Bihar: Six IAS officers transferred

The Bihar government on Wednesday (September 10, 2025) issued transfer and posting orders for six IAS officers.

The names of the officers and their postings are as follows;

  1. Narmadeshwar Lal (IAS:1998:BH), Principal Secretary, Minor Water Resources Department with additional charge of Enquiry Commissioner, GAD, has been transferred and posted as Principal Secretary, Sugarcane Industry Department with additional charge of Enquiry Commissioner, GAD
  2. B Kartikey Dhanji (IAS:2008:BH), Secretary, Sugarcane Industry Department with additional charge of Enquiry Commissioner, GAD, has been transferred and posted as Secretary, Minor Water Resources Department with additional charge of Enquiry Commissioner, GAD and Secretary, Industries
  3. Chirid Y Bhutia (IAS:2003:BH), waiting for posting, has been posted as Additional Secretary, Health Department.
  4. Yashpal Meena (IAS:2014:BH), Additional Secretary, Water Resources Department with additional charge of Director, Handlooms and Silk Directorate, Patna, has been transferred and posted as Additional Secretary, Health Department.
  5. Rajnish Kumar Singh (IAS:2014:BH), Inspector General of Registration-cum-Excise Commissioner, Prohibition, Excise and Registration Department with additional charge of Additional Director, Bihar Development Mission, has been transferred and posted as Registrar, Cooperative Societies with additional charge of Additional Director, Bihar Development Mission.
  6. Anshul Agarwal (IAS:2016:BH), Registrar, Cooperative Societies, has been transferred and posted as Inspector General of Registration-cum-Excise Commissioner, Prohibition, Excise and Registration Department.

Andhra Pradesh govt extends suspension of IPS officers PS Anjaneyulu and KR Tata

The Andhra Pradesh government on Tuesday (September 9, 2025) extended the suspension of two senior IPS officers, P Sitharama Anjaneyulu (IPS:1992:AP) and Kanthi Rana Tata (IPS:2004:AP), for another six months in connection with alleged lapses in handling a high-profile criminal case. Their suspension will now continue until March 8, 2026, or until further orders.

Mr. Anjaneyulu, who was serving as the state’s Intelligence Chief, was first suspended in September 2024 under Rule 3(1) of the All India Services (Discipline and Appeal) Rules, 1969. He faced charges of misusing his authority in Cr. No. 90/2024 at Ibrahimpatnam police station, where he allegedly expedited a case involving Mumbai-based actress Kadambari Narendra Kumar Jethwani without proper scrutiny. The Ministry of Home Affairs confirmed his suspension, and subsequent review panels recommended its periodic extension.

Similarly, Mr. Kanthi Rana Tata, then Police Commissioner of Vijayawada, was suspended for alleged supervisory failures in the same case. He was accused of permitting arrests without adequate examination of the complaint and preliminary investigation. His suspension, too, was upheld by the Centre and has been periodically extended.

In its latest review meeting held on September 2, 2025, the committee observed that key documentary evidence in Cr. No. 469/2024 at Ibrahimpatnam police station was still under verification. It cautioned that reinstating the officers could potentially compromise the investigation.

Following this recommendation, Chief Secretary K. Vijayanand issued the suspension extension orders in the name of the Governor, directing the Director General of Police (DGP) to formally notify the officers and ensure compliance.

Tarun Kumar Pithode empanelled as Joint Secretary at Centre

The Central government on Tuesday (September 9, 2025) empanelled Tarun Kumar Pithode (IAS:2009:MP) for holding the post of Joint Secretary or equivalent at the Centre.

A Madhya Pradesh cadre officer, Pithode is presently on Central deputation, serving as Director in the Ministry of Environment, Forest & Climate Change (MoEF&CC) since September 2024.

This empanelment comes after the Appointments Committee of the Cabinet (ACC) cleared the names of 16 IAS officers of the 2009 batch on February 10, 2025, for Joint Secretary-level posts. Later, on March 24, 2025, four more officers from the same batch were empanelled.

Jatinderjit Singh Mann selected as Director (Marketing), MMTC Limited

Jatinderjit Singh Mann has been selected for appointment as Director (Marketing), MMTC Limited. The selection was made during a Public Enterprises Selection Board (PESB) meeting held on September 8, 2025.

Mann is currently serving as Additional General Manager (Marketing/Consultancy) & Head of RDSS-J&K, NTPC Limited.

Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to necessary vigilance clearances and the ACC’s nod.

CAT stays Kerala govt’s posting of IAS officer B Ashok to KTDFC

The Central Administrative Tribunal (CAT) on Tuesday (September 9, 2025) stayed the Kerala government’s order appointing senior IAS officer B Ashok (IAS:1998:KL) as Chairman and Managing Director of the Kerala Transport Development Finance Corporation (KTDFC). Ashok will continue in his present role as Principal Secretary, Agriculture Department.

In August, the General Administration Department (GAD) had issued an order transferring Ashok to KTDFC. However, he challenged the posting before the CAT, arguing that the state lacked the authority to effect such deputations without his consent. Acting on his plea, the tribunal stayed the government order.

Following the transfer directive, Ashok had applied for leave and is expected to rejoin his Agriculture posting on September 15.

This is not the first time Ashok has contested his transfer. In January 2025, he was appointed Chairman of the Local Self Government (LSG) Reforms Commission after being moved out as Agricultural Production Commissioner & Principal Secretary (Agriculture). He challenged that order as well, and the CAT set it aside, allowing him to continue in the Agriculture Department.

At the time, Ashok had contended that his deputation order was issued without his consent. The tribunal observed that while postings are primarily the executive’s prerogative, deputation of IAS officers to certain roles can be ordered only by the Union government, and not by the state acting unilaterally.

The latest CAT order is seen as a setback for the Kerala government, which has faced repeated legal challenges from Ashok over its transfer decisions.

Manoj Shashidhar and Sampat Meena appointed as Special Directors in CBI

The Appointments Committee of the Cabinet (ACC) on Monday (September 8, 2025) approved the appointment of two senior Indian Police Service (IPS) officers to the post of Special Director in the Central Bureau of Investigation (CBI).

Senior IPS officer Manoj Shashidhar (IPS:1994:GJ), who currently serves as Additional Director in the CBI, has been appointed as Special Director. His appointment will be effective from the date he assumes charge and will continue until his superannuation on November 30, 2030, or until further orders, whichever is earlier.

Similarly, Ms. Sampat Meena (IPS:1994:JH), also serving as Additional Director in the CBI, has been appointed to the post of Special Director. Her tenure will last until her superannuation on March 31, 2031, or until further instructions. In both cases, the appointments were made by restoring the post of Special Director, which was temporarily being operated at the level of Additional Director.

Manoj Shashidhar was earlier appointed as Joint Director in the CBI on January 18, 2020 for five years, and was later promoted to the post of Additional Director before his current elevation. Sampat Meena has been serving in the CBI since March 2019 and was subsequently promoted to Additional Director. With this new appointment, both officers will now serve in the senior-most leadership roles as Special Directors in the country’s premier investigating agency.

IPS officer Anupam Agrawal appointed as DIG in CRPF

In a key appointment, IPS officer Anupam Agrawal (IPS:2008:KN) has been appointed as Deputy Inspector General (DIG) in the Central Reserve Police Force (CRPF).

According to an order issued by the Ministry of Home Affairs (MHA) on Tuesday (September 9, 2025), the competent authority has approved his appointment against an existing vacancy under the usual terms and conditions of central deputation. The Karnataka cadre officer is to be relieved immediately to enable him to assume his new assignment at the Centre.

Agrawal is presently serving as DIG, Economic Offences Wing, CID, Karnataka.

IPS officer Kim appointed as DIG in CISF

IPS officer Kim (IPS:2008:BH) has been appointed as Deputy Inspector General (DIG) in the Central Industrial Security Force (CISF) on a lateral shift basis. She is presently serving as DIG in the National Human Rights Commission (NHRC).

According to an order issued by the Ministry of Home Affairs (MHA) on Monday (September 8, 2025), she will serve in the CISF for a combined tenure of five years, up to October 27, 2029, or until further orders, whichever is earlier.

The NHRC has been directed to relieve her immediately to enable her to assume her new assignment in the CISF.

Notably, Kim’s appointment as DIG in NHRC was issued on September 18, 2024, and she assumed charge on October 27, 2024. Prior to that, she was posted in her parent cadre, Bihar, as DIG, CID, Patna.

Vijay S Sakhare appointed Additional DG in NIA

In a significant appointment, the Ministry of Home Affairs has cleared the posting of Vijay S Sakhare (IPS:1996:KL) as Additional Director General in the National Investigation Agency (NIA).

According to an order issued on Monday (September 8, 2025), Sakhare, who is currently serving as Inspector General in NIA, has been elevated against the temporarily upgraded post of IG to the rank of Additional DG (Level-15 in the Pay Matrix). His tenure will be for a period of two years from the date of assumption of charge, or until further orders, whichever is earlier.

Delhi: 7 IAS & 16 DANICS officers transferred

Within 24 hours, the Delhi government issued yet another reshuffle on Tuesday (September 9, 2025), transferring 7 IAS officers and 16 DANICS officers. Coupled with Monday’s (September 8, 2025) order that saw 15 IAS and one DANICS officer shifted, a total of 22 IAS and 17 DANICS officers have been reassigned in just two days—significantly altering the administrative landscape of the Capital.

The names of the officers and their postings are as follows;
