Senior IAS officer Archana Agrawal repatriated to Uttar Pradesh cadre

In a key administrative development, senior IAS officer Archana Agrawal (IAS:1990:UP), presently serving as Member Secretary in the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs, has been prematurely repatriated to her parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (October 13, 2025), the Appointments Committee of the Cabinet (ACC) approved her repatriation to the Uttar Pradesh cadre on personal grounds.

Ms. Agrawal has been associated with the NCRPB since April 2019, initially joining as Additional Secretary. She was empanelled for Secretary-level positions in the Government of India in October 2021 and was subsequently accorded the Secretary rank in the NCRPB in May 2022.

She has been on central deputation since February 2, 2016, when she assumed charge as Joint Secretary in the Ministry of Power, a post she held until moving to the NCRPB.

Two RBI officers appointed as Advisers to India’s Executive Director at IMF

The Appointments Committee of the Cabinet (ACC) on Monday (October 13, 2025) approved the appointment of two senior Reserve Bank of India (RBI) officials to key advisory positions at the International Monetary Fund (IMF) in Washington DC, USA.

According to an order issued by the Department of Personnel and Training (DoPT), the ACC approved the proposal of the Department of Economic Affairs (DEA) to appoint Dr. Pankaj Kumar, Director (Grade ‘E’), RBI, as Senior Adviser to the Executive Director (ED), India, at the IMF. Likewise, Dr. Dirghau Keshao Raut, Director (Grade ‘D’), RBI, has been appointed as Adviser to the Executive Director (ED), India, at the IMF.

Both officers will serve in their respective posts for a period of three years from the date of assumption of charge or until further orders, whichever is earlier.

Sonali Sen Gupta appointed Executive Director of RBI

The Reserve Bank of India (RBI) has appointed Sonali Sen Gupta as Executive Director (ED), effective from October 9, 2025. Before this elevation, she was serving as the Regional Director for Karnataka at the Bengaluru Regional Office.

As Executive Director, Sonali Sen Gupta will oversee the Consumer Education and Protection Department, the Financial Inclusion and Development Department, and the Inspection Department.

With over three decades of experience in the RBI, she has handled diverse portfolios including financial inclusion, human resource management, and banking regulation and supervision.

This development comes just days after the central bank announced the appointment of Sanjay Kumar Hansda as Executive Director, effective from March 3, 2025.

CBIC: Six IRS (C&IT) officers empanelled as Principal Chief Commissioners/ Principal DGs

The Central Board of Indirect Taxes and Customs (CBIC) has recently (October 8, 2025) empanelled and promoted six senior Indian Revenue Service (IRS–Customs & Indirect Taxes) officers of the 1991 batch to the rank of Principal Chief Commissioner / Principal Director General in Level 17 of the Pay Matrix (Apex Scale) for the panel year 2025.

According to an order issued by the Department of Revenue, the empanelled officers will assume charge of their promotional posts on an in situ (as is where is) basis until regular postings are decided with the approval of the competent authority. Officers currently on deputation will be promoted upon their return to the cadre.

The officers promoted to the Apex Scale are:

  1. Mayank Kumar
  2. Madan Mohan Singh
  3. Shrawan Kumar
  4. L Satya Srinivas
  5. Arti A Srinivas
  6. Charul Baranwal

IRS officer Sujit Kumar takes VRS; clears path for political plunge ahead of Bihar polls

As Legendofficers.com exclusively reported on September 23, an IRS-IT officer from the 2001 batch was planning to seek voluntary retirement (VRS) to join electoral politics — and now that report stands confirmed. The Central government has accepted the VRS application of Sujit Kumar (IRS-IT:2001), Principal Commissioner of Income Tax, effectively paving the way for his political debut.

According to an order issued on Friday, the President of India approved his request for voluntary retirement with immediate effect. Kumar, who was serving as Principal Commissioner (OSD), Appeal Unit-11, Delhi, had sought retirement under Rule 43 of the Central Civil Services (Pension) Rules, 2021.

The official order specifies that while Kumar’s retirement takes effect immediately, his pension commutation will be processed only after the three-month notice period, ending on December 25, 2025.

Sources in bureaucratic and political circles suggest that Kumar’s early retirement is anything but routine. With Bihar heading toward Assembly elections, speculation is strong that he may soon join the Bharatiya Janata Party (BJP) as a candidate, marking a significant shift from bureaucracy to politics.

The order also carries a standard clause mandating prior government approval if Kumar wishes to accept any commercial employment within one year of retirement — a measure designed to uphold post-retirement integrity among senior civil servants.

Interestingly, the speed of the approval has drawn attention within the administrative community. Such decisions typically take several weeks, but in Kumar’s case, the clearance came swiftly — seen by many as a politically strategic move ahead of the Bihar polls.

Gaurav Dayal appointed as Chairperson of Jawaharlal Nehru Port Authority

Senior IAS officer Gaurav Dayal (IAS:2004:UP) has been appointed as Chairperson (Joint Secretary level) of the Jawaharlal Nehru Port Authority (JNPA), Navi Mumbai, under the Ministry of Ports, Shipping and Waterways.

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (October 11, 2025), the Appointments Committee of the Cabinet (ACC) approved Mr. Dayal’s appointment for a period of five years from the date he assumes charge or until further orders, whichever is earlier.

Mr. Dayal will succeed Sanjay Sethi (IAS:1992:MH), who previously held the position of JNPA Chairperson.

PESB Recommends Amit Tandon as Director (Projects) of RVNL

The Public Enterprises Selection Board (PESB) has recommended Amit Tandon for appointment as Director (Projects) of Rail Vikas Nigam Limited (RVNL). The recommendation was made after interviews conducted by the PESB on October 11, 2025.

Amit Tandon is currently serving as Principal Executive Director (Metro) at RVNL. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and completion of other procedural formalities.

The PESB interviewed a total of 10 candidates for the post. The candidates included:

UP govt transfers four IPS officers

In a minor reshuffle in the police administration, the Uttar Pradesh government on Friday (October 10, 2025) issued transfer and posting orders for four IPS officers.

The names of the officers and their postings are as follows;

  1. Ashish Shrivastava (IPS:2013:UP), DCP, Police Commissionerate, Lucknow, has been transferred and posted as SP, Security Hqrs, Lucknow.
  2. Vikrant Vir (IPS:2014:UP), SP, Attached to DGP Hqrs, has been transferred and posted as DCP, Police Commissionerate, Lucknow.
  3. Anil Kumar Singh (IPS:2015:UP), Commandant, 28 Battalion, PAC, Etawah, has been transferred and posted as SP, Security Hqrs, Lucknow.
  4. Anirudh Kumar (IPS:2018:UP), SP/Additional SP, CID, Lucknow, has been transferred and posted as Commandant, 28 Battalion, PAC, Etawah.

Gaurav Garg appointed DIG in NHRC

IPS officer Gaurav Garg (IPS:2011:PB), who is currently serving as Passport Officer under the Ministry of External Affairs, has been appointed as Deputy Inspector General (DIG) in the National Human Rights Commission (NHRC) on deputation basis.

According to an order issued by the Ministry of Home Affairs on October 6, the competent authority has approved his appointment for a combined tenure of five years, effective from the date he assumes charge of the post, and up to November 15, 2027, or until further orders, whichever is earlier.

IFoS officer Abhishek Kumar repatriated to parent cadre

Abhishek Kumar (IFoS:2013:GJ), who was serving as Deputy Secretary in the Ministry of Cooperation, has been prematurely repatriated to his parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (October 10, 2025), the competent authority approved the proposal of the Ministry of Cooperation to repatriate Mr. Kumar to his parent cadre on personal grounds, with the provision of extended cooling-off.

Mr. Kumar had joined the Ministry in March 2025 under the Central Staffing Scheme. His tenure was initially scheduled to continue till April 2, 2027, but he is returning to his cadre ahead of completion of tenure.
