw the historic sale of Air India and the listing of Life Insurance Corporation (LIC) for sale, serving as the secretary of the Departments of Investment and Public Asset Management (DIPAM), before being appointed as finance secretary. He also briefly held additional charge as secretary of the Ministry of Civil Aviation in 2021.

Known for his expertise in handling public assets, Tuhin’s career as a bureaucrat reached a high watermark in 2009, when he was appointed as a joint secretary in the Planning Commission.

A post-graduate in Economics from Punjab University and an MBA from the United Kingdom, Tuhin oversaw the Odisha government’s financial department and has been associated with the Finance Ministry for a long time.

CG: Three IAS officers shifted; Bastar, Sukma get new Collectors

The Chhattisgarh government on Saturday (14.09.2024) issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows;

  1. Vijay Dayaram (IAS:2015:CG), Collector, Bastar, has been transferred and posted as CEO, Chhattisgarh State Skill Development Authority.
  2. Harish S (IAS:2015:CG), Collector, Sukma, has been transferred and posted as Collector, Bastar.
  3. Devesh Kumar Dhruv (IAS:2018:CG), Municipal Commissioner, Bhilai, has been transferred and posted as Collector, Sukma.

Bihar: 17 more IPS officers shifted

The Bihar government on Saturday made another round of changes in the police administration. In its third list in as many days, 17 IPS officers were shifted to new assignments. A total of 55 IPS officers have been transferred in the past three days.

The names of the officers and their postings are as follows;

  1. Dr. Swapna Gautam Meshram (IAS:2011:BH), SP, Aurangabad, has been transferred and posted as Commandant, BSAP-17, Bodhgaya.
  2. Deepak Ranjan (IPS:2012:BH), Commandant, BSAP-3, Bodhgaya with additional charge of Commandant, BSAP-17, Bodhgaya, has been transferred and posted as Commandant, BSAP-3, Bodhgaya.

MJ Chethan appointed OSD to Union Minister HD Kumaraswamy

MJ Chethan (IRS-C&IT:2009) was on Friday (13.09.2024) appointed as Officer on Special Duty (OSD) to HD Kumaraswamy, Minister for Heavy Industries & Steel for five years. His appointment is specially pertains to Ministry of Steel.

According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the appointment of Mr Chethan to the post for five years with effect from the date of assumption of charge of post or on co-terminus basis with the Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.

He will assume the role of the post at Director level.

Tatung Padi appointed PS to MoS External Affairs, Pabitra Marghrita

Tatung Padi (IRS-IT:2009) has been appointed as Private Secretary to Pabitra Marghrita, Minister of State for External Affairs and Textiles. To enable him to take up this assignment, his tenure in the Ministry of Skill Development & Entrepreneurship as Director has been curtailed.

His appointment is specifically pertains to the Ministry of External Affairs.

According to an order issued by the Department of Personnel and Training (DoPT) Friday (13.09.2024), the Appointments Committee of the Cabinet has approved the appointment of Mr. Padi to the post of Private Secretary for a period upto 17.03.2029 (i.e. for the balance period of his five years central deputation tenure) with effect from the date of assumption of the charge of the post or on co-terminus basis with the Minister or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.

Nishant Mehra appointed OSD to MoS Ayush, Prataprao Jadhav

Nishant Mehra (Deputy Secretary, Lok Sabha Secretariat) was on Friday (13.09.2024) appointed as Officer on Special Duty (OSD) to Prataprao Jadhav, Minister of State (I/C) for Ayush and Minister of State for Health & Family Welfare. His appointment is specifically pertains to the Ministry of Ayush.

According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the appointment of Mr Mehra to the post for four years with effect from the date of assumption of charge of post or on co-terminus basis with the Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.

He will assume the role of the post at Deputy Secretary level.
