Rajneesh Kumar Tomar appointed combined CVO in MES and BRO

The Appointments Committee of the Cabinet (ACC) on Saturday approved the appointment of Rajneesh Kumar Tomar (IRSME:1998) as Combined Chief Vigilance Officer (CVO) in the Military Engineer Services (MES) and Border Roads Organization (BRO), Delhi.

Tomar will serve as Combined CVO in MES and BRO under the Ministry of Defence for an initial period of three years from the date he assumes charge of the post, or until further orders, whichever is earlier.

According to the order, the director-level post of Combined CVO has been temporarily upgraded to the Joint Secretary level for one year, up to October 14, 2026. The continuation of this upgrade will require fresh ACC approval on a year-to-year basis.

Amrita Darpan Jain appointed as CVO of Delhi Development Authority

In a key vigilance posting, the central government has appointed Amrita Darpan Jain (IRAS:2001) as the Chief Vigilance Officer (CVO) of the Delhi Development Authority (DDA).

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (September 13, 2025), the Appointments Committee of the Cabinet (ACC) approved her appointment for an initial tenure of three years from the date she assumes charge, or until further orders, whichever is earlier.

In a key appointment, the central government on Saturday (September 13, 2025) approved the appointment of M Angamuthu (IAS:2002:AM) as the new Chairperson (JS level) of Mumbai Port Authority (MbPA). The order issued by the Department of Personnel and Training (DoPT) confirmed that the Appointments Committee of the Cabinet (ACC) cleared his appointment for a combined tenure of seven years up to October 13, 2027, or until further orders, whichever is earlier.

Mr. Angamuthu will succeed Rajiv Jalota (IAS:1988:MH), who retired on September 30, 2024, upon attaining the age of superannuation. After his retirement, Sushil Kumar Singh (IRSME:1993), Chairperson of Deendayal Port Authority, was holding the additional charge of Chairperson, MbPA.

Pawan Kumar Sharma appointed Deputy Election Commissioner in Election Commission

In a significant development, the central government on Saturday (September 13, 2025) appointed senior IAS officer Pawan Kumar Sharma (IAS:1999:MP) as Deputy Election Commissioner in the Election Commission of India. The Department of Personnel and Training (DoPT) issued the order after the Appointments Committee of the Cabinet (ACC) cleared his appointment to the post in the rank and pay of Additional Secretary to the Government of India.

Sharma, a 1999-batch IAS officer of the Madhya Pradesh cadre, is currently serving as Additional Secretary in the Department of Defence.

In a parallel development, Ajeet Kumar (IAS:2002:MP), who has been serving as Deputy Election Commissioner in the Election Commission of India since August 18, 2024, has been moved to the Ministry of Women & Child Development as Joint Secretary. His transfer was part of a larger order issued by DoPT on Saturday, under which 35 other officers were also given fresh postings.

IPS officer Tarun Kumar appointed Joint Secretary (Personnel) in MEA

Senior IPS officer Tarun Kumar (IPS:2000:KL) has been appointed as Joint Secretary (Personnel), Ministry of External Affairs (MEA) for three years. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (September 13, 2025), the Appointments Committee of the Cabinet has approved the appointment of Mr Kumar to the post for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier. He will replace Vijay Bhatia (IPS:1995:UP).

ACC approves reshuffle of 35 Joint Secretary-level officers

In a significant bureaucratic shake-up, the Appointments Committee of the Cabinet (ACC) on Saturday (September 13, 2025), cleared a major reshuffle at the Joint Secretary level, impacting 35 officers from different services, cadres, and batches across various ministries and departments. The official notification stated that while several posts have been upgraded, some have also been downgraded.

The names of the officers and their postings are as follows;

  1. Nidhi Pandey (IInfoS:1991) has been appointed as Joint Secretary, Department of Atomic Energy for a combined tenure of seven years upto 19.07.2027, or until further orders, whichever is earlier, by temporarily downgrading a vacant post of Additional Secretary, vice Sushma Taishete (CSS).
  2. Ashim Kumar Modi (IRS-IT:2000) has been appointed as Joint Secretary & FA, Ministry of Coal for a tenure of five years, or until further orders, whichever is earlier. He replaces Nirupama Kotru (IRS-IT:1992)
  3. Meenakshi Jolly (CSS) has been appointed as Additional DG (JS level), National Museum, under the Ministry of Culture, for a tenure upto the date of superannuation on 30.09.2027, or until further orders, whichever is earlier. She will succeed Ashish Goyal (IIS:1996).
  4. Anvita Sinha (IRPS:2003) has been appointed as Sr. Directing Staff, NDC (National Defence College), under the Department of Defence, for a tenure of five years, or until further orders, whichever is earlier, vice Vijay Nehra (IAS:2001:GJ).
  5. Aishvarya Singh (IAS:2008:SK) has been appointed as Joint Secretary, Department of Drinking Water & Sanitation, for a combined tenure upto 05.02.2026, or until further orders, whichever is earlier. She replaces Jitendra Srivastava (IAS:2000:BH), who was appointed as Chairman and Managing Director of REC Limited in April 2025.
  6. Amit Singla (IAS:2003:AGMUT) has been appointed as Joint Secretary, Department of Economic Affairs, for a tenure of five years, or until further orders, whichever is earlier. He will replace Surbhi Jain (IES:2001).
  7. Tarun Kumar Pithode (IAS:2009:MP) has been appointed as Joint Secretary, Ministry of Environment, Forest & Climate Change, for an overall tenure of five years upto 08.09.2029, or until further orders, whichever is earlier. He replaces Tanmay Kumar (IAS:1993:RJ). Notably, Pithode was empanelled for Joint Secretary-level posts in the Government of India only recently, on September 9
  8. Ekroop Caur (IAS:2001:KN) has been appointed as Joint Secretary, Department of Expenditure, for a tenure of five years, or until further orders, whichever is earlier. She will replace Sanjay Prasad (IRS-IT:1990).
  9. Krishna Kant Pathak (IAS:2001:RJ) has been appointed as Joint Secretary, Department of Fertilizers, for a tenure of five years, or until further orders, whichever is earlier. He will succeed Tina Soni (IAS:2007:RJ).
  10. Shalini Pandit (IAS:2001:OD) has been appointed as Joint Secretary in the Department of Financial Services, for a tenure of five years, or until further orders, whichever is earlier. She succeeds Sameer Shukla (IAS:2005:KN).
  11. Arvind Khare (IDAS:2000) has been appointed as Joint Secretary, Ministry of Home Affairs, for a tenure of five years, or until further orders, whichever is earlier. He will replace Abhijit Sinha (IAS:2000:NL).
  12. Madhup Vyas (IAS:2000:AGMUT) has been appointed as Executive Director, NIDM (National Institute of Disaster Management), under the Ministry of Home Affairs, for an overall tenure of five years upto 27.03.2030, or until further orders, whichever is earlier. He replaces Rajendra Ratnoo (IAS:2001:TN).
  13. Chetan P S Rao (IRS-IT:2002) has been appointed as Member (Finance), DDA (Delhi Development Authority), under the Ministry of Housing and Urban Affairs, for a tenure of five years, or until further orders, whichever is earlier. He replaces Vijay Kumar Singh (ICAS:1995).

  16. Ajay Gupta (IRSS:1993) has been appointed as Joint Secretary, Department of Legal Affairs, for a tenure upto the date of superannuation on 31.08.2026, or until further orders, whichever is earlier.
  17. Phool Chand Prasad (CSS) has been appointed as Joint Secretary, Department of Legal Affairs, for a tenure upto the date of superannuation on 28.02.2027, or until further orders, whichever is earlier.
  18. Archana Mittal (IRSME:1996) has been appointed as Adviser (JS level), NITI Aayog, for a tenure of five years from the date of assumption of charge of the post, or until further orders, whichever is earlier. She replaces Nidhi Chhibber (IAS:1994:CG).

Sushil Kumar Patel (IAS:2009:NL) has been appointed as Joint Secretary, Department of Personnel & Training, for an overall tenure of five years upto 20.08.2029, or until further orders, whichever is earlier, by temporarily upgrading the post held by the officer from DS/Director level to Joint Secretary level, initially for a period of two years.
  21. Dinesh Kumar Verma (CSS) has been appointed as Secretary (JS level), PESB (Public Enterprises Selection Board), under the Department of Personnel & Training, for a tenure upto the date of Superannuation on 28.02.2029, or until further orders, whichever is earlier. He will replace Nita Kejrewal (CSS).
  22. Chhavi Bhardwaj (IAS:2008:MP) has been appointed as Joint Secretary, Department of Personnel & Training with additional charge of the post of CEO, Karmayogi Bharat, under the Department of Personnel & Training, for an overall tenure of five years upto 17.07.2027, or until further orders, whichever is earlier.
  23. Satyaprakash T L (IAS:2002:HY) has been appointed as Joint Secretary, Department of Pharmaceuticals, from the date of assumption of the charge of the post, for a tenure of five years, or until further orders, whichever is earlier. He will replace Ravindra Pratap Singh (IAS:2007:OD).

Justice M Sunder appointed Chief Justice of Manipur HC

The Union government on Saturday (September 13, 2025) notified the appointment of Justice M Sunder, Judge of the Madras High Court, as Chief Justice of the Manipur High Court. He will assume charge on September 15, 2025, following the superannuation of the present Chief Justice, Justice Kempaiah Somashekhar.

The appointment comes in line with the Supreme Court Collegium’s recommendation of September 11, 2025, in which Justice Sunder’s name was proposed along with two others for elevation as Chief Justices of various High Courts.

Karnataka govt promotes two IPS officers to DGP rank, three miss out over enquiries

The Karnataka government on Friday (September 12, 2025) promoted two IPS officers of the 1995 batch to the rank of Director General of Police (DGP). However, three senior officers, including two former Bengaluru Police Commissioners, were denied elevation owing to pending departmental enquiries (DEs).

Umesh Kumar, currently serving as Additional Director General of Police (ADGP), Karnataka State Reserve Police (KSRP), has been elevated and appointed as DGP, Recruitment. Arun Chakravarthy J, ADGP and Chairman-cum-Managing Director of Karnataka State Police Housing and Infrastructure Development, has also been promoted to DGP rank for the same post.

Those left out of promotion include 1994-batch officers B Dayananda and Alok Kumar. Dayananda is facing a DE related to the recent stampede outside M Chinnaswamy Stadium, while Alok Kumar is under enquiry over allegations of illegal phone tapping. Another senior officer, Amrit Paul, a 1995 batch IPS officer, was also excluded due to his alleged involvement in the PSI recruitment scam.

Paramita Tripathi appointed as India’s next Ambassador to Kuwait

The Ministry of External Affairs (MEA) on Friday (September 12, 2025) announced the appointment of senior diplomat Paramita Tripathi (IFS:2001) as the next Ambassador of India to the State of Kuwait. She will take over from Dr. Adarsh Swaika (IFS:2002), who has recently been named India’s next High Commissioner to the Republic of Kenya.

Tripathi, an officer of the 2001 batch of the Indian Foreign Service, is presently serving as Joint Secretary in the Ministry of External Affairs.

Confirming the development, the MEA said in a statement: “Ms. Paramita Tripathi (IFS:2001), presently Joint Secretary in the Ministry, has been appointed as the next Ambassador of India to the State of Kuwait.”

FSIB recommends Ravi Ranjan as SBI Managing Director

The Financial Services Institutions Bureau (FSIB) has recommended the appointment of Ravi Ranjan as Managing Director of the State Bank of India (SBI). Currently serving as Deputy Managing Director in the bank, Ranjan was selected after a detailed process in which nine candidates were interviewed on September 11. The bureau evaluated their performance, experience, and suitability against established benchmarks before making its recommendation.

The vacancy will arise on November 30, 2025, following the retirement of Vinay M Tonse, a veteran banker who has played a pivotal role in handling key portfolios during his tenure.

SBI, India’s largest lender, is managed by a board headed by the Chairman and supported by four Managing Directors, each overseeing critical domains of operations.

The FSIB’s recommendation will now go to the Appointments Committee of the Cabinet (ACC), chaired by Prime Minister Narendra Modi, for approval. Once cleared, Ravi Ranjan will take charge as one of SBI’s Managing Directors, marking another milestone in his career.
