Maharashtra: Eight IAS officers shifted

The Maharashtra government on Tuesday (28.01.2025) issued transfer and posting orders for eight IAS officers.

The names of the officers and their posting are as follows;

  1. Dheeraj Kumar (IAS:2005:MH) has been appointed as the Secretary of Medical Education and Drugs. He succeeds Additional Chief Secretary Dinesh Waghmare (IAS:1994:MH). Waghmare was appointed as the new State Election Commissioner of Maharashtra on January 20.
  2. Shaila A (IAS:2003:MH), Secretary, Financial Reforms, has been transferred and posted as Secretary, Treasury and Accounts.
  3. Richa Bagla (IAS:1999:MH), Secretary, Treasury and Accounts, has been transferred and posted as Secretary, Financial Reforms.
  4. Manisha Verma (IAS:1993:MH), Managing Director, Maharashtra State Finance Corporation, has been transferred and posted as Additional Chief Secretary of Skill Development and Entrepreneurship.
  5. Ganesh Patil (IAS), Secretary, Skill Development and Entrepreneurship, has been transferred and posted as Secretary of the Soil and Water Conservation Department.
  6. Mahesh Awhad (IAS), Managing Director, Maharashtra State Finance Corporation, has been transferred and posted as Chief Executive Officer, Maharashtra Medical Goods Procurement Authority.
  7. Krishna Kant Kanwaria (IAS:2022:MH) has been posted as Assistant Collector, Shahada Sub-Division, Nandurbar.
  8. Suhas Gade (IAS:2021:MH) has been posted as Chief Executive Officer, Gadchiroli Zilla Parishad.

IP Gautam is new Chairman of SRFDCL

Retired IAS officer IP Gautam (IAS:1986:GJ) has been appointed as the new Chairman of the Sabarmati Riverfront Development Corporation Limited (SRFDCL) for a tenure of two years. He took charge on Tuesday, replacing Keshav Varma (IAS:1976:GJ), who led the SRFDCL for nearly five years.

Notably, the Sabarmati Riverfront was developed while he was the Ahmedabad Municipal Commissioner for over five years, from 2006 to 2011. Gautam’s new role is also said to be crucial looking at the important expansion phases of the riverfront that will touch Gandhinagar.

After serving as Municipal Commissioner, Gautam was appointed as the Principal Secretary for the state’s Urban Development, Housing, Ports, and Transport departments. Before this appointment, he was a member of the Lokpal of India in Delhi for over four years until April 2023.

MP govt transfers IAS officer but keeps away from joining

Sometimes, the government’s action belies understanding. It was proved by the action of the Madhya Pradesh government, which neither let an upright IAS officer join his duty after transfer nor cancelled his transfer order. For the first time, such an incident has taken place in the state.

2012-batch IAS officer Pankaj Jain, who was working as Managing Director (MD) of MP Public Health Services Corporation, was transferred as MD of MP Building Development Corporation (BDC) and Member Secretary of MP Pollution Control Board (MP PCB).

He joined BDC, but despite the lapse of nearly two and a half months, he is yet to join the MP PCB as its member secretary. Interestingly, in a letter of his promotion, Member Secretary PCB was also written along with BDC.

It should be pointed out here that the position of Member Secretary in PCB is very crucial as permission for setting up industries, doing mining and other issues related to the environment is passed through the member secretary. At present, Achyutanand Mishra, a PCB’s departmental officer, is serving as its Member Secretary.

Sources hint that Jain was not allowed to join PCB so that Mishra continues in that position. Jain, however, refused to say anything about the reasons for not joining the PCB. Jain’s strictness and uprightness may also have played a role in it, sources confide.

Manipur: Major bureaucratic reshuffle brings transfer of 34 IAS officers

The Manipur government on Tuesday (28.01.2025) carried out a major bureaucratic reshuffle, issuing transfer and posting orders for 34 IAS, 2 IFS, and 1 IRS officer. The list also includes the transfer of 33 MCS officers.

Andhra govt regularises suspensions of retired IPS officer

Hardly any government bothers to take a corrective measure in favour of a retired civil servant. But the Andhra Pradesh government has done it by regularising the suspension periods of retired IPS officer AB Venkateswara Rao (IPS:1989:AP). It recognizes the suspension periods as spent on duty. The order regularising Rao’s suspension periods was issued by Chief Secretary K Vijayanand on Tuesday.

The previous YSRCP government had suspended him and reportedly kept him without posting during the last five years. Rao retired on May 31, 2024, as the Commissioner, Printing, and Stationery & Stores Purchases.

Rao virtually faced the two spells of suspension from February 8, 2020 to February 7, 2022, and June 28, 2022 to May 30, 2024. But after this order, he will receive full pay and allowances for these periods.

The state government is reported to have confirmed that all allowances already paid as subsistence during these periods would be adjusted. The Director General of Police (DGP), Andhra Pradesh, had been directed to implement the order.

More importantly, the move reinstates the officer’s professional contributions during his service.

It should be mentioned here that despite his suspension, disciplinary actions were dropped following a Supreme Court order in April 2022. Similarly, his second suspension was overturned by the Central Administrative Tribunal and it was later upheld by the High Court.

IPS R Prakash inducted in CBI as DIG

R Prakash (IPS:2008:OR), currently serving in the cadre as Deputy Inspector General (DIG) in the Crime Branch, Odisha, has been inducted as DIG in the Central Bureau of Investigation (CBI). According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (29.01.2025), the competent authority has approved R Prakash’s appointment to this post for an initial tenure of five years from the date of assumption of charge of the post or until further orders, whichever is earliest.

Vidyut Vikash promoted as DIG in CBI

Dr. Vidyut Vikash (IRS-C&IT:2008), currently serving as Superintendent of Police (SP) in the Central Bureau of Investigation (CBI), has been promoted and posted as Deputy Inspector General (DIG) in CBI. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (29.01.2025), the competent authority has approved the appointment of Mr. Vikash to the post from the date of joining of the post and upto 18.02.2025 (8 years in total) or until further orders, whichever is earlier.

Deputation tenure of two IPS officers serving as DIGs in CBI extended

The deputation tenure of two IPS officers serving in the CBI as DIGs has been extended. The competent authority approved the extensions on Wednesday (29.01.2025).

They are;

  1. Ms. Neethu Kamal’s (IPS:2008:CG) deputation tenure as DIG in CBI has been further extended for two year beyond 25.03.2025 i.e. from 26.03.2025 to 25. 03.2027 (7 years in total).
  2. Abhinav Khare‘s (IPS:2009:KTK) deputation tenure as DIG in CBI has been extended for two years beyond 22.03.2025 i.e. from 23.03.2025 to 22.03.2027 (7 years in total).

Punjab: Vivek Pratap Singh appointed Principal Secretary to Governor

The Punjab Government on Tuesday (28.01.2025) appointed senior IAS officer Vivek Pratap Singh (IAS:1996:PB) as Principal Secretary to Governor Gulab Chand Kataria.

Singh was previously the Principal Secretary, Technical Education and Industrial Training, would work along with the outgoing Additional Chief Secretary to the Governor, K Siva Prasad (IAS:1993:PB), till the later demitted the office.

Prasad has been granted voluntary retirement. His resignation was accepted by the Department of Personnel and Training (DoPT), Government of India.

ACC approves empanelment of 3 IAS officers for Joint Secretary level posts

The Appointments Committee of the Cabinet on Monday (27.01.2025) has approved empanelment of three IAS officers for holding Joint Secretary /Joint Secretary equivalent level posts in the Government of India.

They are :

  1. S A Murugesan (IAS:2005:UD)
  2. KM Pandurang (IAS:2007:HY)
  3. Chander Shekhar Khare (IAS:2008:HY)
