UP Chief Secretary SP Goyal undergoes successful heart surgery

Uttar Pradesh Chief Secretary Shashi Prakash Goyal (IAS:1989:UP) successfully underwent heart surgery at a private hospital in Delhi. He had recently complained of chest pain, following which medical tests revealed coronary artery disease. Doctors advised immediate surgery, which was carried out on Tuesday.

According to doctors, Goyal’s surgery went well, and he is expected to be discharged soon. Meanwhile, his sudden departure on long leave on Tuesday fueled speculation within government and administrative circles. Later in the evening, the state government assigned his responsibilities to senior IAS officer Deepak Kumar (IAS:1990:UP), who is holding the position of ACS, Finance & Agriculture Production Commissioner.

Goyal took charge as the Chief Secretary of Uttar Pradesh on July 31. Prior to this, he served in the Chief Minister’s Office for nearly eight years, where he played a pivotal role in policy implementation. Known for his fearless and outspoken approach, Goyal is regarded as a trusted officer of Chief Minister Yogi Adityanath, often praised for taking decisions without political influence.

Delhi govt transfers 18 IPS, DANIPS officers

In a significant reshuffle, the Delhi Government on Wednesday (August 20, 2025) issued transfer and posting orders for 12 IPS officers and 6 DANIPS officers. The reshuffle includes four Joint Commissioners of Police (Joint CP) and three Additional Commissioners of Police (Addl. CP) among others.

The names of the officers and their postings are as follows;

  1. Mahendra Nath Tiwari (IPS:2004:AGMUT) has been transferred from his role as Joint Commissioner of Police, Security, to take charge as Joint Commissioner of Police, New Delhi Range.
  2. Vijay Singh (IPS:2005:AGMUT) has been transferred to the post of Joint Commissioner of Police, Northern Range, Delhi Police. He was previously serving as Joint CP, Transport Range.
  3. Dumbere Milind Mahadeo (IPS:2006:AGMUT) has been posted as Joint CP, Transport Range.
  4. Aslam Khan (IPS:2007:AGMUT) has been transferred from her current role as Joint Commissioner of Police, Vigilance, to take charge as Joint Commissioner of Police, Security, Delhi Police.
  5. Deepak Purohit (IPS:2007:AGMUT) has been transferred from his role as Joint Commissioner of Police, New Delhi Range, to take charge as Joint Commissioner of Police, Security (PM), Delhi Police.
  6. Rajiv Ranjan Singh (IPS:2010:AGMUT) has been transferred from his current posting as Additional Commissioner of Police, Northern Range, and appointed as Officer on Special Duty (OSD) to the Commissioner of Police, Delhi.
  7. Guguloth Amrutha (IPS:2011:AGMUT), currently serving as Additional Commissioner of Police, Economic Offence Wing (EOW), has been transferred and appointed as Additional CP of Vigilance.

Vinamra Mishra’s tenure as MSME Director extended till Aug 2027

The central deputation tenure of Vinamra Mishra (IRSME:2003) as Director in the Ministry of MSME has been extended for a further period of two years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 20, 2025), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Ministry of MSME to extend Mishra’s deputation beyond August 12, 2025, up to August 12, 2027.

Mishra has been serving in the post since August 12, 2020, when he was initially appointed for a tenure of five years. With this extension, he will now continue till August 12, 2027

Hemant Kumar Meena’s central deputation at NITI Aayog extended by one year

The central deputation tenure of Hemant Kumar Meena (IFoS:2011:MH) as Director in the NITI Aayog has been extended for another year. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 20, 2025), the Appointments Committee of the Cabinet (ACC) has approved the proposal to extend his deputation tenure beyond August 4, 2025, up to August 4, 2026.

This marks Meena’s second consecutive one-year extension. He was initially appointed as Deputy Secretary, NITI Aayog in March 2021 for a term up to August 4, 2024. Later, on October 15, 2024, he was granted a retrospective one-year extension (beyond August 4, 2024, up to August 4, 2025).

In January 2025, after completing 14 years of service, Meena was re-designated as Director in the NITI Aayog. With the latest approval, he will continue in the role for another year.

Amit Agrawal gets additional charge of Secretary, D/o Chemicals & Petrochemicals

n a short-term arrangement, Amit Agrawal (IAS:1993:CG), Secretary, Department of Pharmaceuticals, has been entrusted with the additional charge of Secretary, Department of Chemicals and Petrochemicals.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (August 20, 2025), the competent authority has approved his appointment to hold this responsibility from August 21 to August 27, 2025, during the leave period of incumbent Nivedita Shukla Verma (IAS:1991:UP).

Agrawal, a 1993-batch IAS officer of the Chhattisgarh cadre, has held several key positions at the Centre and in his cadre state. However, many in the bureaucracy view him more as a central bureaucrat, as he has been on central deputation since 2016, handling important assignments in Government of India.

SC Collegium recommends 14 Advocates for Judgeship in Bombay High Court

The Supreme Court Collegium has recommended the elevation of 14 advocates as judges of the Bombay High Court. The decisions were taken during the Collegium’s deliberations on August 19, 2025.

In the first round, six advocates were recommended for elevation:

  • Nandesh Shankarrao Deshpande
  • Amit Satyavan Jamsandekar
  • Ashish Sahadev Chavan
  • Vaishali Nimbajirao Patil-Jadhav
  • Abasaheb Dharmaji Shinde
  • Farhan Parvez Dubash

Subsequently, the Collegium recommended eight more names for judgeship in the same High Court. They are:

  • Siddheshwar Sundarrao Thombre
  • Mehroz Ashraf Khan Pathan
  • Ranjitsinha Raja Bhonsale
  • Sandesh Dadasaheb Patil
  • Shreeram Vinayak Shirsat
  • Hiten Shamrao Venegavkar
  • Rajnish Ratnakar Vyas
  • Raj Damodar Wakode

With these two sets of recommendations, the Collegium has proposed a total of 14 advocates for elevation as judges of the Bombay High Court. Their appointments will be formalized once the Union Government issues the official notifications.

SC Collegium recommends two Permanent Judges for Gauhati High Court

The Supreme Court Collegium, in its meeting held on August 19, 2025, approved the proposal for appointment of two Additional Judges as Permanent Judges in the Gauhati High Court.

The judges who have been elevated are:

  1. Justice Budi Habung
  2. Justice N. Unni Krishnan Nair

In a related decision, the Collegium also resolved to recommend the reappointment of Justice Kaushik Goswami, currently serving as an Additional Judge, for a fresh one-year term in the Gauhati High Court. His new tenure will be effective from November 10, 2025.

MEA announces new ambassadorial appointments

The Ministry of External Affairs (MEA) has announced a fresh round of ambassadorial appointments through orders issued on August 18 and 19, 2025.

On Tuesday (August 19, 2025), Bandaru Wilsonbabu (IFS:2004) was appointed as the next Ambassador of India to Turkmenistan. He is presently serving as Ambassador of India to Madagascar and is expected to assume the new assignment shortly.

On the same day, Kishan Dan Dewal (IFS:2003), currently Joint Secretary in the MEA, was appointed as the next Ambassador of India to the Dominican Republic.

Separately, through an order dated August 18, Dr. Manoj Kumar Mohapatra (IFS:2000), who is presently Ambassador of India to Romania, was concurrently accredited as the next Ambassador of India to the Republic of Moldova, with residence in Bucharest.

Pawan Kumar Sharma empanelled for Additional Secretary rank

In a significant development, the Appointments Committee of the Cabinet (ACC) on Tuesday (August 19, 2025) approved the empanelment of Pawan Kumar Sharma (IAS:1999:MP) for holding Additional Secretary or equivalent level posts in the Government of India.

Sharma, a 1999-batch IAS officer of the Madhya Pradesh cadre, is currently serving as Joint Secretary in the Department of Defence, a post he has held since August 2024. His central deputation tenure is for five years.
