West Bengal: Two IAS officers assigned new responsibilities

The West Bengal government recently made a minor yet significant change in the state’s bureaucracy by issuing reshuffling orders for two senior IAS officers.

The names of the officers and their posting orders are as follows;

  1. Dr. Subrata Gupta (IAS:1990:WB), Additional Chief Secretary, Science & Technology and Bio-Technology Department, has been given additional charge of Additional Chief Secretary, North Bengal Development Department.
  2. Manish Jain (IAS:1994:WB), Principal Secretary, North Bengal Development Department, has been transferred and posted as Principal Secretary, Irrigation and Waterways Department with additional charges of Principal Secretary, Water Resource Investigation & Development Department and Project Director, ADMI Project.

Maharashtra CS submits compliance report to ECI

The Maharashtra government finally submitted its compliance report to the Election Commission of India (ECI) regarding the transfer of officers who have completed three years in a district. In its preparation for the forthcoming assembly elections, the ECI had issued a directive to carry out transfers and set the deadline of August 20 to file compliance report but the state government was non-compliant despite repeated reminders.

It provoked the ECI to shoot off a letter asking for explanation from the Chief Secretary and the DGP on September 27. Maharashtra Chief Secretary Sujata Saunik (IAS:1988:MH) had then said that the government would submit compliance report to the ECI on Monday, which she finally did.

The EC had, virtually, issued a directive on July 31 to all the states where elections are to be held shortly to relocate officials who have served in their home districts or current posting for over three years. While other states, going to the polls, responded with required report, Maharashtra failed to act despite repeated reminders by the EC. It had led the EC to express strong displeasure at the delay and seek explanation for the failure to comply with its order.

There are more than 100 inspector-level police officers and many revenue officers holding key positions in Mumbai and other parts of Maharashtra who were to be transferred as per the EC’s directive.

PM Modi interacts with IPS probationers of 76 RR

Prime Minister Narendra Modi on Friday (04.10.204) interacted with the Indian Police Service (IPS) probationers from the 76th batch of the Regular Recruit (RR) and discussed the transformation of policing over the years and the importance of tackling new challenges like cybercrime.

In a post shared on X (formerly Twitter), the Prime Minister said, “Interacted with IPS Probationers of 76 RR earlier today. Wished them the very best in their endeavour of serving people. Discussed how policing has changed over the years and how it has become important to tackle new challenges like cyber crime. @svpnpahyd,”.

The Sardar Vallabhbhai Patel National Police Academy (SVPNPA), which trains the officers of the Indian Police Service, also posted on X, highlighting that PM Modi encouraged the trainees to deliver quality policing, contribute to nation-building, and create awareness of cybercrime.

The academy wrote, “Inspiring the future leaders of India’s police force, Prime Minister’s words of wisdom and guidance left a lasting impact on the trainees,”.

RBI elevates Aviral Jain as Executive Director

The Reserve Bank of India (RBI) on Friday (04.10.2024) promoted Aviral Jain as an Executive Director (ED) with effect from October 01, 2024. Prior to this assignment, he was serving as Regional Director for Maharashtra in RBI. In his new role as Executive Director, he will look after the Legal Department, the Premises Department and the Right to Information Act (First).

Jain has experience of more than three decades in areas of supervision, currency management, foreign exchange regulation and human resource management.

Tamil Nadu: Four IPS officers shifted

The Tamil Nadu government on Wednesday (02.10.2024) issued transfer and posting orders for 4 IPS officers.

The names of the officers and their postings are as follows;

  1. Dr. Santosh Hadimani (IPS:2011:TN), Superintendent of Police, Chief Office Vacancy Reserve, has been transferred and posted as Deputy Commissioner of Police, Triplicane, Greater Chennai Police, Chennai.
  2. S Selvanagarathinam (IPS:2013:TN), Deputy Commissioner of Police, Triplicane, Greater Chennai Police, Chennai, has been transferred and posted as Deputy Commissioner of Police, St. Thomas Mount, Greater Chennai Police, Chennai.
  3. Dr. M Sudhakar (IPS:2002:TN), Deputy Commissioner of Police, St. Thomas Mount, Greater Chennai Police, Chennai, has been transferred and posted as Superintendent of Police, Tiruvannamalai.
  4. Dr. K Prabhakar (IPS), Superintendent of Police, Tiruvannamalai, has been transferred and posted as Deputy Commissioner of Police, Central Crime Branch, Tambaram Police, Commissionerate, Tambaram.

Prashant Agarwal gets extension as Director, D/o Higher Education

The central deputation tenure of Prashant Agarwal (IRSS:2002) as Director, Department of Higher Education, has been extended for 10 months. According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved to extend the deputation tenure of Mr. Agarwal for 10 months by excluding the period from 01.07.2022 to 28.04.2023 spent for APPPA training programme from his overall tenure under central staffing scheme thereby extending his tenure beyond 14.02.2025 and upto 14.12.2025 or until further orders, whichever is earlier.

Kaushik Prakshit selected as Director (Finance), The Jute Corporation of India Limited

Kaushik Prakshit has been selected as Director (Finance), The Jute Corporation of India Limited at a Public Enterprises Selection Board (PESB) meeting held on October 04, 2024. Presently, he is serving as Senior General Manager (Finance and Accounts), National Seeds Corporation Limited (NSCL).

He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 09 applicants were interviewed in the selection meeting:

SC issues notices to 8 states and Centre to appoint regular DGPs

The Supreme Court of India seems determined to put an end to the practice of adhocism adopted by several state governments, which prefer to have acting or interim police chiefs instead of appointing regular DGPs. That is the reason behind the apex court issuing notices to eight states and the Centre on September 3 while hearing a petition seeking the appointment of regular DGPs in these states. These states had been issued notices on September 30 as well.

The states which have been issued notices include, Uttar Pradesh, Uttarakhand, Andhra Pradesh, Telangana, Odisha, West Bengal, Punjab, and Jharkhand. Barring Odisha, all these states are currently having temporary police chief designated as acting DGP.

Having temporary DGP is a clear violation of the Supreme Court’s guidelines, for the appointment of the chiefs of state police force, issued in the famous Prakash Singh case in 2006. According to guidelines, the state police chief has to be appointed on a regular basis for the fixed tenure of two years from the panel shortlisted by the UPSC.

What has caused concern for the apex court to deal with the issue with determination is the fact that there has been an increasing trend among the state governments to give additional charge of the police chief’s post to a DG-rank officer and designate him as acting DGP rather than appointing regular DGPs as per SC’s guidelines.

UPSC sends panel of IPS officers for appointment as Uttarakhand DGP

The cloud of uncertainty over the appointment of a regular Director General of Police (DGP) for Uttarakhand finally disappeared on Thursday with the Union Public Service Commission (UPSC) sending the panel of three names to the Uttarakhand government for the appointment of a regular DGP. The ball is now in the court of the Uttarakhand government. The state government can now make a choice and announce the appointment soon.

The most remarkable omission from the UPSC’s panel is Abhinav Kumar. A 1996 batch IPS, Kumar has been serving as an acting DGP of the state for the last ten months. According to the Home Department, the UPSC has excluded Abhinav Kumar’s name from its panel on ‘technical ground’. Topping the list, Deepam Seth, a 1995 batch IPS officer emerges as a frontrunner, followed by 1995 batch IPS officer PVK Prasad and Amit Kumar Sinha, an IPS officer of the 1997 batch.

Currently, Deepam Seth is serving at Centre as ADG in Shasatra Seema Bal (SSB) whereas PVK Prasad is the Director of Prosecution and Amit Kumar Sinha is ADG, Administration.

The state government had sent names of seven top IPS officers to the UPSC for scrutiny. Out of those seven names, the UPSC shortlisted three names for the appointment of DGP and has now sent back its panel to the Uttarakhand government.

Union Cabinet modifies Productivity Linked Reward for ports and dock employees

The Union Cabinet has approved modification of the existing Productivity Linked Reward (PLR) Scheme for the major ports and dock labour Board employees/workers from 2020-21 to 2025-26.

It will benefit about 20,704 employees of Major Port Authorities and Dock Labour Board Employees/workers. The All India Port performance weightage has been reduced to 40% from the existing 50% over a period till 2025-26. The total expenditure for the entire period under this head will be in tune of Rs.200 crore. The PLR is granted every year according to the settlement between Management and the Labour Federations of the Major Port Authorities.
