CBIC: 7 senior IRS officers shifted, Rajesh Pandey posted as DG, GST Intelligence

The Department of Revenue, on October 10, issued transfer and posting orders for over half a dozen Principal Chief Commissioner, Chief Commissioner and Director General Customs rank officers.

The names of the officers and their postings are as follows;

  1. Rajesh Pandey (IRS-C&IT:1990), PCC, Mumbai Zone-II, Customs, has been transferred and posted as DGGI (Hqrs), Delhi.
  2. Sandeep Prakash (IRS-C&IT:1990), PCC, has been transferred to CGST, Hyderabad Zone.
  3. Samanjasa Das (IRS-C&IT:1990), PCC, has been transferred to Customs, Delhi Zone.
  4. Charul Baranwal (IRS-C&IT:1991), CC, DGGI (East) Kolkata, has been transferred and posted as CC (AR) CESTAT, Delhi.
  5. Abhai Kumar Srivastav (IRS-C&IT:1992), CC, Customs, Ahmedabad Zone, has been transferred to DGEP Delhi.
  6. Vimal Kumar Srivastava (IRS-C&IT:1990), CC, has been transferred to Mumbai Zone-II Customs.
  7. Pranesh Pathak (IRS-C&IT:1990), CC, has been transferred to Customs Ahmedabad Zone.

CBIC: Charan Preet Singh Bakshi gets proforma promotion as Principal Commissioner grade

Senior IRS officer Charan Preet Singh Bakshi (IRS-C&IT:1992) has been given proforma promotion to the grade of Principal Commissioner of Customs & Indirect Taxes (HAG). He will serve in Level 15 of the pay matrix, which is the HAG. This is effective from 06.03.2023 i.e. the date they assume charge of the post. It will continue until further orders.

CBIC: Sandeep Prakash, Samanjasa Das promoted to Principal Chief Commissioner grade

Sandeep Prakash (IRS-C&IT:1990) and Samanjasa Das (IRS-C&IT:1990) have been empanelled and promoted to the grade of Principal Chief Commissioner/ Principal Director General of Customs & Indirect Taxes in the Indian Revenue Service (Customs & Indirect Taxes).

According to an order issued by the Department of Revenue, the officers will serve in Level 17 of the pay matrix, which is the Apex Scale. The promotion is against the panel year 2024 and is effective from the date they assume charge of the post. It will continue until further orders.

Punjab: Retired IRS officer Arbind Modi appointed Chief Advisor (Fiscal) in Finance Deptt

The Punjab government has appointed retired IRS officer Arbind Modi as the Chief Advisor (Fiscal) in the Department of Finance to bring the economy back on track.

According to a notification issued by the Department of General Administration, former IRS and renowned Tax expert Arbind Modi will be working in the post on an honorary basis. He will be granted cabinet rank of the Government of Punjab and will be entitled to TA, DA, and reimbursement of expenses as per the rules as admissible to a Cabinet Minister. He belongs to Odisha and had worked in Union ministry of Finance and IMF.

The retired IRS officer will be provided a necessary Residential facility, Secretarial Staff, and vehicle by the state government.

Modi, a former member of the Central Board of Direct Taxes (CBDT), had played a key role in assisting then finance minister P Chidambaram in drafting a new direct tax code, but the Bill, which underwent many changes was not passed by Parliament. In 2017, Modi was asked by the Narendra Modi-led government to head a task force to draft new direct tax law to replace the existing Income Tax Act, which has been in force since 1961.

Punjab is currently facing financial challenges, with its debt burden projected to reach ₹3.65 lakh crore by the end of this fiscal year. With Modi’s appointment, the state government hopes to address this fiscal crisis with the expertise of one of the country’s top tax experts.

Odisha: 16 senior IAS officers nominated as Secretary-In-Charge Of Aspirational Dists & Block Programme

The Odisha government has nominated senior IAS officers as Secretary In Charge of 16 identified districts coming under the Aspirational Districts and Block Programme.

According to a notification, the following Secretary Level Officers of the state have been nominated as Secretary-in-Charge in respect of 16 identified districts under the Aspirational Districts (ADP) and Aspirational Blocks Programme (ABP) of NITI Aayog to review the progress of the districts under the above programmes:

  1. Hemant Sharma (IAS:1995:OR), Principal Secretary, Industries, MSME and Energy, has been nominated as Secretary In Charge of Keonjhar District.
  2. Sushil Kumar Lohani (IAS:1995:OR), Principal Secretary, Panchayati Raj & Drinking Water Department, has been nominated as Secretary In Charge of Kalahandi.
  3. Bishnupada Sethi (IAS:1995:OR), Principal Secretary, Social Security & Empowerment of Persons with Disabilities Department, Odia Literature & Culture, ST & SC Development, Minorities & Backward Classes Welfare, has been nominated as Secretary In Charge of Malkangiri.
  4. Chithra Arumugam (IAS:1995:OR), Principal Secretary, Science & Technology, Labour & Employee’s State Insurance and Special Secretary, Planning & Convergence, has been nominated as Secretary In Charge of Koraput.
  5. Saswat Mishra (IAS:1996:OR), Principal Secretary, Finance, has been nominated as Secretary In Charge of Bargarh.
  6. Usha Padhee (IAS:1996:OR), Principal Secretary, Housing & Urban Development, Commerce and Transport Department, has been nominated as Secretary In Charge of Kandhamal.
  7. Vir Vikram Yadav (IAS:1996:OR), Principal Secretary, Works, Food Supplies & Consumer Welfare, has been nominated as Secretary In Charge of Balangir.
  8. Vishal Kumar Dev (IAS:1996:OR), Principal Secretary, Electronics & Information Technology, has been nominated as Secretary In Charge of Nuapada.

Odisha: Seven 2023 batch IAS officers posted as Executive Officers of various municipalities

The Odisha government has appointed seven newly inducted IAS officers from the 2023 batch as Executive Officers for various municipalities across the state. The appointments are part of the officers’ district training program, ensuring they gain practical governance experience in urban local bodies (ULBs).

As per the notification issued by the Housing and Urban Development (H&UD) Department, Ms Ashni AL has been posted as the Executive Officer, Rairangpur Municipality of Mayurbhanj District with financial power for a period of three weeks that is from 27.10. 2024 to 17.11.2024.

Similarly, Ms Tejaswini Behera has been posted as the Executive Offier, Talcher Municipality of Angul district. Likewise, Abhishek Dilip was posted as the Jaleswar Municipality Executive Officer in Balasore district of Odisha.

Besides, Ms Pranita Dash was posted as the Executive Officer of Hinjilicut Municipality in Ganjam district while Ms Preksha Agrawal was posted as Anandpur Municipality’s Executive Officer in Keonjhar district.

The Executive Officers now working in the said ULBs shall continue as Additional Executive Officers during the district training period of the above mentioned IAS probationers.

Haryana: IAS officer Sushil Sarwan posted as MD, HSIIDC

The Haryana government has appointed IAS officer Sushil Sarwan (IAS:2012:HY) as the Managing Director (MD) of Haryana State Industrial and Infrastructure Development Corporation Ltd (HSIIDC). Sarwan, who was awaiting posting orders, will replace Yash Garg (IAS:2009:HY).

HC asks Haryana to withdraw security to IAS tasked with civil administration

The Punjab and Haryana high court has ruled against any security being given to IAS officers tasked with civil administration or quasi-judicial work. The HC has ordered the Haryana government to withdraw the security immediately if any IAS officer in the state is doing civil administration duties or quasi-judicial work and having it.

Justice Harkesh Manuja passed these orders while expanding the scope of a criminal matter on October 4. The court has also asked Haryana DGP to file an affidavit mentioning if any IPS officer in the state has been assigned such duties in any board or corporation.

While deposing before the court, Haryana DGP Shatrujeet Singh Kapoor submitted that no security has been provided to IAS officers tasked with civil administrative works and responsibilities, except those dealing with maintenance of law and order under extraordinary circumstances. The matter is scheduled for the next hearing on Oct 28.

The HC has already clarified that the state should recover the cost incurred on security cover if it is provided to an individual from a political party, religious group or entertainment industry. The court also made it clear that the eligibility criteria should be clearly defined by the state while considering extending security to individuals outside traditionally identified categories.

Centre asks 14 bureaucrats in Telangana to move to AP by Oct 16

The Centre has turned down the requests of 14 senior bureaucrats working in Telangana to reconsider their repatriation to Andhra Pradesh cadre. The 11 IAS and three IPS officers have been working in Telangana after the bifurcation of AP in 2014 and wanted to stay back in Telangana despite their allocation to the AP cadre.

The department of personnel and training (DoPT) has directed these officers to join AP cadre by October 16. The Telangana government has been directed to release these officers and file a compliance report.

The DoPT has written two separate letters to Chief Secretaries of both Telangana and Andhra Pradesh informing them about its decision. The Telangana government has been instructed to ensure the prompt release of these officers and submit a compliance report.

Centre’s order is considered to be a severe jolt to these 14 officers as the similar order had earlier been given to the then Chief Secretary, Somesh Kumar. He initially managed to stay back in Telangana on the basis of a CAT order and took voluntary retirement after being forced to join AP cadre.

The IAS officers working in Telangana and now repatriated to AP are: GHMC Commissioner Amrapali Kata, Energy Secretary D Ronald Rose, Tourism Secretary A Vani Prasad, Women & Child Development Secretary Vakati Karuna and Forests & Environment Secretary M Prashanti. Similarly, NTR District Collector Gummella Srijana, Kadapa Collector Siva Sankar Lotheti, G Hari Kiran, Special CS Anantha Ramu were allotted to AP and had been serving there but challenged their allocation, when the CAT pronounced order in their favour.

IPS officers to be repatriated to Andhra include Anjani Kumar, Abhilasha Bisht and Abhishek Mohanty.

After demerger, Railway notifies 8 services as sub cadre

After the Union Government’s decision to rollback its 2019 decision to merge the railway’s eight services into a unified service on October 5, the railway board has now come out with a notification announcing that there will be eight streams under the Indian Railway Management Service (IRMS). The eight services have been notified as a “sub-cadre” under IRMS which includes traffic, accounts, personnel, civil, electrical, mechanical, signal & telecommunication and stores.

The government through its Department of Personnel and Training (DoPT) had allowed the railway to recruit officers through two different
examinations. The recruitment for first four services will be done through Civil Services Exam (CSE) and remaining will be through Engineering
Services Exam (ESE). After the merger of services introduced in 2019, there was a provision of recruitment only through the Civil Services Examination (CSE). It created a lot of problems in finding suitable candidates for the technical posts leading the government to restore the earlier position.

As per notification, the entire IRMS cadre will have a total sanctioned strength of 8458 personnel.

This decision can be seen as an attempt to strike a fine balance between 2019 decision to have a unified service, and to ensure that railway gets sufficient manpower for both technical and non-technical posts.
