The Appointments Committee of the Cabinet (ACC) on Saturday effected a secretary-level reshuffle.
The names of the officers and their postings are as follows;
Subrata Gupta (IAS:1990:WB), presently in the cadre, has been appointed as Secretary, Ministry of Food Processing Industries vice Anita Praveen (IAS:1989:TN) upon her superannuation on 30.11.2024.
S Gopalakrishnan (IAS:1991:TN) has been appointed as Chairman, Staff Selection Commission (SSC) in the rank and pay of Secretary to the Government of India. Krishnan replaces Rakesh Ranjan (IAS:1992:MN) who takes VRS w.e.f. 31.10.2024. Presently, Krishnan is DG, National Productivity Council (NPC) under the Department for Promotion of Industry and Internal Trade (DPIIT).
Puneet Kumar Goel (IAS:1991:AGMUT), presently serving as Chief Secretary of Goa, has been appointed as Secretary, National Commission for Scheduled Tribes (NCST) in the rank and pay of Secretary to the Government of India.
Tanmay Kumar (IAS:1993:RJ) has been appointed as Secretary, Ministry of Environment, Forest and Climate Change (MoEF &CC) vice Leena Leena Nandan (IAS:1987:UP) upon her superannuation on 31.12.2024. Presently, Tanmay Kumar is Special Secretary, MoEF & CC.
V Umashankar (IAS:1993:HY) has been appointed as Secretary, Ministry of Road Transport & Highways vice Anurag Jain (IAS:1989:MP). Presently, he is serving in Cadre.
Vikram Dev Dutt (IAS:1993:AGMUT) has been appointed as Secretary, Ministry of Coal. Presently, he is DG, Directorate General of Civil Aviation.
Surendra Kumar Bagde (IAS:1993:MH) has been appointed as DG, National Centre for Good Governance, Department of Administrative Reforms and Public Grievances, in the rank and pay of Secretary to the Government of India. Presently, he is serving as Additional Secretary in the Ministry of Housing & Urban Affairs (MoHUA).
The ACC has also approved in-situ upgradation of the following officer to the level of Special Secretary in the rank and pay of Secretary to the Government of India.
The post of Additional Secretary, Ministry of Information and Broadcasting held by Neerja Sekhar (IAS:1993:HY) has been upgraded (In-situ) as Special Secretary.
Senior IPS officer Ajay Kumar Singh (IPS:1989:JH), currently serving as Chairman-cum-Managing Director (CMD) of Jharkhand Police Housing Corporation Limited, Ranchi, has been appointed as Director General of Police (DGP) on Saturday. Earlier in the day, the Election Commission directed the Jharkhand government to remove acting DGP Anurag Gupta (IPS:1990:JH) and hand over charge to the senior-most DGP officer available in the cadre immediately. The state government was asked to comply with the order by 7 pm today, and Ajay Kumar Singh was subsequently appointed to the role.
Anurag Gupta had been appointed acting DGP by the state government in July.
The Modi government on Saturday (19.10.2024) appointed Vijaya Kishore Rahatkar as the new Chairperson of the National Commission for Women (NCW) for three years. The appointment was made under Section 3 of the National Commission for Women Act, 1990, for a period of three years or until she reaches the age of 65, whichever comes earlier, according to a government notification.
Ms. Rahatkar will succeeded Rekha Sharma, whose tenure as NCW chief ended on August 6. Sharma’s association with the NCW began in August 2015 as a member and she was given additional charge as the NCW chairperson from September 29, 2017, before officially becoming its chief in 2018.
In addition, the government has appointed Dr Archana Majumdar as a new member of the National Commission for Women (NCW) for a tenure of three years, as per a notification from the Ministry of Women and Child Development.
Vijaya Rahatkar, currently National Secretary of the Bhartiya Janata Party (BJP) and Co-Incharge of the party’s Rajasthan unit, has held served key roles within the party for the last few decades.
The Madhya Pradesh government is adamant on getting Indian Forest Service (IFS) officers appraised by IAS officers in the state. Its intension became clear after it defended its decision in the Supreme Court by filing a detailed response to a PIL. The PIL was filed after the government introduced a new mechanism for performance appraisal reports (PAR) of IFS officers in the state.
The petitioner, advocate Gaurav Kumar Bansal, contended that the government order passed on June 29 ‘fundamentally alters’ the appraisal process for IFS officers by introducing non-forest officers into the evaluation process.
The government argued that its actions do not violate any regulations. The government has submitted that IAS officers will not be involved in direct evaluation and will only provide reports on a separate sheet regarding works related to the welfare schemes, and not to the forest management or conservation duties.
It negated the contention that non-forest officials lack expertise to appraise IFS officers and argued that if the order were stayed, conservation efforts in the state would suffer irreparably.
The Madhya Pradesh IFS Association (MPIFSA) had also registered its protest against the government’s order by writing a letter to Chief Minister Mohan Yadav in July saying that the new order will demoralise forest officers and jeopardizes the conservation of forests in the state but the BJP government rebutted this apprehension.
In an unexpected turn of events, the Haryana government on Friday night put on hold its earlier decision to appoint former senior IAS officer Rajesh Khullar (Retd. IAS:1988:HY) as Chief Principal Secretary to Chief Minister Nayab Singh Saini, with the rank and status of a cabinet minister.
Khullar’s appointment was initially announced on Friday. However, just a few hours later, Chief Secretary T V S N Prasad (IAS:1988:HY) issued a follow-up order stating that the appointment has been “kept in abeyance till further orders.”
Ruchir Agrawal has been selected for appointment as Director (Finance), SJVN Limited at a Public Enterprises Selection Board (PESB) meeting held on October 18, 2024. Presently, he is serving as Executive Director (Finance) R&D Division, Indian Oil Corporation Limited.
He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

Retired IAS officer Rajesh Khullar (IAS:1988:HY) has been appointed as the Chief Principal Secretary to Chief Minister Nayab Saini, with the rank of a cabinet minister. The appointment order was issued by Chief Secretary TVSN Prasad (IAS:1988:HY) and and Khullar’s tenure will be co-terminus with the Chief Minister’s term.
Khullar retired from service on August 31, 2023, and was immediately appointed as Chief Principal Secretary to the then CM Manohar Lal Khattar on September 1, 2023. Prior to his retirement, he held the post of Additional Chief Secretary and Financial Commissioner of the Revenue and Disaster Management, and Consolidation Departments.
Khullar continued as Chief Principal Secretary when Saini replaced Khattar as Chief Minister in March. Earlier, he had served a three-year term as Executive Director at the World Bank’s Washington DC office, starting in September 2020, following a five-year tenure as Principal Secretary to CM Khattar.
In a major development, three IAS officers have been assigned key positions in the Prime Minister’s Office (PMO). The Appointments Committee of the Cabinet, on Thursday, approved the proposal for their appointments.
They are;
Subhasish Panda (IAS:1997:HP) has been appointed as Additional Secretary, Prime Minister’s Office, on lateral shift basis for balance period of his deputation tenure up to 02.01.2027, or until further orders whichever is earlier. Presently, he is posted as Vice Chairman of Delhi Development Authority (DDA) since January 2023.
Reghu G (IAS:2011:OR), presently serving as Deputy Secretary in the Ministry of Home Affairs, has been shifted to PMO as Deputy Secretary. His deputation will last until August 2028.
Chandra Mohan Thakur (IAS:2012:MP) has also been appointed as Deputy Secretary in the PMO for a four-year tenure from date of assumption of charge or until further orders, whichever is earlier. Presently, he is serving in the cadre as MD, MP Building Development Corporation, Bhopal & & Ex-officio Deputy Secretary, MP Environment Department.
Uttarakhand’s acting Director General of Police (DGP) Abhinav Kumar has finally come out in the open challenging the Union Public Service Commission (UPSC)’s decision to exclude his name from the panel sent for the appointment of a regular DGP. A 1996 batch IPS, Kumar has been serving as an acting DGP of the state for more than ten months. According to the Home Department sources, the UPSC has excluded Abhinav Kumar’s name from its panel on ‘technical ground’.
The UPSC’s panel names three IPS officers for the DGP post – Deepam Seth and PVK Prasad from the 1995 batch and Amit Kumar Sinha of the 1997 batch.
Kumar has raised objection to the exclusion of his name from the panel sent by the UPSC through a representation to the state government. In his representation sent to the state Chief Secretary, Radha Raturi, Kumar has said that the UPSC’s decision violates the stay order passed in his favour by the High Court.
Significantly, the Chief Secretary had also voiced his dissent as a representative of the state government during the departmental promotion committee meeting, held on September 30. As claimed by Kumar, the Chief Secretary’s dissent note is included in the minute of that meeting as well.
In his representation Abhinav Kumar has requested the Home Ministry to reconsider the UPSC’s decision by directing it to seek a fresh panel proposal from the state government including his name.
The fact is Kumar has been serving in Uttarakhand ever since the state was created about 24 years back and got all promotions in the state on the basis of which he rose to the position of an acting DGP. Hailing from Bareilly in UP, he was awarded home cadre at the time of his selection to the IPS but he opted for Uttarakhand as he was posted there after the state was bifurcated.
He moved the HC against the Centre’s decision to repatriate him to UP and secured a stay order in his favour and has been serving Uttarakhand since then rising through the ranks.
