The Department of Revenue on Tuesday (17.09.2024) reshuffled the responsibilities of three Special Directors in the Enforcement of Directorate.
They are:
Satyabrata Kumar (IRS-C&IT:2004), Special Director, Western Region, has been transferred and posted Special Director, Eastern Region. He replaces Subhash Agrawal. Earlier, Kumar also worked as the staff officer to Sanjay Kumar Mishra, the then Director, ED.
Subhash Agrawal (IRS-&IT:1993), Special Director, Eastern Region, has been transferred and posted Special Director, Western Region.
Abhishek Goyal (IPS:2005:KN), Special Director, Enforcement (HIU), has been assigned additional charge of Special Director, Northern Region.
Three senior IPS officers were suspended by the Andhra Pradesh government after a complaint of wrongful arrest and confinement was filed against police by Mumbai-based actress Kadambari Jethwani. The three officers suspended in this connection include former intelligence chief PSR Anjaneyulu (IPS:1992:AP), former police commissioner of Vijayawada, Kranti Rana Tata (IPS:2004:AP), and former Vijayawada deputy commissioner Vishal Gunni (IPS:2010:AP).
In her complaint, the actress alleged that the action was taken against her in haste at the behest of YSRCP leader and film producer K V Vidyasagar Rao, who accused her of forgery and extortion. In her police complaint, the actress has alleged that she and her father were picked by police and brought to Vijayawada, where they were kept in confinement for three days. They were later granted bail by the local court.
On the basis of her complaint, the AP police chief had ordered a probe. The probe team made stunning disclosure that IPS officers Kranthi Rana Tata and Vishal Gunni proceeded to arrest the actress even before producer Vidyasagar Rao had formally lodged a police complaint. According to the probe report, it was allegedly done on the direction of former intelligence DG Anjaneyulu. The probe report thus paved the way for their suspensions.
The three IPS officers recently transferred to the Lucknow Commissionerate as Deputy Commissioners of Police have been assigned their new responsibilities.
Aparna Gupta (IPS:2015:UP) has been appointed as DCP, Women Crime and Security. Prior to this, she served as SP of Mahoba. Anil Kumar Yadav (IPS:2018:UP) has been posted as DCP, PHQ. He was previously held the position of Additional DCP in the Police Commissionerate of Gautam Buddh Nagar. Both officers were transferred to the Lucknow Commissionerate on 10 September.
Additionally, IPS officer Ram Nayan Singh (IPS-SPS), currently serving as DCP, PHQ, has been reassigned as DCP, North.
The Municipal Corporation of Delhi (MCD) has recently made a fresh reallocation of work, affecting seven additional commissioners. This includes four AGMUT cadre IAS officers and three officers from IRS, IOFS and IRAS. The fresh work allocation follows the appointment of Sachin Shinde (IAS:2008:AGMUT) as an Additional Commissioner in MCD.
The newly appointed officers were assigned departments and zones in their capacity as Zonal In-Charge.
Sachin Shinde (IAS:2008:AGMUT), Additional Commissioner in-charge of West Zone, Nazafgarh Zone & Narela Zone, has been allocated with Central Establishment Department including O&M, Vigilance, Corruption Complaint Cell, Advertisement, RP Cell/Parking, Corporation & Committees (C&C) and Election.
Jitender Yadav (IAS:2010:AGMUT), Additional Commissioner in-charge of South Zone, City-Sadar Paharganj & Central Zone, has been allocated with Engineering Department including E&M, Building (HQs), Electrical, Architecture Department and Nodal officer of Screening Committee, Town Planning & Nodal Officer (Monitoring Committee), Information Technology and Ease of Doing Business (EoDB) and Community Services Department.
Dr Tariq Thomas (IAS:2011:AGMUT), Additional Commissioner in-charge of Karol Bag Zone & Civil Lines, has been allocated with DEMS including establishment matters of DEMS and Industrial Relations, Nodal Officer (HQs) for L.G. Listening Post, CPGRAM, PGMS, Disaster Management, Mobile App 311 (Swachhta App), Green App & MS Office, Toll Tax, Horticulture, Hackney Carriage and Sanjay Gandhi Transport Nagar.
Nidhi Malik (IAS:2013:AGMUT), Additional Commissioner (LAC) in-charge of Keshavpuram & Rohini Zone , has been allocated with Education, Law, Land, Estate and Veterinary Services.
Amit Kumar Sharma (IRS: 2004), Additional Commissioner, has been allocated with CL&EC, Factory Licensing, Printing & Stationary and Language.
Pankaj Naresh Aggrawal (IOFS:2007), Additional Commissioner in-charge of Shahdara (South) & Shahdara (North) Zone, has been allocated with Hospital Administration, AYUSH, P&I, Headquarter and Public Health.
Veer Singh Yadav (IRAS:2007), Additional Commissioner, has been allocated with Finance (CA-cum-FA), Assessment & Collection and Labour Welfare.
The West Bengal government on Tuesday (17.09.2024) effected major reshuffle in police administration by issuing transfer orders for six IPS officers. According to an order issued by the Home department, Manoj Kumar Verma has been appointed new Kolkata Police Commissioner in place of Vineet Kumar Goyal, who has been made ADG & IGP, STF.
The name of the officers and their postings are as follows;
Vineet Kumar Goyal (IPS:1994:WB), Commissioner of Police, Kolkata, has been transferred and posted as ADG & IGP, STF.
Gyanwant Singh (IPS:1993:WB), Director, Director, Directorate of Economic Offences, has been transferred and posted as ADG & IGP, IB.
Jawed Shamim (IPS:1995:WB), ADG & IGP, IB, has been transferred and posted as ADG, Law & Order.
Manoj Kumar Verma (IPS:1994:WB), ADG, Law & Order, has been transferred and posted as Commissioner of Police, Kolkata.
Tripurari Atharv (IAS:1995:WB), ADG & IGP, STF, has been transferred and posted as Director, Director, Directorate of Economic Offences.
Abhishek Gupta (IPS:2011:WB), DC, North Division, Kolkata, has been transferred and posted as Commanding Officer, EFR, 2nd Battalion.
Dipak Sarkar (IPS-SPS:2014:WB), DC, East Siliguri PC, has been transferred and posted as DC North Division, Kolkata.
Notably, Chief Minister Mamata Banerjee, after a meeting with the doctors, announced on Monday midnight that ex-Police Commissioner Vineet Goyal, Director of Medical Education (DME) Kaustav Nayek, and north Kolkata Deputy Commissioner Abhishek Gupta, and Director of health services Debashish Haldar would be removed from their respective posts.
The government also removed Dr Kaustav Nayak and Dr Debasish Halder from the position of Director of Medical Education (DME) and the Director of Health Services (DHS) respectively, a health department order said. Dr Swapan Soren was appointed the new in-charge director of health services and Dr Suparna Dutta officer on special duty of medical education, it added.
Nayak was appointed the Director of the Institute of Health and Family Welfare while Halder was posted as the officer on special duty of Public health at Swasthya Bhawan.
Brijendra Pratap Singh has been selected as Chairman & Managing Director (CMD), National Aluminium Company Limited (NACL) at a Public Enterprises Selection Board (PESB) meeting held on September 17, 2024. Presently, he is serving as Director in-charge (Burnpur and Durgapur Steel Plant), Steel Authority Of India Limited (SAIL).
He will be appointed to the post of CMD after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The Maharashtra government and the State Administrative Service (SAS) officers are on warpath over promotion of 40 State Revenue Service’s officers to the IAS cadre. Three prominent unions representing the state SAS officers have written a letter to the Department of Personnel and Training (DoPT) under the central government urging it to immediately halt the process of promotion of these officers to the IAS cadre as recommended by the state government.
The contention of the SAS officers’ unions is that the Maharashtra Revenue Service is not approved as part of the state administrative service by the Centre and hence, the recent government’s proposal to promote them to the IAS is ‘illegal’.
The incumbent BJP government in Maharashtra reportedly held a meeting on August 30 last month and cleared names of 40 officers belonging to the state revenue service for promotion to the IAS cadre. This rattled the state officers, who swung into action opposing the move.
The officers’ unions have raised joint concerns over the issue contending that the state revenue officers are not eligible for promotion to the IAS as this service is not part of the approved state administrative service. The unions have also cited a ruling from the Central Administrative Tribunal (CAT) that clearly says that Maharashtra Revenue Service has not been recognized as an approved civil service either by the state government or the central government.
Moreover, a legal battle over the issue is already on. Further, the unions have argued in the latter that under the IAS (Appointment by Promotion) Regulations of 1955 only those officers serving in the approved civil services are eligible for promotion to the IAS cadre. The fight goes on unabated.
Senior IPS officer Anurag Garg (IPS:1993:HP), currently serving as Additional Director General of Border Security Force (BSF), has been appointed as Director General (DG) of Narcotics Control Bureau (NCB). According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the appointment of Mr. Garg on deputation basis with effect from the date of assumption of charge of the post till 23.05.2026 or until further orders whichever is earlier.
The post of NCB head is currently being held in an additional capacity by CRPF DG Anish Dayal Singh (IPS:1988:MH) following the retirement of incumbent S N Pradhan (IPS:1988:JH) in August. The NCB is the federal anti-narcotics agency with its offices spread across the country.
The Chandigarh administration is all set to receive a battery of eight new IAS, IPS and DANIPS officers soon. The list of three officers for appointments on the key posts of Finance Secretary, Municipal Commissioner and a Deputy Commissioner has already been sent to the Ministry of Home Affairs (MHA) at the Centre for approval. Besides, the MHA has already issued the posting orders of four AGMUT cadre IAS and IPS officers and a DANIPS officer to be posted in the Union Territory (UT).
This is possibly for the first time that the UT is going to have eight new IAS, IPS and DANIPS officers joining it around the same time within next one month. Basant Garg (IAS:2005:PB) is most likely to become new Finance Secretary, while Amit Kumar (IAS:2008:PB) is believed to have been named for the post of Municipal Commissioner.
Similarly, Nishant Kumar Yadav (IAS:2013:HY) is the strongest contender for the Deputy Commissioner’s post in the UT. According to sources in the Chandigarh administration, the list was finalised after discussion with Punjab Governor and UT Administrator Gulab Chand Katariya before being sent to the MHA for the final approval.
Among the five officers, who have already been issued posting orders by the MHA, are two IAS and two IPS officers of the AGMUT cadre and one DANIPS officer. The IAS officers are Swapnil Naik (IAS:2004:AGMUT) and Prerna Puri (IAS:2006:AGMUT), while the IPS officers are Manjit (IPS:2015:AGMUT) and Geetanjali Khandelwal (IPS:2015:AGMUT). Besides, one DANIPS cadre officer has also been ordered to move to Chandigarh.
