PM Modi dedicates Kartavya Bhavan-3, calls it symbol of agile governance

Prime Minister Narendra Modi on Wednesday (August 6, 2025) dedicated Kartavya Bhavan-3 to the nation, describing it as a symbol of the government’s commitment to efficient governance and public service delivery. In a social media post, he expressed pride in inaugurating the state-of-the-art facility, emphasizing that it will accelerate the implementation of government policies and schemes while giving new momentum to India’s development.

Kartavya Bhavan-3 is part of the Central Vista redevelopment project and marks the first of several upcoming Common Central Secretariat buildings. These modern facilities aim to streamline administrative processes, reduce inter-departmental delays, and enable agile governance.

During the inauguration, the Prime Minister interacted with construction workers, lauding their hard work and dedication in shaping the iconic building. He also highlighted that environmental sustainability measures have been prioritized in the building’s design and construction. Union Minister of Housing and Urban Affairs Manohar Lal was present at the event.

Mr. Modi said that Kartavya Bhavan reflects the government’s vision of a developed and self-reliant India, where administrative efficiency and public service are the core focus.

Rajendra Ratnoo appointed Joint Secretary in Ministry of Cooperation

Senior IAS officer Rajendra Ratnoo (IAS:2001:TN) has been appointed as Joint Secretary in the Ministry of Cooperation, New Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (August 4, 2025), the Appointments Committee of the Cabinet (ACC) has approved his appointment for a period of five years under the Central Staffing Scheme, from the date he assumes charge or until further orders, whichever is earlier.

Ratnoo is currently serving in the cadre as Principal Secretary and Member Secretary of the Chennai Rivers Restoration Trust and as Managing Director of the Chennai River Transformation Company Limited.

Notably, he was repatriated to his Tamil Nadu cadre on April 28, 2025, to avail promotion benefits after serving as Executive Director at the National Institute of Disaster Management (NIDM) under the Ministry of Home Affairs. His central deputation to the Ministry of Cooperation marks a return to the Union government in a key administrative role.

Aisha Khan appointed Deputy Secretary in Department of Financial Services

Aisha Khan (IOFS:2014), who was recommended for central deputation by the Ministry of Defence, has been selected for appointment as Deputy Secretary in the Department of Financial Services (DFS), Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 6, 2025), her appointment is for four years from the date of assuming charge or until further orders, whichever is earlier.

She has been instructed to be relieved of her current responsibilities immediately to take up her new assignment.

Swagat Ranveerchand Bhandari appointed Director in Department of Financial Services

IAS officer Swagat Ranveerchand Bhandari (IAS:2010:KL) has been appointed as Director in the Department of Financial Services (DFS), Ministry of Finance, New Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 6, 2025), her central deputation will run until July 29, 2029, covering a combined five-year tenure, which includes both her ex-cadre and Central Staffing Scheme (CSS) postings.

Bhandari is currently serving as Officer on Special Duty (OSD) at the Indian Institute of Technology (IIT) Kanpur, a position she has held since July 29, 2024. Before this, she was in her cadre serving as Managing Director of the Kerala Water Authority.

IAS Isha Khosla appointed Director in Department of Expenditure

IAS officer Isha Khosla (IAS:2011:AGMUT) has been appointed as Director in the Department of Expenditure, Ministry of Finance, New Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 6, 2025), her central deputation is for a period of five years under the Central Staffing Scheme, starting from the date she assumes charge or until further orders, whichever is earlier.

She has been instructed to be relieved of her current responsibilities immediately to take up her new assignment. Khosla’s appointment comes following a recommendation by the Ministry of Home Affairs (MHA) for central deputation.

Moona Yashmin appointed Deputy Secretary in Rural Development Dept

Moona Yashmin (IPoS:2013), who was recommended for central deputation by the Department of Posts, has been appointed as Deputy Secretary in the Department of Rural Development, Delhi, for a period of four years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (August 5, 2025), the competent authority approved her appointment under the central staffing scheme for four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Alagu Varsini VS appointed Deputy Secretary in Rural Development Dept

Alagu Varsini VS (IAS:2012:TG) has been appointed as Deputy Secretary in the Department of Rural Development, New Delhi, for a period of four years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (August 5, 2025), her appointment comes under the Central Staffing Scheme and will remain valid from the date she assumes charge or until further orders, whichever is earlier.

She has been directed to be relieved of her current responsibilities immediately to join her new central deputation posting. Varsini is presently serving as the Secretary of the Telangana Social Welfare Residential Educational Institutions Society (TSWREIS).

Ms. Sathiya S appointed as Director in Ministry of Cooperation

Ms. Sathiya S (IRS-IT:2011), who was recommended for central deputation by the Department of Revenue, has been appointed as Director in the Ministry of Cooperation, New Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (August 5, 2025), she has been appointed under the Central Staffing Scheme for a period of five years from the date of assuming charge of the post or until further orders, whichever is earlier.

MoHUA Director Binay Kumar Jha repatriated to parent cadre

Binay Kumar Jha (IRSME:1998), currently serving as Director in the Ministry of Housing & Urban Affairs (MoHUA), has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (August 5, 2025), the competent authority approved his repatriation on personal grounds.

Jha was initially appointed as Director in MoHUA in the last week of September 2018 for a tenure of five years and formally assumed charge on October 30, 2018. Before the completion of his tenure, he was granted a two-year extension on August 29, 2023, allowing him to continue till October 30, 2025, completing the maximum permissible seven-year central deputation.

With the latest order, Jha returns to his parent cadre nearly three months before his extended tenure was due to conclude.

Johny Tom Varghese appointed Deputy Secretary in Ministry of Mines

IAS officer Johny Tom Varghese (IAS:2014:TN) has been appointed as Deputy Secretary in the Ministry of Mines, Delhi, for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (August 4, 2025), the competent authority has approved the appointment of Mr Varghese to the post for a period of four years under central staffing scheme from the date of taking over the charge of post or until further orders, whichever is earlier.
