CAT stays Kerala govt’s posting of IAS officer B Ashok to KTDFC

The Central Administrative Tribunal (CAT) on Tuesday (September 9, 2025) stayed the Kerala government’s order appointing senior IAS officer B Ashok (IAS:1998:KL) as Chairman and Managing Director of the Kerala Transport Development Finance Corporation (KTDFC). Ashok will continue in his present role as Principal Secretary, Agriculture Department.

In August, the General Administration Department (GAD) had issued an order transferring Ashok to KTDFC. However, he challenged the posting before the CAT, arguing that the state lacked the authority to effect such deputations without his consent. Acting on his plea, the tribunal stayed the government order.

Following the transfer directive, Ashok had applied for leave and is expected to rejoin his Agriculture posting on September 15.

This is not the first time Ashok has contested his transfer. In January 2025, he was appointed Chairman of the Local Self Government (LSG) Reforms Commission after being moved out as Agricultural Production Commissioner & Principal Secretary (Agriculture). He challenged that order as well, and the CAT set it aside, allowing him to continue in the Agriculture Department.

At the time, Ashok had contended that his deputation order was issued without his consent. The tribunal observed that while postings are primarily the executive’s prerogative, deputation of IAS officers to certain roles can be ordered only by the Union government, and not by the state acting unilaterally.

The latest CAT order is seen as a setback for the Kerala government, which has faced repeated legal challenges from Ashok over its transfer decisions.

Manoj Shashidhar and Sampat Meena appointed as Special Directors in CBI

The Appointments Committee of the Cabinet (ACC) on Monday (September 8, 2025) approved the appointment of two senior Indian Police Service (IPS) officers to the post of Special Director in the Central Bureau of Investigation (CBI).

Senior IPS officer Manoj Shashidhar (IPS:1994:GJ), who currently serves as Additional Director in the CBI, has been appointed as Special Director. His appointment will be effective from the date he assumes charge and will continue until his superannuation on November 30, 2030, or until further orders, whichever is earlier.

Similarly, Ms. Sampat Meena (IPS:1994:JH), also serving as Additional Director in the CBI, has been appointed to the post of Special Director. Her tenure will last until her superannuation on March 31, 2031, or until further instructions. In both cases, the appointments were made by restoring the post of Special Director, which was temporarily being operated at the level of Additional Director.

Manoj Shashidhar was earlier appointed as Joint Director in the CBI on January 18, 2020 for five years, and was later promoted to the post of Additional Director before his current elevation. Sampat Meena has been serving in the CBI since March 2019 and was subsequently promoted to Additional Director. With this new appointment, both officers will now serve in the senior-most leadership roles as Special Directors in the country’s premier investigating agency.

IPS officer Anupam Agrawal appointed as DIG in CRPF

In a key appointment, IPS officer Anupam Agrawal (IPS:2008:KN) has been appointed as Deputy Inspector General (DIG) in the Central Reserve Police Force (CRPF).

According to an order issued by the Ministry of Home Affairs (MHA) on Tuesday (September 9, 2025), the competent authority has approved his appointment against an existing vacancy under the usual terms and conditions of central deputation. The Karnataka cadre officer is to be relieved immediately to enable him to assume his new assignment at the Centre.

Agrawal is presently serving as DIG, Economic Offences Wing, CID, Karnataka.

IPS officer Kim appointed as DIG in CISF

IPS officer Kim (IPS:2008:BH) has been appointed as Deputy Inspector General (DIG) in the Central Industrial Security Force (CISF) on a lateral shift basis. She is presently serving as DIG in the National Human Rights Commission (NHRC).

According to an order issued by the Ministry of Home Affairs (MHA) on Monday (September 8, 2025), she will serve in the CISF for a combined tenure of five years, up to October 27, 2029, or until further orders, whichever is earlier.

The NHRC has been directed to relieve her immediately to enable her to assume her new assignment in the CISF.

Notably, Kim’s appointment as DIG in NHRC was issued on September 18, 2024, and she assumed charge on October 27, 2024. Prior to that, she was posted in her parent cadre, Bihar, as DIG, CID, Patna.

Vijay S Sakhare appointed Additional DG in NIA

In a significant appointment, the Ministry of Home Affairs has cleared the posting of Vijay S Sakhare (IPS:1996:KL) as Additional Director General in the National Investigation Agency (NIA).

According to an order issued on Monday (September 8, 2025), Sakhare, who is currently serving as Inspector General in NIA, has been elevated against the temporarily upgraded post of IG to the rank of Additional DG (Level-15 in the Pay Matrix). His tenure will be for a period of two years from the date of assumption of charge, or until further orders, whichever is earlier.

Delhi: 7 IAS & 16 DANICS officers transferred

Within 24 hours, the Delhi government issued yet another reshuffle on Tuesday (September 9, 2025), transferring 7 IAS officers and 16 DANICS officers. Coupled with Monday’s (September 8, 2025) order that saw 15 IAS and one DANICS officer shifted, a total of 22 IAS and 17 DANICS officers have been reassigned in just two days—significantly altering the administrative landscape of the Capital.

The names of the officers and their postings are as follows;

In a major bureaucratic reshuffle, the Delhi government on Monday (September 8, 2025) ordered transfer and posting of 15 IAS officers and one DANICS officer with immediate effect.

The names of the officers and their postings are as follows;

IPS officer Yogesh Gupta drags Kerala govt to CAT over vigilance clearance delay

Senior IPS officer Yogesh Gupta (IPS:1993:KL), currently serving as Director General, Fire and Rescue Services, has filed a petition before the Central Administrative Tribunal (CAT) against the Kerala government, alleging deliberate obstruction of his career prospects at the national level.

Gupta, also the Kerala IPS Association president, claimed that the state government withheld a vigilance clearance report sought by the Union Home Ministry, which is mandatory for his empanelment to Central service.

According to his petition, the Centre had made nine separate requests, via letters and emails, but the state did not respond. The Home Ministry had first sought details of his service record in April, with instructions to expedite the report. Though State Police Chief S Sheikh Darvesh Sahib submitted a favourable note in May to Chief Secretary A. Jayathilak, the government allegedly failed to forward it to Delhi.

Gupta said his repeated representations, including a complaint through the Chief Minister’s Grievance Redressal Portal, went unanswered. His RTI request for a copy of the vigilance report was also rejected.

In his CAT plea, Gupta has demanded disciplinary action and penalties against officials, describing the delay as a “willful attempt to ruin” his career.

The dispute underscores Gupta’s strained ties with the Pinarayi Vijayan government. Once seen as a trusted officer, his standing declined after, as Vigilance chief, he submitted case files against the CM’s aide KM Abraham directly to the High Court, leading to a CBI probe. Although Abraham later secured a stay from the Supreme Court, Gupta was soon removed from the Vigilance and Anti-Corruption Bureau and shifted to Fire and Rescue Services.

Since then, Gupta has remained in less influential postings, and his prospects for a Central posting continue to face uncertainty.
