Anish Dayal Singh (IPS:1988:MH), presently holding the position of Director General (DG) of the Indo-Tibetan Border Police (ITBP), has been entrusted with an additional responsibility as the DG of the Central Reserve Police Force (CRPF). With the impending retirement of S.L. Thaosen (IPS:1988:MP) on November 30, 2023, Singh is set to assume this new role.
As per an official order from the Ministy of Home Affairs (MHA) issued on November 29, 2023, the Competent Authority has approved Singh’s appointment to the additional charge. He will hold this position until the appointment of a regular incumbent or until further orders are issued, whichever occurs earlier. This move ensures a seamless transition in leadership at the CRPF, maintaining stability until a permanent successor is appointed.
Three senior IPS officers have been inducted as Superintendents of Police in the Central Bureau of Investigation (CBI).

The Appointment Committee of the Cabinet on Tuesday (28.11.2023) approved the posting of IPS officers for the period of five years from the date of assumption of the charge or until further order on deputation basis.
The Income Tax Appellate Tribunal (ITAT) has invalidated the income-tax department’s assessment against Arvind Joshi (IAS:1979:MP), an officer of the Madhya Pradesh cadre, culminating in a 13-year legal battle. Notably, the verdict was delivered two years after Arvind Joshi’s demise.
This decision by the ITAT stands out as a rare instance of the tribunal issuing an ex parte order against the income-tax department. The tribunal expressed dissatisfaction with the Commissioner of Income Tax for seeking 25 adjournments over the past two years and raised concerns about the department’s non-appearance at hearings. This lack of participation could potentially impact subsequent proceedings initiated by the Lokayukta and Enforcement Directorate, both of which relied on the now invalidated assessments by the tax department.
The case revolves around Arvind Joshi and his wife Tinoo Joshi, also a 1979-batch IAS officer of the MP cadre. They came under scrutiny following an income-tax raid at their official residence in Bhopal in February 2010, revealing alleged disproportionate assets worth Rs 360 crore. The then government, led by Shivraj Singh Chouhan, suspended the IAS couple and initiated an inquiry led by former chief secretary Nirmala Buch. Arvind had appealed to the ITAT, challenging the assessment.
Arvind Joshi passed away on March 4, 2022, at the age of 68, and his mother followed 10 months later. Arvind’s sister Abha Joshi Ghani, also implicated in the case, had passed away on September 21, 2021. His father, H M Joshi, who is also facing accusations, is approximately 98 years old and continues to be part of the ongoing legal battle alongside Tinoo Joshi.
The ITAT ruling is expected to have significant implications for the findings of the departmental inquiry in this high-profile case. Additionally, it may impact legal actions pursued by the Madhya Pradesh Lokayukta and Enforcement Directorate, particularly concerning Tinoo Joshi.
Anubhav Choudhary (IRSS:2008), who had been recommended for central deputation by the Ministry of Railways, has been chosen for appointment as Director in the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs, Delhi. The Department of Personnel and Training (DoPT) issued an order on Tuesday (28.11.2023), confirming the central government’s approval for Mr. Choudhary’s appointment to the post under the central staffing scheme.
As per the order, Mr. Choudhary’s tenure as Director will extend for a period of five years from the date of assuming charge of the post or until further orders are issued, whichever transpires earlier.
Rupanjali Karthik (IAS:2008:PB) has been appointed as the Director in the Department of Commerce for a period of five years. The Department of Personnel and Training, through an order issued on Tuesday (28.11.2023), conveyed that the competent authority has given the green light for Ms. Karthik’s appointment under the central staffing scheme.
As per the order, this appointment holds for a span of five years, counting from the date Ms. Karthik assumes charge of the post or until any further orders are issued, whichever occurs first.
In a recent development, Zasekuolie Chusi (IAS:2011:NL) has been appointed to the post of Director of Census Operations (DCO) and Director of Citizen Registration (DCR) for Nagaland. This appointment, announced through an order issued by the Department of Personnel and Training (DoPT) on Tuesday (28.11.2023), is on an additional charge basis.
The order specifies that the competent authority has approved Mr. Chusi’s appointment to the post under the central staffing scheme. He is slated to serve in this capacity until December 31, 2025, or until further orders are issued, whichever comes earlier.
Lalit Jain (IAS:2011:HP) has been appointed as the Director of Census Operations (DCO)/ Director of Citizen Registration (DCR) for Haryana. The Department of Personnel and Training (DoPT) issued an order on Tuesday (28.11.2023), announcing the approval of Mr. Jain’s appointment to the said post under the central staffing scheme.
The appointment is effective from the date Mr. Jain assumes charge of the position, extending up to December 31, 2025, or until further orders are issued, whichever comes earlier. This development underscores Mr. Jain’s new responsibilities in overseeing census operations and citizen registration in the state of Haryana.
Amal Garg (IRS-IT:1995), currently serving as the Chief Vigilance Officer (CVO) of the Airport Authority of India (AAI) in Delhi, has been granted an extension to continue holding the additional charge of the post of CVO of Pawan Hans Ltd. (PHL), Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (25.11.2023), the Appointments Committee of the Cabinet has approved the proposal for extending Mr. Garg’s additional charge of the post. This extension is effective beyond 20.10.2023, up to 20.10.2025, which is co-terminus with his deputation tenure as CVO at AAI, or until further orders, whichever transpires earlier.
Rakesh Kumar Singh (IDAS:1993), currently serving as Additional Secretary in the Ministry of Home Affairs, has received an extension of his central deputation tenure. As per an order released by the Department of Personnel and Training (DoPT) on Saturday (25.11.2023), the Appointments Committee of the Cabinet has granted approval to extend Mr. Singh’s deputation tenure for an additional one year. This extension is effective beyond 08.12.2023 or until further orders, whichever occurs earlier.
The central government informed the Supreme Court of its intention to extend the tenure of Delhi’s current Chief Secretary, Naresh Kumar (IAS:1987:AGMUT), for a limited period until a new officer is appointed. In response, the bench of the Supreme Court sought clarification from the Solicitor General, who represented the Centre, regarding the legal provisions supporting this decision.
The term of the current Chief Secretary of Delhi is set to conclude on November 30. Solicitor General Tushar Mehta, presenting the Centre’s stance before a three-judge bench led by Chief Justice of India DY Chandrachud, stated, “Till a new appointment is done, we intend to extend the tenure of the present Chief Secretary.”
Senior Advocate Abhishek Manu Singhvi, representing the Delhi Government, objected to the singular focus on one officer and questioned why the Centre couldn’t choose from the top five IAS officers in the hierarchy. Singhvi pointed out that the Supreme Court had granted services authority to the Delhi government in its judgment, but the Centre had subsequently introduced an ordinance, nullifying the Delhi Government’s original power to appoint the Chief Secretary.
In response, the bench asked the Solicitor General to provide the legal basis for extending the Chief Secretary’s tenure or make a fresh appointment. The Solicitor General assured the bench that the extension was temporary, and a new appointment would be made. However, the bench questioned the necessity of extending the tenure instead of making a fresh appointment, emphasizing the availability of eligible candidates nationwide.
The bench instructed the Centre to elucidate the legal provisions justifying the extension by the following Wednesday (November 29). The Solicitor General committed to seeking instructions on the matter.
