Telangana: Four IAS officers relieved, duties reassigned to other bureaucrats

The Telangana government on Wednesday relieved four Andhra Pradesh cadre IAS officers-Ronald Rose (IAS:2006:AP), Vani Prasad (IAS:1995:AP), Amrapali Kata (IAS:2010:AP), and Karuna Vakati (IAS:2004:AP)-and reassigned their responsibilities to other IAS officers.

The names of the officers and their postings are as follows;

  1. N Sridhar (IAS:1997:TG), Principal Secretary, Scheduled Castes Development Department, has been given additional charge of the posts of Principal Secretary in the Youth Advancement, Tourism and Culture Department and Director of Archaeology.
  2. Sandeep Kumar Sultania (IAS:1998:TG), Principal Secretary, Finance Department, has been given additional charge of the posts of Secretary, Energy Department and CMD, Genco & Transco.
  3. Dr. Christina Z Chongthu (IAS:2001:TG), Secretary, Health, Medical and Family Welfare, has been given additional charge of Director, Ayush.
  4. Dr. TK Sreedevi (IAS:2004:TG), Commissioner of Scheduled Castes Development Department, has been given additional charge of Secretary of Women Development and Child Welfare.
  5. Ilambarithi K (IAS:2005:TG), Commissioner, Transport, has been given additional charge of Commissioner, Greater Hyderabad Municipal Corporation (GHMC).
  6. RV Karnan (IAS:2012:TG), Director, Health & Family Welfare, has been given additional charge of Chief Executive Officer, Aarogyasri Health Care Trust.

Jharkhand: Alka Tiwari likely to be appointed as next Chief Secretary

Senior IAS officer Alka Tiwari (IAS:1988:JH) is likely to be appointed as the next Chief Secretary of Jharkhand, as the current Chief Secretary, L Khiangte (IAS:1988:JH) is set to retire on October 31. On Tuesday, the Appointments Committee of the Cabinet repatriated Ms. Tiwari to her parent cadre in Jharkhand. Prior to her repatriation, she was serving as Secretary of the National Commission for Scheduled Tribes (NCST).

If appointed, Ms. Tiwari will hold the position until her retirement in September 2025.

L Khiangte assumed office as Chief Secretary on December 6, 2023, succeeding Shukhdeo Singh (IAS:1987:JH).

CBIC: 7 Additional/ Joint Commissioner grade officers shifted

The Central Board of Indirect Taxes and Customs (CBIC) on Tuesday (15.10.2024) issued transfer and posting orders for 7 officers in the grade of Additional/ Joint Commissioner of Indirect Taxes and Customs.

SC Collegium recommends 4 Judicial Officers as Judges of Kerala HC

The Supreme Court Collegium has recommended the elevation of four Judicial Officers as Judges of the Kerala High Court. The decision was taken at a meeting of the Collegium held on October 15, 2024.

They are;

  1. K V Jayakumar,
  2. Muralee Krishna S,
  3. Jobin Sebastian, and
  4. PV Balakrishnan.

SC Collegium recommends Justice Siddaiah Rachaiah for appointment as Permanent Judge of Karnataka HC

The Supreme Court Collegium has recommended the name of Justice Siddaiah Rachaiah, currently serving as an Additional Judge, for appointment as Permanent Judge of the Karnataka High Court. The decision was taken at a meeting of the Collegium held on October 15, 2024.

SC Collegium recommends 3 Advocates as Judges of Andhra Pradesh HC

The Supreme Court Collegium has recommended the elevation of three Advocates as Judges of the Andhra Pradesh High Court. The decision was taken at a meeting of the Collegium held on October 15, 2024.

They are;

  2. Thoota Chandra Dhana Sekar @ TCD Sekhar, and
  3. Shri Challa Gunaranjan.

Four IRMS officers empanelled for HAG+ level posts

The Appointments Committee of the Cabinet (ACC) on Wednesday (16.10.2024) has empanelled four officers from the 1988 batch of the Indian Railway Management Service (IRMS) for Level 16 (HAG+) posts.

They are;

  1. Vijay Kumar (IRSME)
  2. Naresh Pal Singh (IRSEE)
  3. Sandeep Mathur (IRSSE)
  4. Tarun Prakash (IRSSE)

High Court seals fate of 4 Telangana IAS seeking relief from repatriation

Unreasonable expectation brings no fruition. The plight of four IAS officers, posted in Telangana and ordered to be repatriated to Andhra Pradesh by the Centre, bears testimony to it. Despite their dogged pursuit to scuttle the central government’s move to repatriate them to their home cadre, Andhra Pradesh, these officers returned empty-handed from the Telangana High Court which refused to show mercy by interfering with the orders of the Central Administrative Tribunal (CAT). On the contrary, the court directed them to immediately join their home cadre as directed by the Department of Personnel and Training (DoPT).

The court asked the four IAS officers – Ronald Rose, Amrapali Kata, Vakati Karuna and A Vani Prasad – to join duties in Andhra Pradesh without delay as per the direction of the CAT on inter-cadre deputation. These officers had moved the Telangana High Court after the CAT refused to stay their repatriation to Andhra Pradesh.

The ball had been set rolling by the DoPT’s order issued on October 10 relieving these officers from their current postings and join duties in Andhra Pradesh on October 16. Following it, these officers rushed to the CAT to stay it but to no avail. Then came the turn of the Telangana High Court to take a call in their hot chase of relief from repatriation. But, fate failed them again.

All arguments related to the rationale behind their repatriation decision as well as the bifurcation of cadre and their long administrative experience in Telangana fell flat on the ears of the judicial authorities deciding the case on merit.

Railway Board: Two New Members, Two DGs Appointed

The Appointments Committee of the Cabinet (ACC) has approved the appointment of four officers to the Level 17 (Apex Scale) of the Indian Railway Management Service (IRMS). Among them, two officers have been appointed as Members of the Railway Board, while the remaining two will serve as Director Generals in the Railway Board.

They are;

  1. Braj Mohan Agrawal, currently, DG (Safety), Railway Board, has been appointed as Member (Traction & Rolling Stock), Railway Board
  2. Naveen Gulati, currently serving as DG (HR), Railway Board, has been appointed as Member Infrastructure), Railway Board
  3. Hari Shankar Verma, currently serving as DG, IRITM, has been appointed as Director General (DG) (Safety), Railway Board.
  4. R Rajagopal, currently GM, RWF, has been appointed Director General (Human Resources), Railway Board

No relief for 4 IAS officers, CAT directs them to join Andhra cadre

Four IAS officers who challenged the Union Department of Personnel and Training (DoPT) order in the Central Administrative Tribunal (CAT), Hyderabad branch, have not received any relief. The CAT rejected their petitions and asked them to follow DoPT’s directions until further orders. It also directed DoPT to submit a detailed report by the first week of November, addressing the grievances raised by the officers.

After rejection of their petitions, the officers; Ronald Rose (IAS:2006), Vani Prasad (IAS:1995), Amrapali Kata (IAS:2010), and Karuna Vakati (IAS:2004) currently serving in Telangana, will have to report for duty in Andhra Pradesh. Likewise, IAS officer G Srijana (IAS:2013), who sought permission to continue serving in Andhra Pradesh, will have to join Telangana

Last week, DoPT rejected the request of eight All India Service (AIS) officers, including five IAS and three IPS officers, to allocate them Telangana cadre. These officers were assigned to the Andhra Pradesh cadre following the bifurcation of the state in 2014 but had contested the allocation, requesting the Telangana cadre instead.

The decision to uphold the original allocation followed a recommendation by a single-member committee led by former DoPT Secretary Deepak Khandekar, which was formed to review the final allocation of AIS officers.

DoPT had directed IAS officers Karuna Vakati, Ronald Rose, Vani Prasad, Amrapali Kata, M Prashanthi (IAS:2009), and IPS officers Anjani Kumar (IPS:1990), Abhilasha Bisht (IPS:1994), and Abhishek Mohanty (IPS:2011) to join the Andhra Pradesh government by October 16. Additionally, AIS officers serving in Andhra Pradesh but assigned to the Telangana cadre—such as IAS officers SS Rawat (IAS:1992), Anantha Ramu (IAS:1990), G Srijana (IAS:2009), and Siva Sankar Lotheti (IAS:2013)—are ordered to return to Telangana.

The reallocation of officers between Andhra Pradesh and Telangana followed the bifurcation of united Andhra Pradesh in 2014. Some officers had challenged their reallocation and approached CAT, which ruled in their favor. DoPT then contested the CAT orders in the High Court. In its ruling on January 3, 2024, the Telangana High Court directed that the cases of AIS officers be reconsidered for final allocation based on the guidelines formed by the Pratyush Sinha committee.

Following the court’s directive, DoPT set up the Khandekar committee in March 2024 to reassess the final allocations.
