Haryana: 13 IPS officers shifted, some promoted

The Haryana government on Wednesday (30.10.2024) implemented major changes in the police administration, issuing transfer and posting orders for 13 IPS officers, with some receiving postings following their promotion.

The names of the officers and their postings are as follows;

  1. Alok Kumar Roy (IPS:1991:HY), DGP, Human Rights & Litigation, Panchkula has been transferred and posted as DG, Railways & Commando (H), Panchkula.
  2. Om Prakash Singh (IPS:1992:HY), MD, Haryana Police Housing Corporation with additional charges of ADGP, HSNCB (H), Madhuban and Director, FSL, Madhuban, has been promoted to DGP rank and hold the charges of same Department DG.
  3. Ajay Singhal (IPS:1992:HY), ADGP, Railways & Commando (H), Panchkula, has been promoted and posted as DGP, Human Rights & Litigation, Panchkula.
  4. Vikas Arora (IPS:1998:HY), Commissioner of Police, Gurugram, has been promoted to ADGP rank and continue to hold the same post Commissioner of Police, Gurugram with rank of ADGP.
  5. Saurabh Singh (IPS:1998:HY), IGP, Security CID (H), Panchkula with additional charge of IGP, IRB, Bhondsi, has been promoted and posted as ADGP, South Range, Rewari.
  6. Hardeep Singh Doon (IPS:1998:HY), IGP, Law & Order (H), Panchkula with additional charge of IGP, Traffic and Highways (H), has been promoted and posted as ADGP, Telecommunication, Panchkula with additional charge of ERSS and Traffic and Highways.
  7. Rajender Kumar (IPS:1998:HY), IGP, South Range, Rewari with additional charge of IGP, HSEnB, Panchkula, has been promoted and posted as ADGP, South Range, Rewari.
  8. Sibash Kabiraj (IPS:1999:HY), IGP, Ambala Range, Ambala with additional charge of Commissioner of Police, Panchkula (Hqrs at Ambala), has been relieved of the charge of Commissioner of Police, Panchkula (Hqrs at Ambala) and given additional charge of IGP, SCRB & Cyber.
  9. Dr. Rajshree Singh (IPS:1999:HY), IGP, HPA, Madhuban, has been transferred and posted as IGP, Personnel, PHQ, Panchkula.
  10. Y Puran Kumar (IPS:2001:HY), IGP, Telecommunication (H), Panchkula with additional charge of IGP, ERSS, has been transferred and posted as IGP, HPA, Madhuban.
  11. Rakesh Kumar Arya (IPS:2003:HY), IGP, Administration with additional charge of IGP, Law & Order, has been given additional charge of Commissioner of Police, Panchkula.
  12. B Satheesh Balan (IPS:2004:HY), Commissioner of Police, Jhajjar, has been given charge of IGP, IRB, Bhondsi.
  13. Pankaj Nain (IPS:2007:HY), Special Officer (Community Policing and Outreach) in Chief Minister Office with additional charge of DIG, ACB, has been given additional charge of DIG, Security CID.

NMDC denies media reports of possible merger with KIOCL

National Mineral Development Corporation (NMDC), India’s largest iron-ore producer and exporter under the Ministry of Steel, has denied reports of a possible merger or acquisition of another Public Sector Unit under the same ministry, Kudremukh Iron Ore Company Ltd (KIOCL). The company has categorically denied the reports of merger negotiation, saying no official discussion in this regard has taken place so far nor has any formal communication been received from the Government of India for it.

NMDC said on Monday that any decisions on a corporate merger would be managed by the Ministry of Steel in consultation with the Department of Public Asset Management (DIPAM), which comes under the Ministry of Finance.

Some media reports had earlier reported, quoting a senior Ministry of Steel official, that NMDC is eyeing merger or acquisition of KIOCL. The official had said that some discussions on the merger have already taken place between the two and detailed proposals are being worked out so that they could be presented for approval soon.

As per rule, any merger or amalgamation will require additional clearances from other ministries like Finance, and also from regulatory bodies.

What seems to have fuelled such reports is the KIOCL’s inability to start mining operations at Devadari in Karnataka despite incurring huge financial losses.

KIOCL, a mini Navratna public sector Unit (PSU), was set up in 1976 for iron-ore mining and beneficiation at Kudremukh but the unit ran into huge financial crisis with a net loss of over ₹83 crore for the year. Last fiscal its borrowings were at ₹64 crore while lease liabilities were
approximately Rs 116 crore. Further, it is yet to get permission for re- starting iron-ore mining at Devadari while its pellet plants remain un-utilised. Worse, the company has been buying iron ore from the market and it has already leased out operations of one of its pellet plants to NMDC.

Dr V Candavelou appointed Chief Secretary of Goa

Senior IAS officer Dr V Candavelou (IAS:1997:AGMUT) was on Wednesday appointed Chief Secretary of Goa. He succeeds Dr. Puneet Kumar Goel (IAS:1991:AGMUT), who was recently transferred to serve as Secretary, National Commission for Scheduled Tribes, Ministry of Tribal.

Keshav Chandra appointed as new Chairperson of NDMC

Speculation around Keshav Chandra’s (IAS:1995:AGMUT) appointment as New Delhi Municipal Council (NDMC) Chairperson has ended with an official order from the Ministry of Home Affairs on Wednesday. Chandra succeeds former Delhi Chief Secretary Naresh Kumar (IAS:1987:AGMUT), whose NDMC tenure ended on August 18, 2024.

Currently, Chandra has been serving as Chief Secretary of the Andaman and Nicobar Islands since July 2022, following his predecessor Jitendra Narain (IAS:1990:AGMUT). Speculation about Chandra’s new role as NDMC chairperson began when then-chairman Amit Yadav (IAS:1991:AGMUT) was transferred to the position of Secretary in the Department of Social Justice & Empowerment in late May 2024. Known as a diligent and upright officer, Chandra was seen as a likely successor.

However, Chandra’s appointment was not made immediately. Instead, on June 19, Delhi CS Naresh Kumar was assigned additional charge of the NDMC Chairperson role until August 18. Since then, the post had been vacant, with MCD Commissioner Ashwini Kumar (IAS:1992:AGMUT) serving as link officer. Despite the delay, Chandra remained a leading candidate in discussions within power circles.

Keshav Chandra is a trusted figure within the current administration. Before his role in the Andaman and Nicobar Islands, he held a prominent position as Director of the Serious Fraud Investigation Office (SFIO).

Centre clears appointment of five Additional Judges in Kerala HC

The Union government on Tuesday (29.10.2024) notified appointment of five Judicial Officers as the Additional Judges of the Kerala High Court.

They are;

  1. Parameswara Panicker Krishna Kumar
  2. Kodassery Veliyath Madom Jayakumar
  3. Muralee Krishna Shankaramoole
  4. Jobin Sebastian
  5. Pandikkaran Varadaraja Iyer Balakrishnan

The Supreme Court Collegium on October 15, 2024, approved the proposal to elevation of four Judicial Officers as Judges in the Kerala High Court, while the name of Judicial Officer, Parameswara Panicker Krishna Kumar, was recommended for appointment in October last year.

UP: 24 PPS officers promoted to IPS

The Uttar Pradesh government on Tuesday (29.10.2024) granted promotions to PPS officers, elevating 22 of them to the Indian Police Service (IPS).

The decision followed a meeting of the department promotion committee held on October 7, which approved the promotion of 1994, 1995 and 1996 batches officers to IPS cadre. The Ministry of Home Affairs subsequently issued a notification on Tuesday night.

The promotion were made against 24 vacancies that arose on January 1, 2023.

The newly promoted IPS officers are; Bajarang Bali, Dinesh Yadav, Sameer Saurabh, Mohd. Irfan Ansari, Ajay Pratap, Nepal Singh, Kamlesh Bahadur, Rakesh Kumar Singh, Lal Bharat Kumar Pal, Rashmi Rani, Anil Kumar Yadav, Laxmi Niwas Mishra, Rajesh Kumar Shrivastava. Chiranjeev Nath Sinha, Vishwajeet Srivastava, Manoj Kumar Awasthi, Amrita Mishra, Rohit Mishra, Shivram Yadav, Ashok Kumar and Dipendra Nath Chaudhary.

Notably, the promotions for Sanjay Kumar Yadav from the 1993 batch and Sanjay Kumar from the 1995 batch will remain sealed until ongoing departmental investigations are completed.

Manoj Bihari Verma appointed Ambassador of India to Liberia

Manoj Bihari Verma (YOA:2009) has been appointed as the next Ambassador of India to the Republic of Liberia. Currently, he is serving as Counsellor in the High Commission of India, Dar-es-Salaam.

In a statement, the MEA said, ” Shri Manoj Bihari Verma (YOA: 2009), presently Counsellor, High Commission of India, Dar-es-Salaam, has been appointed as the next Ambassador of India to the Republic of Liberia.”

“He is expected to take up the assignment shortly,” the statement added.

Harsh Kumar Jain concurrently accredited as Ambassador to Micronesia

Harsh Kumar Jain (IFS:1993) was on Tuesday (28.10.2024) concurrently accredited as the Ambassador of India to the Federated States of Micronesia. Currently, he is serving as Ambassador of India to the Republic of the Philippines and is expected to take up the assignment shortly.

In a statement, the MEA said, ”Shri Harsh Kumar Jain (IFS:1993), presently Ambassador of India to the Republic of the Philippines, has been concurrently accredited as the Ambassador of India to the Federated States of Micronesia, with residence in Manila.”

“He is expected to take up the assignment shortly,” the statement added.

U’khand High Court issues contempt notice against DoPT Secretary

The issue of empanelment at the Centre continues to dog the bureaucracy in India. Now, the Uttarakhand High Court has issued notice to senior IAS officer Vivek Joshi (IAS:1989:HY) of Haryana cadre, in his capacity as the secretary of Department of Personnel and Training (DoPT), on a contempt petition filed by senior IFS officer Sanjiv Chaturvedi (IFS:2002:UK). Chaturvedi has accused Joshi of defiance of court directions in a matter related to his empanelment with the Centre. Joshi is the respondent in the case.

In between, Vivek Joshi has been repatriated to his home cadre, Haryana, by the Centre and is likely to take charge as Haryana’s new chief secretary on November 1 after the tenure of current incumbent TVSN Prasad (IAS:1988:HY) expires on October 31.

Justice Alok Kumar Verma has issued the notice to Joshi in a case titled as Sanjiv Chaturvedi versus Union of India. In his contempt petition Chaturvedi has sought directions to punish Joshi for willful and deliberate violation of the High Court order passed on September 3, 2024.

The HC had asked the DoPT to give the record relating to the process and decision making of the empanelment of the petitioner, Sanjiv Chaturvedi, at the level of the Joint Secretary. The court had clarified that only the records relating to the petitioner’s empanelment shall be supplied to the petitioner. But the court’s order was not complied with by the Centre prompting it to issue a contempt of court notice.

In his contempt petition, Sanjiv Chaturvedi has submitted that he had intimated the respondent about the HC order through a letter dated September 11, followed by reminder. But in a most casual manner, Joshi sent the same on Public Grievances Portal, which sent response to this Petitioner as ‘ Case Closed’ on October 17. Chaturvedi has contended that it is an ample evidence of contemptuous attitude of Joshi and thus he should be punished.

Puducherry: Six IPS officers get posting orders

The Puducherry government on Tuesday (29.10.2024) issued transfer and posting orders for six IPS officers.

The names of the officers and their postings are as follows;

  1. P Sathiyasundaram (IPS:2009:AGMUT) has been posted as DIG of Police, Law & Order, Puducherry.
  2. Brijendra Kumar Yadav (IPS:2010:AGMUT) has been posted as DIG of Police, Armed Police & Training, Puducherry.
  3. Narra Chaitanya (IPS:2017:AGMUT), SSP, Law & Order, Puducherry, has been transferred and posted as SSP, Crime & Intelligence, Puducherry with additional charge of Commandant, IR Battalion.
  4. R Kalaivanan (IPS:2018:AGMUT), SSP, Crime & Intelligence, Puducherry, has been transferred and posted as SSP, Law & Order, Puducherry.
  5. MVNV Lakshmi Soujanya (IPS:2021:AGMUT), SP, East, Puducherry, has been transferred and posted as SSP, Karaikal.
  6. Isha Singh (IPS:2021:AGMUT) has been posted as SP, East, Puducherry.
