Amal Kumar Chakrabarty appointed Director (Finance) of Troop Comforts Limited

Amal Kumar Chakrabarty, Chief Financial Officer of Bharat Heavy Electricals Limited (BHEL), has been appointed as Director (Finance), Troop Comforts Limited (TCL). The Appointments Committee of the Cabinet (ACC) on Thursday (August 21, 2025), approved the proposal of the Department of Defence Production to appoint Mr Chakrabarty to the post.

Notably, on May 16, 2025, the Public Enterprises Selection Board (PESB) recommended his name to the ACC for the post after interviewing 7 candidates.

Troop Comforts Limited (TCL), headquartered in Kanpur, Uttar Pradesh, is a state-owned defence company that manufactures textiles, clothing, and equipment for the Indian armed forces. Established in 2021, it is one of the seven new Defence Public Sector Undertakings (DPSUs) formed after the corporatisation of the Ordnance Factory Board.

Priya Ranjan selected as Director In-Charge of SAIL’s Bokaro Steel Plant

In a key development, Priya Ranjan has been selected for appointment as Director In-Charge of Bokaro Steel Plant, Steel Authority of India Limited (SAIL). The selection was made during a Public Enterprises Selection Board (PESB) meeting held on August 22, 2025.

Ranjan is presently serving as Executive Director (Operations) with additional charge as Head of the Directorate of Mines and Logistics at SAIL.

Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will take effect after the necessary vigilance clearances and the ACC’s nod.

The following 12 applicants were interviewed in the selection meeting:

Manas Kaviraj appointed Director (HR), AWEIL

Manas Kaviraj, Senior Executive Director, NBCC India Limited, has been appointed as Director (Human Resources), Advanced Weapons & Equipment India Limited (AWEIL). According to an order issued on Thursday (August 21, 2025), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Department of Defence Production to appoint Mr. Kaviraj to the post.

AWEIL, one of the seven Defence Public Sector Undertakings (DPSUs) formed after the corporatisation of the Ordnance Factory Board (OFB), officially commenced operations on October 1, 2021. The company plays a crucial role in strengthening India’s defence manufacturing ecosystem by bringing greater autonomy, efficiency, and commercial orientation to the sector.

Ramesh Chandra Mohapatra appointed Director (Technical), SECL

Ramesh Chandra Mohapatra, General Manager (GM), Eastern Coalfields Limited (ECL), has been appointed as Director (Technical), South Eastern Coalfields Limited (SECL). According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (August 21, 2025), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Ministry of Coal to appoint Mr Mohapatra to the post with effect from the date he assumes charge, or until his superannuation, or until further orders, whichever is earlier.

Notably, on May 2, 2025, the Public Enterprises Selection Board (PESB) recommended his name to the ACC for the post after interviewing 10 candidates.

Rajesh Gopalakrishnan appointed Director (Technical), Cochin Shipyard Ltd

Rajesh Gopalakrishnan, Executive Director (Ship Repair) at Cochin Shipyard Limited (CSL), has been appointed as Director (Technical) of CSL for a period of five years.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (August 21, 2025), the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Ministry of Ports, Shipping and Waterways to appoint Mr. Gopalakrishnan to the post. His appointment will be effective from the date he assumes charge of the post, or till his superannuation, or until further orders, whichever is earlier.

Notably, on May 22, 2025, the Public Enterprises Selection Board (PESB) had recommended his name to ACC for the position after interviewing 11 candidates.

Chandra Sekhar Kumar gets additional charge of Parliamentary Affairs Secretary

Chandra Sekhar Kumar (IAS:1992:OR), Secretary, Ministry of Minority Affairs, has been given additional charge of Secretary, Ministry of Parliamentary Affairs. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (August 22, 2025), the competent authority approved the arrangement during the leave of incumbent Nikunja Bihari Dhal (IAS:1993:OR) from August 23 to August 31, 2025.

Sanjay Garg appointed OSD, Bureau of Indian Standards

In a significant development, senior IAS officer Sanjay Garg (IAS:1994:KL), presently serving as Additional Secretary, Department of Agricultural Research & Education (DARE) and Secretary, Indian Council of Agricultural Research (ICAR), has been appointed as Officer on Special Duty (OSD), Bureau of Indian Standards (BIS) under the Ministry of Consumer Affairs, Food & Public Distribution.

He will assume charge of Director General of BIS in the rank and pay of Secretary on November 1, 2025, following the retirement of incumbent Pramod Kumar Tiwari (IAS:1991:AM) on October 31, 2025.

Notably, Garg has been holding the ICAR assignment since August 24, 2021. Earlier this year, on May 13, 2025, the Appointments Committee of the Cabinet (ACC) granted him a one-year extension, extending his central deputation tenure until August 24, 2026. However, with this new appointment, he will move to BIS, succeeding Tiwari.

Ajay Bhadoo gets additional charge as DG, Directorate General of Foreign Trade

Ajay Bhadoo (IAS:1999:GJ) has been assigned the additional charge of Director General, Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry.

According to an order issued on Thursday (August 21, 2025), the Appointments Committee of the Cabinet (ACC) approved the ex-post facto assignment of the charge to Bhadoo, who is currently serving as Additional Secretary, Department of Commerce, Ministry of Commerce & Industry.

He will hold the post from April 21, 2025, to October 20, 2025, or until the appointment of a regular incumbent, or until further orders, whichever is earlier.

Dr. Hariskrishnan S appointed as Director (Operations), Cochin Shipyard Limited

Dr. Hariskrishnan S has been appointed as Director (Operations), Cochin Shipyard Limited (CSL). According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (August 21, 2025), the Appointments Committee of the Cabinet (ACC) has approved his appointment from the date he assumes charge of the post, or till his superannuation on May 31, 2029, or until further orders, whichever is earlier.

Hariskrishnan is currently serving as Executive Director, CSL.

Notably, on May 22, 2025, the Public Enterprises Selection Board (PESB) had recommended his name for the post after interviewing 11 candidates.

Romon Sebastian Louis has been appointed as Director (Service Business), Balmer Lawrie & Co Limited (BLC). The Appointments Committee of the Cabinet (ACC) approved his appointment for a period of five years from the date of assumption of charge of the post, or till the date of superannuation, or until further orders, whichever is earlier.

Louis is presently serving as Executive Director (Logistics Infrastructure & Cold Chain) in BLC.

Notably, on May 6, 2025, the Public Enterprises Selection Board (PESB) recommended his name to the ACC for the post after interviewing five candidates.
