UP: Four IPS officers shifted; VK Meena posted as ADGP, PTC Sitapur

In a bureaucratic reshuffle, the Uttar Pradesh government on Wednesday (August 27, 2025) issued transfer and posting orders for four IPS officers.

According to the order, Vijay Kumar Meena (IPS:1996:UP), presently serving as ADGP, Special Enquiries, Lucknow, has been shifted and appointed as ADGP, PTC, Sitapur.

Akash Kulhari (IPS:2006:UP), IG, Public Grievances at DGP Headquarters, Lucknow, has been transferred as IG, Jhansi Range, Jhansi.

Similarly, Keshav Kumar Chaudhary (IPS:2009:UP), DIG, Jhansi Range, Jhansi, has been posted as Additional Commissioner of Police, Ghaziabad Commissionerate.

Kalpana Saxena (IPS:2010:UP), Additional Commissioner of Police, Ghaziabad Commissionerate, has been shifted and appointed as DIG, Meerut Range, Meerut.

AP govt extends IPS officer PV Sunil Kumar’s suspension by 6 months

The Andhra Pradesh government has extended the suspension of senior IPS officer PV Sunil Kumar (IPS:1993:AP) by another six months. According to a government order issued by Chief Secretary K Vijayanand on Tuesday (August 26, 2025), the officer will remain under suspension until February 24, 2026, or until further orders.

Sunil Kumar was first suspended on March 2, 2025, on charges of undertaking multiple unauthorised foreign visits during the previous YSRCP regime and deviations from government-approved travel plans. The suspension was later confirmed by the Union Ministry of Home Affairs, after which formal Articles of Charge were issued against him.

The decision to extend his suspension followed a review committee meeting held on August 22, which examined the pending disciplinary and criminal proceedings against the officer. The committee observed that the Anti-Corruption Bureau (ACB) investigation into the alleged misuse of Agri-Gold relief funds is still underway, with witness examinations and evidence collection pending. It also noted that the case concerning the alleged custodial torture of former Narasapuram MP and current Undi MLA K Raghurama Krishna Raju is at a crucial stage of investigation, involving the identification of weapons used and efforts to uncover a possible larger conspiracy. Disciplinary proceedings are also pending in another case against the officer.

The committee concluded that revoking Sunil Kumar’s suspension at this stage would allow him to tamper with evidence and influence ongoing investigations. Acting on this recommendation, the government decided to extend his suspension for another 180 days.

This extension marks yet another setback for the senior IPS officer, who continues to face prolonged disciplinary and legal scrutiny.

SC Collegium recommends transfer of 14 High Court Judges

In a major reshuffle, the Supreme Court Collegium, in its meetings held on August 25 and 26, 2025, recommended the transfer and repatriation of 14 judges across various High Courts. The recommendation was issued on Supreme Court website on Wednesday (August 27, 2025).

The recommended transfers are as follows:

  1. Justice Atul Sreedharan – from Madhya Pradesh High Court to Chhattisgarh High Court
  2. Justice Sanjay Agrawal – from Chhattisgarh High Court to Allahabad High Court
  3. Justice J Nisha Banu – from Madras High Court to Kerala High Court

The names of the officers and their postings are as follows;

  1. Hemant Kalal (IPS:2021:RJ), ACP, Jodhpur East, Jodhpur Commissionerate, has been transferred and posted as Additional CP, Jaipur City (East), Jaipur Commissionerate.
  2. Kambale Sharan Gopinath (IPS:2021:RJ), ASP, Circle- Sanchore, Jalore, has been transferred and posted as Additional SP, Alwar City, Alwar.
  3. Roshan Meena (IPS:2021:RJ), ASP, Circle-Neem Ka Thana, Sikar, has been transferred and posted as Additional CP, West, Jodhapur Commissionerate.

Rajiv Kumar Sharma selected as Director (Finance), Armoured Vehicles Nigam Limited

In a significant development, Rajiv Kumar Sharma has been selected for appointment as Director (Finance), Armoured Vehicles Nigam Limited (AVNL). The selection was made during a Public Enterprises Selection Board (PESB) meeting held on August 26, 2025.

Sharma is currently serving as Additional General Manager, Corporate Internal Audit at Bharat Heavy Electricals Limited (BHEL).

Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to necessary vigilance clearances and the ACC’s nod.

Strict action against ADGP M R Ajith Kumar likely to be avoided in Thrissur Pooram row

In a significant development, strict action is likely to be avoided against ADGP M R Ajith Kumar (IPS:1995:KL) over the lapses in managing the Thrissur Pooram festival. Kerala DGP RA Chandrasekhar (IPS:1991:KL) has recommended that no harsh measures such as suspension are required, suggesting instead that a warning would be sufficient.

The recommendation comes as a revision to the report earlier submitted by former DGP Sheikh Darvesh Sahib (IPS:1990:KL), who had held Ajith Kumar guilty of serious lapses, including dereliction of duty and negligence, during Thrissur Pooram. The government had returned the two earlier reports for further review, directing the new police chief to examine the findings and provide his opinion.

The revised stance indicates that since Ajith Kumar has already been shifted out of the police, strict disciplinary action may not be necessary. Sources suggest that the government is inclined to settle the matter with a warning and close the investigation.

Earlier, former DGP Sheikh Darvesh Sahib had not only flagged Ajith Kumar’s lapses in Thrissur Pooram but also found Intelligence Chief P Vijayan culpable in the gold smuggling case. However, the government chose not to order a re-investigation, fueling speculation that certain officers are being shielded.

With the latest recommendation from DGP RA Chandrasekhar, the perception that the government is moving to protect Ajith has gained further ground. While the official report acknowledges failures in handling the festival, the absence of strict disciplinary action continues to raise questions about accountability at the top level of Kerala Police.

Anil Kumar Singhal Returns to Centre as CEO, NRAA, Surprises Many

Since the major Additional Secretary-level reshuffle enacted by the central government on Monday, one appointment has drawn notable attention in bureaucratic circles. Andhra Pradesh cadre IAS officer Anil Kumar Singhal (IAS:1993:AP) has been brought back on central deputation and appointed as Chief Executive Officer of the National Rainfed Area Authority (NRAA) under the Ministry of Agriculture & Farmers Welfare.

This development comes barely weeks after his premature repatriation on July 2, 2025, to his parent cadre with an extended cooling-off condition. Until then, Singhal was serving as Additional Secretary in the Department of School Education & Literacy, Ministry of Education, a position he had held since October 2024.

The swift return to central deputation, despite his recent repatriation, has surprised many in the corridors of power.

KK Lakshman appointed Special Secretary to Delhi LG

In a key development, the Delhi government on Monday appointed Kishore Kshirsagar Lakshman (IAS:2016:AGMUT) as Special Secretary to Delhi Lieutenant Governor Vinai Kumar Saxena.

Lakshman, a 2016-batch AGMUT cadre officer, is presently serving as Commissioner in the Delhi Development Authority (DDA). His appointment comes into effect immediately.
