Former CRPF Chief Anish Dayal Singh appointed Deputy NSA for Internal Affairs

The Union government has appointed Anish Dayal Singh, former Director General of the Central Reserve Police Force (CRPF) and Indo-Tibetan Border Police (ITBP), as the new Deputy National Security Advisor (NSA) with responsibility for handling internal affairs. A 1988-batch Indian Police Service (IPS) officer of the Manipur cadre, Singh had earlier served for nearly three decades in the Intelligence Bureau (IB) before leading ITBP and CRPF. He retired from service in December 2024 after a distinguished career in policing and national security.

As Deputy NSA, Singh will oversee India’s internal security framework, including Jammu and Kashmir, Naxal-affected areas, and Northeastern insurgency. His appointment comes at a time when internal challenges remain critical for the country’s security establishment. He joins a team that includes former RAW chief Rajinder Khanna, serving as Additional NSA, along with retired IPS officer T.V. Ravichandran and former diplomat Pawan Kapoor as Deputy NSAs.

During his tenure as CRPF chief, Anish Dayal Singh was credited with major initiatives to strengthen internal security. He led the expansion of CRPF operations against Naxal insurgency by establishing over three dozen forward operating bases and raising four new battalions in Left-Wing Extremism zones. Singh also initiated the largest realignment of CRPF formations in eight years by restructuring over 130 battalions, reducing the average distance between units and their parent centres from 1,200 km to 500 km. This restructuring aimed to boost operational efficiency while giving personnel more family time.

He also ensured a strong security grid during the 2024 Lok Sabha elections and the first Assembly polls in Jammu and Kashmir after its reorganization. Within the force, Singh introduced “Samvaad” or dialogue sessions with company commanders to gather ground-level feedback and improve communication, a move widely appreciated by officers and personnel alike.

Regarded as a strategic thinker and a seasoned operations leader, Anish Dayal Singh brings deep experience in intelligence and paramilitary leadership to his new role. His appointment as Deputy NSA underlines the government’s focus on strengthening internal security and reinforcing India’s counter-insurgency mechanisms.

Delhi govt reshuffles top IPS officers, SBK Singh appointed DG Prisons

In a significant reshuffle, the Delhi government on Saturday (August 23, 2025) re-assigned three senior IPS officers, bringing changes to key leadership roles in Delhi Police.

Senior IPS officer SBK Singh (IPS:1988:AGMUT), who recently held the additional charge of Commissioner of Police (CP) Delhi for 21 days, has been appointed as Director General, Prisons. His posting comes after DG Prisons Satish Golcha (IPS:1992:AGMUT) was appointed as the new Commissioner of Delhi a day after the attack on Chief Minister Rekha Gupta.

Meanwhile, Virendra Singh Chahal (IPS:1991:AGMUT), earlier serving in the Licensing & Legal Division as Special CP, has been transferred as the Director General of Civil Defence.

Similarly, Nuzhat Hassan (IPS:1991:AGMUT), who was posted as Special CP in the Human Resources Division, has been appointed as the new Director General of Home Guard, placing her in charge of Delhi’s Home Guard force.

Odisha: 17 IPS officers shifted; Sanjay Kumar Kaushal is new IG, EOW

In a significant reshuffle, the Odisha government on Thursday issued transfer and posting orders of 17 IPS officers, bringing wide-ranging changes across police ranges, districts, and specialized wings.

According to the notification, Dr. Santosh Bala (IPS:1995:OR), Director SCRB with additional charge of Director SFSL, Bhubaneswar, has been posted as Director, SFSL. Similarly, S Praveen Kumar (IPS:2002:OR), IG of Police, Central Range, Cuttack, has been appointed as IG of Police, Provisioning, while Gajbhiye Satish Kumar Iswardas (IPS:2002:OR) has been posted as IG of Police, Special Armed Police. Sanjay Kumar Kaushal (IPS:2003:OR) moves from IG of Police, Vigilance Organization, to IG of Police, Economic Offences Wing (EOW), and Avinash Kumar (IPS:2007:OR) has been shifted from IG of Police, SAP, Bhubaneswar, to Director, State Crime Record Bureau.

At the DIG level, Satyajit Naik (IPS:2008:OR), currently DIG of Police, Eastern Range, Balasore, will now serve as DIG of Police, Central Range, while Pinak Mishra (IPS:2011:OR) has been transferred from SP, Puri (in the rank of DIG) to DIG of Police, Eastern Range, Balasore.

Several SP-level changes have also been notified. Parmar Singh Parshottamdas (IPS:2013:OR), SP, Jharsuguda, has been transferred as SP, Crime Branch; Vivekanand Sharma (IPS:2014:OR), SP, Railways, Cuttack, has been posted as SP, Khurda; Prateek Singh (IPS:2014:OR), SP, Cuttack Rural, has been moved to Puri as SP; Pratyush Diwaker (IPS:2015:OR) from Sundargarh to SP, Balasore; Vinit Agrawal (IPS:2016:OR), OSD, State Police Hqrs, transferred as SP, Cuttack (Rural); Raj Prasad (IPS:2018:OR), SP, Balasore, has been appointed SP, Special Branch; and Gundala Reddy Raghavendra (IPS:2019:OR), SP, Naupada, has been posted as SP, Jharsuguda.

Among younger officers, Ankit Kumar Verma (IPS:2021:OR), Additional DCP, Bhubaneswar UPD, will now serve as SP, Jagatsinghpur, while Amritpal Singh (IPS:2021:OR), Additional SP, Khurda, is posted as SP, Nuapada. Ms. Amritpal Kaur (IPS:2021), Additional DCP, Bhubaneswar UPD, has been given charge as SP, Sundargarh. In addition, Bhawani Shankar Udgata (OPS), SP Jagatsinghpur, has been transferred as SP, Railway Cuttack.

SEBI appoints three new Executive Directors

The Securities and Exchange Board of India (SEBI) has appointed three Chief General Managers—Amit Pradhan, Avneesh Pandey, and Sanjay Chandrakant Purao—as Executive Directors, each taking office on Friday, August 22, according to official press releases and media reports.

Assigned Responsibilities:

  • Amit Pradhan will lead the Legal Affairs Department (Vertical I) and the Prosecution & Settlement Department. He brings nearly 28 years of experience in legal and regulatory affairs, including key roles such as Regional Director of SEBI’s Northern Regional Office in New Delhi, and leadership of SEBI’s Legal Affairs Department.
  • Avneesh Pandey has been assigned to head the Information Technology Department (ITD). His expertise spans three decades in securities market regulation, with special focus on IT strategy, business process innovation, big data analytics, SupTech, cybersecurity, and IT audits.
  • Sanjay Chandrakant Purao will oversee the Corporation Finance Investigation Department, Recovery & Refund Department, and Internal Investigation Department. Since joining SEBI in 1996, he has contributed across functions including surveillance, market regulation, investment management, and corporate finance, and has also led SEBI’s Hyderabad office. Additionally, he has been part of domestic policymaking groups and international regulatory committees.

Centre repatriates IAS officer Anjaneya Kumar Singh to Sikkim cadre

In a significant development, the Central Government has repatriated IAS officer Anjaneya Kumar Singh (IAS:2005:SK) to his parent cadre Sikkim after nearly a decade-long stint in Uttar Pradesh.

Singh had been serving in Uttar Pradesh since February 16, 2015, on inter-cadre deputation. His return comes after 10 years and six months, making it one of the longest deputations in recent bureaucratic history.

For weeks, speculation swirled in Lucknow’s power corridors over whether Singh would be granted yet another extension. His deputation had already been extended multiple times, crossing the five-year limit prescribed under the All India Services Inter-Cadre Deputation Rules, 2004. With the Centre’s latest decision, the uncertainty has now been put to rest.

At the time of his repatriation, Singh was posted as Commissioner of Moradabad. He had handed over charge of the office to the District Magistrate of Rampur on August 14, before proceeding on tenure leave from August 15.

Singh’s tenure in Uttar Pradesh is noted for his strong administrative actions, particularly during his stint as District Magistrate of Rampur, where he came into the political spotlight for his tough stand against senior SP leader Azam Khan.

Lateral Entry Appointments Not Subject to Reservation: Govt Tells Rajya Sabha

The Union Government informed the Rajya Sabha on Thursday (August 21, 2025) that reservation norms do not apply to lateral entry appointments in government services.

In a written response to the Rajya Sabha, Union Minister of State for Personnel Jitendra Singh stated that since 2018, 63 appointments have been made at the level of Joint Secretary/Director/Deputy Secretary on a contract/deputation basis into various government departments through lateral entry in three cycles (2018, 2021, and 2023).

In light of their specialised knowledge and skills in the field, the minister explained that these appointments were made for specific tasks. “Since each of these appointments has been made against a single post cadre, the reservation is not applicable in view of the
Hon’ble Supreme Court judgement in the case titled ‘PGIMER, Chandigarh Vs. Faculty Association and Ors’ and accordingly category wise data of the appointed officers has not been maintained,” he stated.

According to Singh, 43 officials currently hold posts in several ministries and departments. He was answering questions about “whether a reservation pattern has been followed in this recruitment” among other things, and about the hiring of central government officers through lateral entry during the previous five years. In August of last year, the Union Public Service Commission (UPSC) cancelled an offer to fill important positions in government ministries through lateral entry because of a political spat over the absence of a reservation provision.

Five Judicial and Four Administrative Members Appointed to Central Administrative Tribunal

The Appointments Committee of the Cabinet (ACC) on Wednesday (August 20, 2025) approved the appointment of five Judicial Members and four Administrative Members to the Central Administrative Tribunal (CAT). The appointments, cleared on the recommendation of the Search-cum-Selection Committee, will be for a tenure of four years or until the appointees attain the age of 67 years, whichever is earlier.

Will IAS Anjaneya Kumar Singh get another extension in UP?

The power corridors of Lucknow are abuzz with speculation over the fate of senior IAS officer Anjaneya Kumar Singh (IAS:2005:SK). His inter-cadre deputation to Uttar Pradesh, which expired on August 14, 2025, has already been extended multiple times, and the big question is whether he will secure yet another term.

Mr. Singh, who was serving as Commissioner of Moradabad, proceeded on leave after handing over charge to the District Magistrate. Interestingly, no successor has been appointed yet, and his nameplate remains on the commissioner’s office — fuelling talk of another extension.

An Unprecedented Tenure

Brought to Uttar Pradesh in 2015 during Akhilesh Yadav’s tenure as Chief Minister, Anjaneya Kumar Singh was initially deputed for five years. Since then, his stay has been repeatedly extended — including one two-year extension, two one-year extensions, and two six-month extensions. If granted another year, this would mark the sixth extension, taking his deputation to over a decade — double the period allowed under existing rules.

As per the All India Services (Inter-Cadre Deputation) Rules, 2004, the maximum deputation permissible is five years. Extensions beyond that are not normally allowed. Yet, Singh’s tenure in Uttar Pradesh has already stretched to ten years, making it a rare precedent in IAS cadre management.

Rise to Prominence

Although he came to UP during the Samajwadi Party regime, Singh rose to prominence under the BJP government when he took strong action against senior SP leader Azam Khan as District Magistrate of Rampur. His strict enforcement of the Model Code of Conduct during the 2019 Lok Sabha elections — including cases against Azam Khan and his son Abdullah Azam — drew wide attention. Based on Singh’s report, the Election Commission cancelled Abdullah Azam’s assembly membership. His investigations also played a role in Azam Khan’s imprisonment.

This tough stance won Singh the goodwill of the BJP, which has since ensured repeated extensions of his deputation in the state.

What Next?

The Yogi Adityanath government has reportedly recommended another one-year extension for Singh, and the file is now with the Centre. Whether he will be “sixth-time lucky” remains to be seen, but his career in Uttar Pradesh already stands out as a unique case in Indian bureaucracy.

Rakesh Kumar Singh’s tenure as Additional Secretary in MHA extended till retirement

Rakesh Kumar Singh (IDAS:1993), Additional Secretary in the Ministry of Home Affairs (MHA), has received an extension of his central deputation tenure. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (August 21, 2025), the Appointments Committee of the Cabinet (ACC) has approved the extension of his tenure beyond December 8, 2025, until his superannuation on May 31, 2026, or until further orders, whichever is earlier.

Prachi Pandey gets additional Charge as KVS Commissioner

Prachi Pandey (IA&AS:2001), Joint Secretary, Department of School Education & Literacy, has been entrusted with additional charge of Commissioner, Kendriya Vidyalaya Sangathan (KVS). According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (August 21, 2025), the Appointments Committee of the Cabinet (ACC) has approved the proposal for ex-post facto approval of the assignment.

She will hold the additional charge for a period of six months with effect from July 27, 2025, or until a regular incumbent is appointed, or until further orders, whichever is earlier.
