Amand Shah (IRS-C&IT: 1991) was on Monday (10.03.2025) promoted and empanelled to the grade of Principal Chief Commissioner of Customs & Indirect Taxes in the Indian Revenue Service (Customs & Indirect Taxes) in Level 17 of the Pay Matrix (HAG).
His regular posting will be decided in due course with the approval of the Competent Authority. Till then, he will assume the charge of the promotional post on in situ (as is where is) basis.
Ardra Agrawal (IAS:2007:GJ), on her repatriation to the state cadre, has been appointed as Secretary in the General Administration Department (Planning). She would hold the additional charge of Commissioner of Cottage & Rural Industries and Secretary (Cottage & Rural Industries), Industries & Mines Department.
She was recently repatriated from central deputation where she served as Director of Census Operations (DCO)/ Director of Citizen Registration (DCR), Gujarat, Daman & Diu and Dadra & Nagar Haveli, under the Ministry of Home Affairs.

In a significant development on Tuesday (11.03.2025), Peeyush Jain(IRS-IT:1991), currently serving as Director General of Income Tax(Investigation), Ahmedabad, has been transferred and posted as Chief Commissioner of Income Tax (OSD) at the Central Board of Direct Taxes (CBDT) with immediate effect.
Following his transfer, the charge of DGIT (Investigation), Ahmedabad, has been assigned to Sandip Pradhan (IRS-IT:1991), who currently holds the position of DGIT (Investigation), Pune.
Mugdha Kaur Jaggi (IDAS:2009), who was recommended for central deputation by Department of Defence, has been selected for appointment as Director in the Department of Pension & Pensioners Welfare, Delhi, for five years.
According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (11.03.2025), Ms. Jaggi will serve in the post under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.
Mohit Yadav (IFS:2002) has been appointed as Joint Secretary in Department of Commerce for an overall period of three years. According to an order issued by the Department of Personnel and Training (DoPT) on March 6, the Appointments Committee of the Cabinet has approved the appointment of Mr Yadav to the post for an overall period of three years upto 28.10.2027 or until further orders, whichever is earlier.
A much-awaited reshuffle in the Madhya Pradesh police administration is expected soon after Holi. Chief Minister Mohan Yadav, Director General of Police (DGP) Kailash Makwana, and senior Home Department officials have reportedly held discussions regarding the changes.
According to sources, the transfer list may include 24 to 30 officers, with most postings affecting ranges and districts.
As discussions progress, key positions expected to see changes include the Bhopal Police Commissioner and the Inspectors General (IGs) of Balaghat and Indore Rural. The vacant IG post in the Rewa range is also set to be filled.
DGP Kailash Makwana has reviewed the performance of Superintendents of Police (SPs) over the past three months. Dhar SP is likely to be moved to a Deputy Inspector General (DIG) position, while several DIGs across different ranges are also expected to be transferred. Additionally, some DIGs recently promoted will need to be accommodated in this reshuffle.
IPS officer Abhishek Mohanty (IPS:2011), who was recently relieved as Karimnagar Police Commissioner and from the Telangana cadre, has approached the Central Administrative Tribunal (CAT), Hyderabad Bench, challenging the Union Ministry of Home Affairs’ order allotting him to the Andhra Pradesh cadre instead of his preferred Telangana cadre.
Mohanty has requested the tribunal to suspend the February 19 order and direct the Centre, along with the Andhra Pradesh and Telangana governments, to allow him to continue in the Telangana cadre.
In his petition, he argues that the authorities failed to properly consider his domicile records, which, according to him, qualify him for the Telangana cadre. Mohanty asserts that he is a permanent resident of Hyderabad, which falls within Telangana, and that this fact was overlooked. He claims his case falls under paragraph 5.1.3 (I) of the Pratyush Sinha Committee’s recommendations.
He also referenced a July 19, 2021, CAT order, which stated that he had been incorrectly classified as an outsider despite being a direct recruit from the Telangana region. Drawing a parallel with IAS officer Lotheti Siva Sankar (IAS:2013), whose cadre allotment to Telangana was recently restored by CAT on domicile grounds, Mohanty argued that he should receive similar consideration.
Both CAT and the High Court have previously upheld his Telangana domicile status, yet the central government did not review this aspect while rejecting his representation.
Mohanty has urged the tribunal to direct the Centre to reconsider his case from a domicile perspective and to suspend the allotment order, allowing him to continue in Telangana until a final decision is made.
The Modi government has invited applications for the post of Chairperson at the Insurance Regulatory and Development Authority of India (IRDAI). The tenure of the current Chairperson, Debasish Panda (IAS:1987:UP), ends on March 13, 2025. So, now it is clear that Mr Panda is not going to get any extension.
As per the notification from the Department of Financial Services, Ministry of Finance, the deadline for the submission of applications is April 6. In its advertisement, the department has sought applications from individuals with “knowledge or experience in life insurance, general insurance, actuarial science, finance, economics, law, accountancy, administration or any other discipline.”
The candidate should have a minimum 30 years of relevant work experience and must have worked as Secretary to the Government of India or in an equivalent position with the government with “proven track record of leadership and authority in decision making”. Applicants from the private sector are expected to have worked as CEO or in an equivalent position in a prestigious financial institution.
After taking charge in March 2022, Panda oversaw significant reforms in India’s insurance sector to facilitate growth, including the shift to principle-based regulations, the transition to a ‘use and file’ system, and new Expense of Management (EoM) Regulations apart from revising the Surrender Value norms mandating insurers to pay a special surrender value after policyholders have completed the full premium payment for the first year.
Before becoming IRDAI Chairperson, Panda also served as the Financial Services Secretary and Additional Secretary looking after insurance and financial inclusion.
Senior diplomat Arun Kumar Sahu (IFS: 1996) was on Monday (10.03.2025) concurrently accredited as the Ambassador of India to the Republic of North Macedonia, with residence in Sofia. Currently, he is serving as Ambassador of India to the Republic of Bulgaria and is expected to take up the assignment shortly.
In a statement, the MEA said, “Shri Arun Kumar Sahu (IFS: 1996), presently Ambassador of India to the Republic of Bulgaria, has been concurrently accredited as the Ambassador of India tothe Republic of North Macedonia, with residence in Sofia.”
“He is expected to take up the assignment shortly,” the statement added.
