Odisha cracks the whip on unproductive employees

Whether they are top officers or lower-level employees, inept and incompetent government workers in Odisha would no longer be able to hide behind bureaucracy. In a letter to all departments, the state government’s Chief Secretary has instructed them to identify these workers and provide the government with reports. The guideline makes it very clear that an employee will be forced to retire if ineptitude is found. Departments are required to submit their findings by August 7 and have been provided with a specified reporting format. The Mohan Majhi government’s strong attitude has reportedly made underperforming officials nervous.

The Chief Secretary has asked every department for comprehensive information on the number of officers facing disciplinary action as well as the number of days that each employee has worked in a given month. How frequently have cops visited fields? How many non-performing officers have already started the mandatory retirement procedure? The quantity of open positions in every department. Actions made to enhance officers’ abilities. How many officers have taken advantage of the free AI courses for training? Departments have been directed to provide this data by the deadline in the format specified.

The firing of ineffective personnel was a significant topic of discussion during a July 15 Secretary-level meeting. Chief Secretary Manoj Ahuja took a tough stand on the issue. The Chief Secretary has made it clear that officers who are found to be inefficient should be forced to retire from service, citing a circular from the General Administration Department dated September 24, 2019. Additionally, he ordered that information on officers who are the subject of ongoing disciplinary actions be posted on the HRMS website, with frequent evaluations carried out before to a final judgment.

A strong warning on this matter was already given by Chief Minister Mohan Majhi at the District Collectors’ Conference on September 27, 2024. The CM had urged ineffective cops to alter their perspective, declaring that the days of carelessness were finished. Now, everyone is waiting to see how many employees the state government would target after obtaining the pertinent data.

PESB finds no suitable candidate for SAIL Director (Commercial) post

Panel recommendation for SAIL

The Public Enterprises Selection Board (PESB) has not recommended any candidate for the post of Director (Commercial), Steel Authority of India Limited (SAIL), after a selection meeting held on August 6, 2025.

The Board interviewed 12 candidates, but concluded that none were found suitable for the position. Consequently, the PESB has advised the Administrative Ministry/Department to take an appropriate course of action, which may include the formation of a Search-cum-Selection Committee (SCSC) or any other method deemed fit, with the approval of the competent authority.

Anil Kumar Singh selected as Director (Commercial), NALCO

Anil Kumar Singh has been selected for appointment as Director (Commercial), National Aluminium Company Limited (NALCO) at a Public Enterprises Selection Board (PESB) meeting held on August 2, 2025. He is currently serving as General Manager M&C and HR, Hindustan Copper Limited

Following the selection, the PESB has recommended his name to the Appointments Committee of the Cabinet (ACC) for final approval. His formal appointment will be subject to the receipt of necessary vigilance clearances and the ACC’s nod.

NALCO, a ‘Navratna’ company under the Schedule ‘A’ category of CPSE’s, was founded on 7th January, 1981 with its registered office in Bhubaneswar. It is one of the country’s largest bauxite, alumina, aluminium and power complex.

Neha Gupta appointed as Director in Department of Justice

Neha Gupta (IRPS:2010) has been appointed as Director in the Department of Justice, New Delhi, for a period of five years under the Central Staffing Scheme (CSS).

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 6, 2025), her appointment has been made on the recommendation of the Ministry of Railways, which had proposed her name for central deputation.

She will hold the post for five years from the date of assumption of charge or until further orders, whichever comes earlier.

Rahul Singh gets two-year extension as CBSE Chairperson

The central deputation tenure of Rahul Singh (IAS:1996:BH), serving as Chairperson of the Central Board of Secondary Education (CBSE), has been extended for two more years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 6, 2025), the Appointments Committee of the Cabinet (ACC) has approved the extension till November 11, 2027, or until further orders, whichever is earlier.

Rahul Singh began his central deputation on November 11, 2020, as Joint Secretary, DoPT, for a tenure of five years. He was later empanelled for Additional Secretary-level posts in September 2022 and served as Additional Secretary, DoPT, until March 2024. On March 13, 2024, he was appointed as CBSE Chairperson.

A Bihar cadre IAS officer, Singh has been instrumental in administrative reforms and is expected to continue overseeing key CBSE initiatives and policy implementation during his extended tenure.

Rahul Bhanudas Mali appointed Deputy Secretary in Ministry of Women & Child Development)

Senior IAS officer Rahul Bhanudas Mali (IAS:2016:NL) has been appointed as Deputy Secretary in the Ministry of Women & Child Development (WCD), New Delhi, for a tenure of four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 6, 2025) the competent authority approved his appointment from the date he assumes charge of the post or until further orders, whichever is earlier.

Mali, a Nagaland cadre IAS officer, will now be part of the central staffing scheme, contributing to the implementation of national programs for women and child welfare.

CSS forum flags confidentiality concerns in Kartavya Bhavan-3

With the inauguration of Kartavya Bhavan-3 by Prime Minister Narendra Modi on Wednesday (August 6, 2025), ministries will soon begin relocating to the new Central Secretariat Complex (CCS-3). So far, only the Ministry of Home Affairs (MHA) has shifted from North Block to the new building. Petroleum and Natural Gas and Rural Development ministries are expected to move in next, Housing and Urban Affairs Minister Manohar Lal Khattar said on Tuesday while briefing the media at the facility.

However, the move has sparked concern among officials. The Central Secretariat Service (CSS) Forum, which represents nearly 13,000 government employees, has written to the Prime Minister’s Office (PMO) and the Ministry of Housing and Urban Affairs (MoHUA), raising alarm over the open office design of the new complex.

The CSS Forum claims that the current seating arrangements compromise privacy, efficiency, and confidentiality. “Kartavya Bhavan-3’s seating arrangement lacks proper functional divisions and spatial integrity. There is no clear separation between divisions, and critical workspaces are exposed,” the letter stated.

According to the forum, Assistant Section Officers (ASOs)—key to file processing and examination—lack dedicated storage for files and stationery. Under Secretaries and Section Officers have been allocated low-height cubicles using almirahs, which they say allows conversations and sensitive discussions to be easily overheard.

The letter warned that open workspaces could risk early disclosure of sensitive matters, including court cases, classified data, and vigilance issues, undermining administrative confidentiality. The forum has requested that the seating plan be revised and private rooms be provided for officers handling sensitive work.

The CSS Forum has urged the government to review seating arrangements in all new buildings under the Central Vista project and take corrective measures to ensure privacy and functional efficiency for officers.

PM Modi dedicates Kartavya Bhavan-3, calls it symbol of agile governance

Prime Minister Narendra Modi on Wednesday (August 6, 2025) dedicated Kartavya Bhavan-3 to the nation, describing it as a symbol of the government’s commitment to efficient governance and public service delivery. In a social media post, he expressed pride in inaugurating the state-of-the-art facility, emphasizing that it will accelerate the implementation of government policies and schemes while giving new momentum to India’s development.

Kartavya Bhavan-3 is part of the Central Vista redevelopment project and marks the first of several upcoming Common Central Secretariat buildings. These modern facilities aim to streamline administrative processes, reduce inter-departmental delays, and enable agile governance.

During the inauguration, the Prime Minister interacted with construction workers, lauding their hard work and dedication in shaping the iconic building. He also highlighted that environmental sustainability measures have been prioritized in the building’s design and construction. Union Minister of Housing and Urban Affairs Manohar Lal was present at the event.

Mr. Modi said that Kartavya Bhavan reflects the government’s vision of a developed and self-reliant India, where administrative efficiency and public service are the core focus.

Rajendra Ratnoo appointed Joint Secretary in Ministry of Cooperation

Senior IAS officer Rajendra Ratnoo (IAS:2001:TN) has been appointed as Joint Secretary in the Ministry of Cooperation, New Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (August 4, 2025), the Appointments Committee of the Cabinet (ACC) has approved his appointment for a period of five years under the Central Staffing Scheme, from the date he assumes charge or until further orders, whichever is earlier.

Ratnoo is currently serving in the cadre as Principal Secretary and Member Secretary of the Chennai Rivers Restoration Trust and as Managing Director of the Chennai River Transformation Company Limited.

Notably, he was repatriated to his Tamil Nadu cadre on April 28, 2025, to avail promotion benefits after serving as Executive Director at the National Institute of Disaster Management (NIDM) under the Ministry of Home Affairs. His central deputation to the Ministry of Cooperation marks a return to the Union government in a key administrative role.

Aisha Khan appointed Deputy Secretary in Department of Financial Services

Aisha Khan (IOFS:2014), who was recommended for central deputation by the Ministry of Defence, has been selected for appointment as Deputy Secretary in the Department of Financial Services (DFS), Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 6, 2025), her appointment is for four years from the date of assuming charge or until further orders, whichever is earlier.

She has been instructed to be relieved of her current responsibilities immediately to take up her new assignment.
