Three IAS Officers in Delhi govt designated as Additional Chief Secretary

The Ministry of Home Affairs on Tuesday (29.10.2024) designated three Apex Scale IAS officers serving in the Delhi government as Additional Chief Secretaries.

They are;

  1. Ashwini Kumar (IAS:1992:AGMUT)
  2. Prashant Goyal (IAS:1993:AGMUT)
  3. Navin Kumar Choudhary (IAS:1994:AGMUT)

Gujarat: IPS Hasmukh Patel appointed Chairman of GPSC

The Gujarat government Monday (28.10.2024) appointed senior IPS officer Hasmukh Patel (IPS:1993:GJ) as the Chairman of the Gujarat Public Service Commission (GPSC). Patel will be the first ever IPS officer in Gujarat to hold the post. The order will be effective from the date Patel takes charge of the office.

The tenure of current in-charge Chairman Nalin Upadhyay (Retd. IAS) is expiring on October 30.

Patel is a DGP rank officer currently serving as Managing Director of Gujarat State Police Housing Corporation Limited. He also holds additional charge as Chairman of the Gujarat Police Recruitment Board and Gujarat Panchayat Service Selection Board.

Haryana: Two IAS officers assigned additional responsibilities

The Haryana government on Tuesday (29.10.2024) assigned additional responsibilities to two IAS officers.

They are;

  1. Vikas Gupta (IAS:2001:HY), Commissioner & Secretary, Urban Local Bodies Department, CEO, Haryana Pariwar Pehchan Authority and Member Secretary, Kurukshetra Development Board, has been relieved of the charge of CEO, Haryana Pariwar Pehchan Authority and assigned additional charge of Commissioner & Secretary, Citizen Resources Information Department.
  2. J Ganesan (IAS:2006:HY), Managing Director, HAFED, Managing Director, HARTRON, Managing Director, Haryana International Horticultural Marketing Corporation, Ganaur, DG, Housing for All, Secretary, Housing Department, Chief Administrator, Housing Board and DG, Human Resources, has been given additional charge of CEO, Haryana Pariwar Pehchan Authority.

Ex-UP CS calls govt’s order linking DMs, Commissioners to investment unfair

Former Uttar Pradesh Chief Secretary Alok Ranjan (Retd.IAS:1978:UP) has described the UP government’s decision to link District Magistrates (DMs) and Divisional Commissioners to investment and employment generation as unfair. Ranjan, while talking to a leading national daily, said that it would put additional pressure on them whose primary responsibility is to ensure law and order and look after the administration.

According to the government’s order, all district magistrates and commissioners have to submit self-assessment report regarding investment
and employment generated in their respective districts. UP Chief Secretary Manoj Kumar Singh (IAS:1988:UP) said that DM and Commissioner will have to write about the progress related to investment and loan in their district in the annual ACR and that there will be grading on the basis of investment in the ACR of DM.

Ranjan is particularly against the grading system based on their performance in promoting investments in their respective districts, and including this in their Annual Confidential Report (ACR). Further, he pointed out that if investment promotion is made a prime criteria, officials may disregard their basic job and divert their attention.

He corroborated his point by saying that districts bordering Delhi, like NOIDA and Ghaziabad claim lion’s share in the total volume of investments but it is difficult to find investors for district like Balia or Ghazipur. So how could the performance be evaluated? he asked.

Modi government may choose continuity over change in key economic appointments

There is one definite pattern that characterises Modi government at the Centre in its third avatar – it is trudging cautiously, often opting for continuity, rather than change, as its guiding principle of governance. This approach could potentially guide upcoming appointments to four economic and statutory positions—Comptroller and Auditor General (CAG), Reserve Bank of India (RBI) Governor, Securities and Exchange Board of India (SEBI) Chairperson, and Chief Economic Advisor (CEA).

Sources suggest that the Centre may lean towards reappointments. However, this continuity approach won’t apply to the current CAG, G.C. Murmu, who reaches the mandatory retirement age of 65 on November 21 and cannot be reappointed.

For the other three roles, however, continuity remains possible. RBI Governor Shaktikanta Das and CEA S.V. Anantha Nageswaran are seen as likely candidates for reappointment, while SEBI Chairperson Madhabi Puri Buch’s reappointment remains uncertain amid recent controversies surrounding her tenure, which concludes on February 28, 2025.

FSIB recommends Ashok Chandra as next MD & CEO of PNB

The Financial Services Institutions Bureau (FSIB) on Monday (28.10.2024) recommended the appointment of Ashok Chandra to the post of Managing Director & Chief Executive Officer (MD&CEO) in Punjab National Bank (PNB). Chandra is currently serving as Director (MD) at Canara Bank since November 21, 2022.

FSIB had interfaced with 16 candidates on October 26 & 28 for the position of MD & CEO in PNB.

The current MD & CEO of PNB, Atul Kumar Goel, is set to complete his tenure on December 31, 2024.

Karnataka: Dr. Manjula N gets concurrent charge of Secretary, Kannada and Culture Department

Dr. Manjula N (IAS:2002:KN), currently serving as Secretary, Infrastructure Development Department, Bengaluru, has been given concurrent charge of the post of Secretary, Kannada and Culture Department, Bengaluru. She will relieve Dr. Ajay Nagabhushan MN (IAS:2004:KN) from concurrent charge.

Bureaucratic reshuffle in Telangana: 12 IAS, 3 IFS, and 1 IA&AS officer transferred

The Telangana government on Monday (28.10.2024) enacted a bureaucratic reshuffle by issuing transfer posting order for 12 IAS officers, 3 IFS officers, and one IA&AS officer.

The names of the officers and their postings are as follows;

  1. Narayana Reddy (IAS:2015:TG), Collector & District Magistrate, Nalgonda, has been transferred and posted as Collector & District Magistrate, Rangareddy.
  2. Ila Tripathi (IAS:2017:TG), Director, Tourism, has been transferred and posted as Collector & District Magistrate, Nalgonda.
  3. M Hanumantha Rao (IAS:2013:TG), Special Commissioner & Ex-Officio Spl. Secretary, GA (I&PR) Department, has been transferred and posted as Collector & District Magistrate, Yadadri Bhongir.

Three officers appointed to key positions in MHA

In a significant development, the Appointments Committee of the Cabinet on Monday (28.10.2024) approved the selection of three officers for appointments to various posts in the Ministry of Home Affairs. Among them are two IAS officers and one IRS (Income Tax) officer.

They are;

  1. Deepak Virmani (IAS:2011:AGMUT) has been appointed as Deputy Secretary in the Ministry of Home Affairs for four years.
  2. Kirti Garg (IAS:2013:AGMUT) has been appointed as Deputy Secretary in the Ministry of Home Affairs for four years.
  3. Govind Kumar Garg (IRS-IT:2009) has been appointed as Director in the Ministry of Home Affairs for five years.

Abhishek Singh’s tenure as MEITy Additional Secretary extended

The central deputation tenure of Abhishek Singh (IAS:1995:NL) as Additional Secretary in the Ministry of Electronics & Information Technology (MEITy) has been extended. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (28.10.2024), the Appointments Committee of the Cabinet has approved to extend the deputation tenure of Mr. Singh beyond 03.12.2024 for a period up to 20.06.2026, or until further orders, whichever is earlier.
