Review empanelment for 1992 & 93 batch IAS set, 1994 batch faces delay

Approximately seven IAS officers from the 1992 and 1993 batches are under consideration for Secretary-level posts in the upcoming empanelment. This process is being prioritised before the 1994 batch empanelment begins, which, according to sources, hasn’t even started yet. As a result, officers from the 1994 batch will likely have to wait until early next year for their turn. More than 28 officers are in the running.

Traditionally, two batches are considered for empanelment each year, but in 2024, only the 1993 batch was empanelled. The delay in the 1994 batch empanelment is due to a shortage of available Secretary-level posts and pending placement of officers from earlier batches.

Tamil Nadu: Two IPS officers shifted

The Tamil Nadu government on Wednesday (23.10.2024) issued transfer posting orders for two IPS officers.

The names of the officers and their postings are as follows;

  1. Anisa Husain (IPS:2001:TN), IGP, Vacancy Reserve at O/o the DGP/HoPF, Chennai, has been transferred and posted as IGP, Special Investigation Division, CB CID.
  2. S Sarvesh Raj (IPS:2013:TN), SP, Vacancy Reserve at O/o the DGP/HoPF, Chennai, has been transferred and posted as SP, State Police Master Control Room, Chennai.

CG: 3 Collectors among 10 IAS officers transferred

The Chhattisgarh government on Tuesday (22.10.2024) issued transfer and posting orders for 10 IAS officers and one IPS officer. Notably, the list includes the transfer of three District Collectors and the posting of IPS officer Mayank Shrivastava to the Home Department.

The names of the officers and their postings are as follows;

  1. Janmejay Mahobe (IAS:2011:CG), MD, Civil Supplies Corporation, has been given additional charge of Director, Women & Child Development.
  2. Jagdish Sonkar (IAS:2013:CG), MD, National Health Mission, has been transferred and posted as Joint Secretary, Ministry.
  3. S Jaywardhan (IAS:2014:CG), Collector, Mohla-Manpur-Ambagarh Chowki District, has been transferred and posted as Collector, Surajpur.
  4. Vijay Dayaram (IAS:2015:CG), CEO, CG State Skill Development Authority, has been given additional charge of MD, National Rural Heath Mission.
  5. Ravi Mittal (IAS:2016:CG), Collector, Jashpur District, has been transferred and posted as Commissioner, Public Relations with additional charge of the posts of CEO, Samvad and Project Director, Chirag Project.
  6. Tulika Prajapati (IAS:2016:CG), Director, Women & Child Development with additional charge of Project Director, Chirag Project, has been transferred and posted as Collector, Mohla-Manpur-Ambagarh Chowki District.
  7. Rohit Vyas (IAS:2017:CG), Collector, Surajpur, has been transferred and posted as Collector, Jashpur.
  8. Pratishtha Mamgain (IAS:2018:CG), Commissioner, Korba Municipal Corporation, has been transferred and posted as CEO, Zila Panchayat, Bastar.
  9. Kumar Biswaranjan (IAS:2020:CG), CEO, Zila Panchayat, Dantewada, has been transferred and posted as Deputy Secretary, Ministry.
  10. Jayant Nahata (IAS:2021:CG), SDO (Revenue), Dantewada, has been transferred and posted as CEO, Zila Panchayat, Dantewada.
  11. Mayank Shrivastava (IPS:2006:CH), Commissioner, Public Relations, has been transferred and his services are returned to Home Department.

Kumar Gaurav appointed Executive Engineer (Civil) at Embassy of India, Kathmandu

CPWD overhaul

Kumar Gaurav, Executive Engineer (Civil), CPWD, has been appointed as Executive Engineer (Civil) at Embassy of India, Kathmandu, Nepal for three years. According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the appointment of Mr. Gaurav to the post of foreign deputation for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier.

Retired bureaucrats making hay in Kerala

Retired bureaucrats in Kerala are making hay after reappointment. Despite the state steeped in financial crisis, Kerala is paying high salary to the bureaucrats reappointed after retirement. It was revealed by none other than Finance Minister K N Balagopal himself through a written reply in the Assembly.

According to him, former chief secretary KM Abraham is being paid a whooping Rs 6.37 lakh per month including pension after he was reappointed as chief principal secretary to the Chief Minister and KIIFB CEO after retiring as the state chief secretary. He receives Rs 3.87 lakh as KIIFB CEO and 2.5 lakh as service pension.

Abraham was reappointed in 2018 nd he has so far received Rs 2.73 crore as salary. Apart from Abraham there are at least three bureaucrats who are making a hay after getting reappointment at KIIFB. The person appointed as additional CEO there is being paid Rs 1.88 lakh. The special secretary and the senior General Manager get 1.10 and 1.11 lakh respectively. This salary is paid to them in addition to their pensions.

Retired IPS officer Lalit Das appointed Chairman of OSSSC

Retired IPS officer Dr Lalit Das (IPS:1992:OR) was on Tuesday (22.10.2024) appointed as the Chairman of the Odisha Subordinate Staff Selection Commission (OSSSC).

Lalit Das was promoted to the rank of Special DG of Police in March 2024 and retired from service on July 31. He also served as the Chief of Human Rights Protection for Odisha.

Besides, the state government also appointed retired IAS officer Dr. Uddhaba Chandra Majhi and retired OAS officer Saroj Kumar Mishra as Members of the OSSSC.

Rohini R Bhajibhakare gets extension as JS in D/o Rural Development

The deputation tenure of Rohini R Bhajibhakare (IAS:2008:TN) as Joint Secretary in the Department of Rural Development has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (22.10.2024), the competent authority has approved the proposal of Department of Rural Development to extend the deputation tenure of Ms. Bhajibhakare for a period of two years beyond 27.11.2024 or until further orders, whichever is earlier.

AP High Court issues arrest warrant against four IAS officers

The non-compliance of the High Court’s order proved dearly to four IAS officers in Andhra Pradesh. The AP High Court recently issued bailable warrants against the four bureaucrats and an engineer of the irrigation department for failing to comply with the court’s order and turn up before it in a contempt case. The court also directed the SPs of their respective districts to arrest them and produce before it on November 27.

PVR Structures India Pvt Ltd had moved the court alleging the non-payment of its dues by the government despite the completion certificate issued by the competent authority. The court had directed the government to clear the dues by Oct 15 but the order was not implemented. The court had also asked the authorities to appear before it if they fail to clear the dues. But the government officials neither cleared the bills nor appeared before it.

It led the company to file a contempt petition against then Principal Secretary (Irrigation) Shashibhushan Kumar, Principal Secretary (Finance) SS Rawat, Kakinada’s DM Kritika Shukla, Amalapuram Collecter Himanshu Shukla and Irrigation Engineer D V Ram Gopal. Justice Nimmagadda Venkateswarlu took a serious note of their conduct and issued a bailable warrant against them. The matter is listed for hearing on Nov 27.

Nimisha Jha appointed as Private Secretary to MoS Savitri Thakur

Nimisha Jha (ICAS:2009) has been appointed as the Private Secretary to Savitri Thakur, Minister of State for Women and Child Development. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (21.10.2024), the Appointments Committee of the Cabinet has approved appointment of Ms. Jha to the post for a period upto 19.08.2029 (i.e. for the balance period of her five years central deputation tenure) or or on a co-terminus basis with the Minister, or until her service as Private Secretary to the Minister concludes, or until further orders, whichever is earlier.

It’s worth noting that prior to this appointment, Ms. Jha was serving as Director in the Department of Pension & Pensioners Welfare under the central staffing scheme. However, her tenure in this role was curtailed due to her new appointment as the Private Secretary to Minister of State, Savitri Thakur. She will assume charge of the post at Director level.

Bihar: 7 IAS officers shifted; Pratyaya Amrit posted as new Development Commissioner

The Bihar government on Tuesday (22.10.2024) implemented a significant bureaucratic reshuffle by issuing transfer orders for seven IAS officers. Among the key changes is the transfer of senior IAS officer Chaitanya Prasad from the post of Development Commissioner to Chief Enquiry Commissioner in the General Administration Department (GAD). The Development Commissioner position, second only to the Chief Secretary in the state, has now been assigned to Pratyaya Amrit, marking a notable elevation in his stature within Bihar’s bureaucracy.

The names of the officers and their postings are as follows;

  1. Chaitanya Prasad (IAS:1990:BH), Development Commissioner, has been transferred and posted as Chief Enquiry Commissioner, General Administration Department (GAD).
  2. Pratyaya Amrit (IAS:1991:BH), Additional Chief Secretary, Health Department with additional charge of Additional Chief Secretary, Road Construction and, Disaster Management Department, has been transferred and posted as Development Commissioner with additional charge of the post of Additional Chief Secretary, Health and Disaster Management Department.
  3. Mihir Kumar Singh (IAS:1993:BH), Additional Chief Secretary, Panchayati Raj Department with additional charge of the posts of Additional Chief Secretary-cum-Mines Commissioner; MD, Bihar State Mining Corporation Limited, Mines & Geology Department and Chief Enquiry Commissioner, General Administration Department, has been transferred and posted as Additional Chief Secretary, Road Construction Department. Further, he has been relieved from the charge of Chief Enquiry Commissioner, General Administration Department.
  4. Narmdeshwar Lal (IAS:1998:BH), Principal Secretary, Sugarcane Industries Department, has been transferred and posted as Principal Secretary-cum-Mines Commissioner, Mines & Geology Department with additional charge of MD, Bihar State Minerals Development Corporation; MD, Bihar State Mining Corporation Limited and Mines & Geology Department.
  5. Divesh Sehra (IAS:2005:BH), Secretary, SC & ST Welfare Department with additional charge of CEO, Mahadalit Development Mission; MD, Bihar State Scheduled Caste Cooperative Development Corporation Limited and Enquiry Commissioner, General Administration Department, has been given additional charge of Secretary, Panchayat Raj.
