Jharkhand: 9 IAS officers shifted; Rahul Kumar Sinha posted as Director, Mines

The Jharkhand government has recently issued transfer and posting orders for nine IAS officers.

The names of the officers and their posting are as follows;

  1. Suman Cathrine Kispotta (IAS:2010:JH), awaiting posting orders, has been posted as Special Secretary, Personnel, Administrative Reforms and Rajbhasha Department.
  2. Rahul Kumar Sinha (IAS:2011:JH), awaiting posting orders, has been posted as Director, Mines with additional charge of MD, Jharkhand State Mineral Development Corporation Limited (JSMDC).
  3. Shashi Prakash (IAS:2011:JH), Director, Social Welfare, has been transferred and posted as Special Secretary, Revenue, Registration and Land Reforms.
  4. Mrityunjay Kumar Baranwal (IAS:2013:JH), awaiting posting orders, has been posted as CEO, Jharkhand State Livelihood Promotion Society (JSLPS) with additional charge of MGNREGA Commissioner.
  5. Shashi Ranjan (IAS:2013:JH), MD, Jharkhand Industrial Area Development Authority (JIADA) with additional charge of the posts of Director, Mines and MD, Jharkhand State Mineral Development Corporation Limited (JSMDC), has been transferred and posted as State Project Director, Jharkhand Education Project Council (JEPC) (Sarv Shiksha Abhiyan) with additional charge of Director, Mid-Day Meal and Director, JCERT.
  6. Kiran Kumar Pasi (IAS:2013:JH), Director, Animal Husbandry, has been transferred and posted as Director, Social Welfare.
  7. Aditya Ranjan (IAS:2015:JH), State Project Director, Jharkhand Education Project Council (JEPC) (Sarv Shiksha Abhiyan) with additional charge of posts of Director, Mid-Day Meal and Director, JCERT, has been transferred and posted as Director, Animal Husbandry.
  8. Garima Singh (IAS:2016:JH), awaiting posting orders, has been posted as Joint Secretary, Planning & Development Department.
  9. Prerna Dixit (IAS:2017:JH), DDC, Hazaribagh Development, has been transferred and posted as MD, Jharkhand Industrial Area Development Authority (JIADA).

After SC, UPSC issues notice to J’khand govt on acting DGP issue

The Union Public Service Commission (UPSC) has raised questions over the list of IPS officers sent by the Jharkhand government for the appointment of a regular Director General of Police (DGP). The entire issue cropped up after the state government included the name of former DGP Ajay Kumar Singh in its list of four IPS officers sent to the UPSC for shortlisting.

A 1989 batch IPS officer, Ajay Kumar Singh, had been appointed as a regular DGP in 2023 for a two-year term but was replaced by his junior Anurag Gupta, a 1990 batch IPS officer, as an acting DGP before the expiry of his tenure.

Now, the UPSC has issued notice to the state government asking for explanation as to under which circumstances Ajay Kumar Singh was replaced mid way by an acting DGP. The UPSC has also raised the issue as to why the Supreme Court’s directive given in the Prakash Singh vs the Union of India case of 2006 was not implemented. The apex court had ruled that a state government must appoint a DGP for a fixed two-year term.

Interestingly, the Jharkhand government is already facing contempt charges for the same reason in the Supreme Court. The contempt petition says that Gupta was appointed on an ad-hoc basis in contravention of the apex court judgment which laid down procedures for the appointment of the DGPs in States. It was this case that opened a Pandora box with the apex court issuing notices to eight states for preferring to have acting DGPs instead of appointing the regular ones.

High Court hands over Amritsar incident probe to Haryana IPS

In a development that may leave far reaching consequences, the Punjab and Haryana High Court has handed over the probe of a suicide incident that took place in Punjab’s Amritsar last month to an IPS officer of the Haryana cadre.

In that bizarre incident, a person snatched the pistol of an ASI, deployed as a Personal Security Officer (PSO) of a sitting judge of the High Court, and shot himself dead outside the Golden Temple complex in Amritsar. The High Court has now ordered that the incident be probed by Haryana cadre IPS officer, Manisha Chaudhary, currently posted at Panchkula as AIG (Administration) in the Haryana police. A total of three FIRs have been registered under different sections at different police stations on different dates in this incident.

The High Court has now entrusted Choudhary with the task of conducting and concluding investigation as expeditiously as possible. The court has also directed her to file a weekly compliance report detailing progress in investigation in the registry of the HC. These orders were passed by the division bench comprising Chief Justice Sheel Nagu and Justice Anil Kshetarpal while hearing a suo motu petition.

NGT issues notices to authorities for attack on IAS by sand mafias

National Green Tribunal (NGT) has taken up the incident of an attempt to mow down a trainee IAS in Moradabad district by the sand mafias on a serious note. It has issued notices to Union ministry of environment, forest and climate change, DMs of Udham Singh Nagar in Uttarakhand and Moradabad in UP along with the secretaries of pollution control boards (PCBs) of both states and the Centre. The green court has listed the matter for Jan 22, 2025.

The 2022-batch IAS officer, Ram Mohan Meena, currently posted as joint magistrate in Moradabad’s Sadar Tehsil, was on a night patrol on September 22 when this incident occurred. The trainee officer had gone to conduct a raid after getting a tip-off about illegal mining when the mining mafias tried to crush him under the wheels of the tractor they were driving.  The miners even attacked the team with sugarcane allegedly pulled from a nearby field.

The police team, which had accompanied Meena, later seized two tractor-trolleys and heavy earthmovers from the spot. According to police, the illegal sand miners managed to flee after crossing the border into Uttarakhand territory when additional police forces arrived.

An FIR was registered against eight unidentified individuals on the basis of a complaint filed by lekhpal Sarvesh Kumar, following which police launched a man-hunt and arrested three of them — Mohd Furkan, Naeem Uddin and Moin Uddin.

The NGT has raised the issue of illegal mining which has been a persistent problem in the region leading to frequent clashes between the mining mafias and the law enforcing agencies. The court noted that the incident highlights the challenges faced by the local authorities in curbing the menace of illegal mining.

REC disburses Rs 90,955 cr loan in H1 FY25

REC Limited, a maharatna CPSE under the Ministry of Power and a leading NBFC, has disbursed loans worth ₹90,955 crore, up 20.10% year-on-year for the half year ended September 30, 2024. The quantum of renewable energy loans grew 92.68% year-on-year to ₹11,297 crore.

In Q2 FY24-25, REC disbursed loans amounting to Rs 47,303 crore, which is higher by 13.71% compared to Rs 41,598 crore disbursed in Q2 FY23-24. Of this, renewable energy loans aggregated to Rs 5,946 crore, up

Niraj Priyadershi selected as Director (Finance), Central Warehousing Corporation

Niraj Priyadershi has been selected for appointment as Director (Finance) of Central Warehousing Corporation at a Public Enterprises Selection Board (PESB) meeting held on October 05, 2024. Presently, he is serving as General Manager (Finance and Accounts), GAIL India Limited.

He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

RBI Deputy Governor M Rajeshwar Rao gets second one-year term extension

The Modi government has extended the term of Reserve Bank of India’s (RBI’s) Deputy Governor M Rajeshwar Rao for another one year. This extension is effect from October 9, 2024.

The Appointments Committee of the Cabinet in a notification said that it has approved the re-appointment of Rao for a period of one-year, effective October 9, 2024, or until further orders, whichever is earlier.

This is his second one-year extension. Previously, his term as Deputy Governor of RBI was extended by the government for one year, with effect from October 9, 2023.

Rao was initially appointed as RBI Deputy Governor in October 2020 for three-year term.

Wormila Jasmine Keishing gets extension as Dy Secretary in CVC

Central Vigilance Commission

The central deputation tenure of Wormila Jasmine Keishing (IRPS:2011) as Deputy Secretary in Central Vigilance Commission (CVC) has been extended for three months. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (04.10.2024), the competent authority has approved the proposal to extend the deputation tenure of Ms. Keishing for period of three months beyond 03.12.2024 and upto 03.02.2025, or until further orders, whichever is earlier.

Bihar govt warns action against officials seeking outsider’s favour for transfer and posting

If you are a government servant working in Bihar, this news is for you. The Bihar government has issued a directive saying that strict action would be taken against a government servant if found seeking outsider’s recommendation or pressure to secure transfer or posting at desired place or position. The state home department has written a letter to this effect warning government servants against using any outsider’s recommendation or influence for transfer and posting.

The erring personnel will not only be asked for explanation for it, but this undesirable act would also be mentioned in the service book of the concerned official. It means seeking any outsider’s patronage for transfer or posting would mean stepping into danger zone.

The first Cabinet Secretariat and the Second Co-ordination Department had framed a policy guideline for transfer and posting of the government officials way back in 2007. The recent letter from the home department is the reiteration of its intent so that this policy is complied with without aberration.

This has been done to curb the menace of outside interference in the internal function of the government machinery. It is an open secret that transfer and posting have emerged as a major scourge of corruption with many government officials looking for some politicians or middlemen to secure desired transfer or posting.

Former NIA chief to head BCCI’s Anti-Corruption Unit

Retired IPS officer and former National Investigation Agency (NIA) DG Sharad Kumar (Retd.IPS:1979:HY) has been appointed as the new Chief of the Board of Control for Cricket in India (BCCI)’s Anti-Corruption Unit (ACU) for a three years. His appointment in the cricketing body was finalized in the BCCI’s Annual General Meeting on September 29, but it was officially formalized on October 1.

He will take over from KK Mishra (Retd.IPS:1987:HY), who was appointed last year but did not complete his term due to unspecified reasons.

A retired IPS officer from the Haryana cadre, who served as the NIA chief for four years from 2013 to 2017, Kumar played a pivotal role in disrupting terror financing networks in this country. His tenure saw him tackling several high profile investigations and operations with distinction. It was his contribution to the anti- terror cause that saw him being appointed as a Commissioner in the Central Vigilance Commission from June 2018 to April 2020, where he also briefly served as interim Central Vigilance Commissioner.

Hailing from Bareilly in Uttar Pradesh, Shared Kumar, in his new role, will have to confront the issues related to corruption, like match-fixing and betting scandals, which have been dogging the BCCI for a long time. But the real test of his mettle will be to reinforce the BCCI’s commitment to maintaining integrity of the game.
