Bihar: 13 IPS officers promoted

The Bihar government has recently announced the promotion of 13 IPS officers to various ranks, effective from January 1, 2024. Among them, three officers from the 2006 batch have been elevated to the rank of Inspector General (IG), and 11 officers from the 2010 batch have been promoted to the Deputy Inspector General (DIG) rank.

Bihar: Nine IAS officers promoted

The Bihar government issued two promotion orders for IAS officers within a span of two days. The initial order, issued on January 1st, saw the promotion of seven IAS officers from the 2008 batch to the Secretary grade. Subsequently, on January 2nd, a second order was issued, elevating two IAS officers from the 2011 batch to the Selection Grade, specifically to the Special Secretary grade.

Randhir Jaiswal takes over as MEA Spokesperson

Senior Diplomat Randhir Jaiswal (IFS:1998) has formally taken over the role of the Official Spokesperson for the Ministry of External Affairs, succeeding Arindam Bagchi (IFS:1995). Arindam Bagchi has been appointed as India’s Permanent Representative to the United Nations and other international organizations in Geneva.

Arindam Bagchi, Additional Secretary in the Ministry of External Affairs, assumed the position of spokesperson in March 2021. His tenure coincided with significant global events, such as the challenges posed by the Covid-19 pandemic, the military standoff with China in eastern Ladakh, India hosting the G20 Summit in September, and increased diplomatic engagements, including recent tensions between India and Canada.

Randhir Jaiswal had previously held the position of Consul General of India in New York. He assumed this role in July 2020, managing operations during the height of the Covid-19 pandemic. In this capacity, he played a pivotal role in facilitating the repatriation of stranded Indian tourists, students, and members of the diaspora. His term in New York officially concluded on November 26, 2023.

Jaiswal’s diplomatic career encompasses postings in Portugal, Cuba, South Africa, and India’s permanent mission to the United Nations in New York.

Vikram Pagaria re-designated as Director in National Health Authority

The post of Vikram Pagaria (IRS-IT:2010) as Deputy Secretary in the National Health Authority, M/o Health and Family Welfare has been re-designated as Director. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (03.01.2024), the competent authority has approved the re-designation of Mr. Pagaria as Director for a period upto 13.10.2026 (i.e. total tenure of five years under the Central Staff Scheme).

Supreme Court stays Himachal Pradesh HC order shifting DGP Sanjay Kundu

The Supreme Court on Wednesday (03.01.2024) intervened to halt the enforcement of a Himachal Pradesh High Court directive that had instructed the state government to relocate Director General of Police (DGP) Sanjay Kundu (IPS:1989:HP). The High Court’s order came in response to a complaint filed by a Palampur businessman. The Supreme Court emphasized that the transfer of the officer was implemented without allowing him to present his case.

The Chief Justice of India (CJI) Dhananjaya Y Chandrachud-led bench stayed the High Court’s directive and directed the high court to address Kundu’s plea for a reconsideration of the December 26 order within two weeks. Furthermore, the bench specified that Kundu’s transfer to the principal secretary position in the Ayush department would also be put on hold until the high court decides on the IPS officer’s application.

The bench, including justices JB Pardiwala and Manoj Misra, asserted, “Till a decision on the petitioner’s recall application, the high court order on transfer shall remain stayed. Since the petitioner’s new posting is under the impugned order of the high court, no steps shall be taken.” The order was issued following Kundu’s petition earlier in the week, expressing concern that the unfavorable directive was issued without granting him the opportunity to present his perspective.

Himachal Pradesh: Satwant Atwal Trivedi gets addl. charge of DGP

Senior IPS officer Satwant Atwal Trivedi (IPS:1996:HP) has been entrusted with the additional responsibility of the Director General of Police (DGP) on Tuesday. Currently serving as the Additional Director General of Police (ADGP) Vigilance and Anti-Corruption Bureau, Trivedi also holds an additional charge as ADGP CID.

In compliance with a directive from the Himachal Pradesh High Court earlier in the day, IPS officer Sanjay Kundu (IPS:1989:HP) has been transferred from the position of DGP by the Governor of Himachal Pradesh. Kundu will now serve as the Principal Secretary in the state’s Ayush department.

This decision comes in response to the High Court’s order on December 26, which mandated the state government to reassign the state police chief and the Kangra superintendent of police. The move aims to prevent any potential influence on an investigation into a complaint by a businessman regarding a threat to his life.

PS Rajpurohit concurrently accredited as India’s High Commissioner to Grenada, Commonwealth of Dominica

Pradeep Singh Rajpurohit (IFS:2004), the current High Commissioner of India to Trinidad and Tobago, has been accorded the additional responsibility of concurrently serving as India’s High Commissioner to Grenada and the Commonwealth of Dominica. Rajpurohit, who assumed the charge of High Commissioner to Trinidad and Tobago on October 6, 2023, will be based in Port of Spain for his diplomatic assignments in the Caribbean region.

With an extensive diplomatic career, Rajpurohit has previously served as the Director General (Joint Secretary) for the Middle East Region (West Asia and North Africa) in the Ministry of External Affairs. His prior roles include being the Ambassador of India to Iraq from 2017 to 2019, Deputy Ambassador to Saudi Arabia from 2019 to 2020, and heading the Political Section at the Indian Embassy in Berlin, Germany.

He has also held positions as the Second Secretary at the Indian Embassy in Abu Dhabi, United Arab Emirates, and the Third Secretary at the Indian Embassy in Cairo, Egypt. Rajpurohit’s diverse experience includes serving as the Director in India’s multilateral neighbourhood BIMSTEC and SAARC Division, as well as Deputy Secretary dealing with India’s development cooperation projects in developing countries.

As he concurrently takes on the responsibilities of High Commissioner to Grenada and the Commonwealth of Dominica, Mr. Rajpurohit is expected to assume these new roles in the near future.”
