CG: Pawan Dev promoted to DGP rank

The Chhattisgarh government on Monday (30.09.2024) promoted senior IPS officer Pawan Dev (IPS:1992:CG) in the rank of Director General of Police (DGP) in Level-16 of the Pay Matrix. Presently, he is serving as Chief of Police Housing Corporation.

MP kickstarts process to appoint new DGP

The stage is now set for the Madhya Pradesh police force to have a new chief soon. The state government has begun its exercise to set up a panel and send it to the UPSC for appointment of a new Director General of Police (DGP) as the current incumbent Sudhir Saxena (IPS:1987:MP) is retiring on November 30.

The records of all the officers eligible for the post are being scrutinized carefully by the Home Department. As per rules, records related to CR of special DG-rank officers, information about their seniority and field posting as well as their consent for taking over as DGP have to be sent to the UPSC for shortlisting.

The UPSC, on the basis of information supplied by the state, shortlists a panel consisting of the names of three senior-most IAS officers and send it back to the state government. The state government can pick any of the three to appoint as DGP. The process for this appointment is to be completed in November.

The names doing the rounds for the position of the state police chief include special DG Arvind Kumar (IPS:1988:MP), Kailash Makwana (IPS:1988:MP) and Ajay Sharma (IPS:1989:MP). Among these three, Sharma is reported to be ahead of others in the race for DGP’s post.

Delhi: 36 IPS, 5 DANIPS officers shifted in major police reshuffle

The Delhi government on Tuesday (01.10.204) effected major reshuffled in police administration by issuing transfer and posting orders for 41 police officers. The list includes 36 IPS officers and 5 DANIPS officers.

Sonawane Rishikesh Bhagwan appointed as SP in CBI

Sonawane Rishikesh Bhagwan (IPS:2015:KN) has been appointed as Superintendent of Police (SP) in Central Bureau of Investigation (CBI) for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (01.10.2024), the competent authority has approved the induction of Mr Bhagwan to the post for a period of five years or until further orders whichever is earlier.

CBDT: 19 Deputy/Assistant Commissioner grade officers shifted

The Department of Revenue on Tuesday (01.10.2024) issued transfer and posting orders (Local Changes) for 19 IRS officers in the grade of Deputy/Assistant Commissioner of Income Tax.

Vice Admiral Arti Sarin becomes first woman to take over as DG, AFMS

Vice Admiral Arti Sarin has been appointed as the next Director General of the Armed Forces Medical Services (DGAFMS) on Tuesday. She is the first woman to head the Tri-Service Armed Forces Medical Services and is the first female to attain the highest service rank in the Indian Armed Forces.

Sarin is 60 and will head AFMS for two years. The DGAFMS directly reports to the Ministry of Defence and is responsible for the overall medical policy matters for the Armed Forces.

Before being appointed to the top position, Sarin was heading the Navy’s Medical Services Directorate. She has also previously served as DG of Medical Services (Air) and as Director and Commandant of the Pune-based Armed Forces Medical College (AFMC).

She was commissioned into service in December 1985 after she graduated from Armed Forces Medical College (AFMC), Pune. She holds two postgraduate degrees in Radiodiagnosis and Radiation Oncology and is trained in gamma knife surgery.

She has held numerous prestigious academic and administrative positions including Professor and Head, Radiation Oncology, Army Hospital (Research & Referral) and Command Hospital (Southern Command)/AFMC Pune. She has also commanded, INHS Asvini, and served as Command Medical Officer in the Indian Navy’s Southern and Western Naval Commands.

The Indian Police Service (IPS) probationers (regular recruits) from the 2023 batch met the President of India, Droupadi Murmu, at Rashtrapati Bhavan on Monday. The meeting was part of their formal introduction to the country’s highest constitutional authority.

While addressing the IPS probationers, President Murmu highlighted the role our law enforcing agency plays in the progress of the country. She emphasized the need of policing in maintaining law and order and the crucial role it plays in ensuring governance, justice, and protecting citizens’ rights.

President Murmu made a special mention to the increasing representation of women in the IPS saying that this shift is not only transforming the traditional role of the women but also the very nature of policing. She expressed happiness at the fact that out of a total of 188 IPS recruits, 54 were women representing a notable 28.72 percent.

The President stressed the need for the young officers to imbibe the virtues of being efficient and empathetic both while discharging their duty. She called them the representatives of the government and said upholding the rule of law is crucial for “economic growth and social development. “Without law and order, progress remains an empty promise,” she told them.

Pankaj Agrawal gets addl, charge of Secretary, MoRTH

Pankaj Agrawal (IAS:1992:MP), Secretary, Minister of Power, has been given additional charge of the post Secretary, Ministry of Road Transport and Highways (MoRTH). According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (01.10.2024), the competent authority has approved the assignment of additional charge of the post to Mr. Agrawal till the appointment of a regular incumbent.

Previously, Anurag Jain (IAS:1989:MP) was serving as Secretary, MoRTH, but he was repatriated to his parent cadre on Monday and appointed as Chief Secretary of Madhya Pradesh. Upon his appointment, Jain relinquished his post at MoRTH to take on his new role.

IAS officer unlikely to give service even after getting extension

IAS officer Anindita Mitra’s case is a classic example of Centre’s dilly-dalliance leading to confusion. A Punjab cadre officer of 2007 batch, Mitra was transferred to AGMUT cadre and posted as Commissioner of Chandigarh Corporation. Her tenure ended on August 22. She was sure to get a three-month extension but she did not. Finally, she was given a warm farewell by the colleagues and she left for her parent cadre- Punjab.

Then, the twist is added to her story. Her tenure is unexpectedly extended for three months by the Centre, but almost one month after getting farewell and joining her home cadre. Mitra has already assumed the charge in Punjab. Now she is in no position to join Chandigarh administration as the Punjab government hasn’t relieved her.

Her one month of the three months extension was lost due to the Centre’s inaction and further delay is being caused by the Punjab government not relieving her. She is caught in a quandary for no fault of her.

Sources said that it all happened “due to confusion” but almost confirmed that Mitra is unlikely to join Chandigarh administration.

In the meantime, as sources confided, the name for regular commissioner for Chandigarh Corporation has also been shortlisted and a communication has been sent about the same and the regular commissioner is likely to be appointed soon.

Nalin Prabhat takes charge as DGP of J&K

Senior IPS officer Nalin Prabhat (IPS:1992:AP) on Monday evening (30.09.2024) took over as the Director General of Police (DGP) of Jammu and Kashmir, following the retirement of RR Swain (IPS:1991:AGMUT). Prabhat received the baton from Swain during a simple ceremony at the police headquarters in Jammu.

Prabhat was appointed as the next DGP of Jammu and Kashmir on August 15, 2024. To facilitate his appointment, his tenure as Director General (DG) of the National Security Guard (NSG) was curtailed, allowing for his inter-cadre deputation to the AGMUT cadre for an initial period of three years. This move ensured that he could assume the role of Police Chief after Swain’s retirement on September 30.
