Mangesh Ghildiyal’s PMO deputation extended by six months

The central deputation tenure of Mangesh Ghildiyal (IAS:2012:UK) as Deputy Secretary in the Prime Minister’s Office (PMO) has been extended for six months.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (September 17, 2025), the Appointments Committee of the Cabinet (ACC) approved the extension of his deputation tenure beyond October 1, 2025, till March 31, 2026, or until further orders, whichever is earlier.

Mr. Ghildiyal was appointed as Under Secretary in the PMO in September 2020 for a five-year term and assumed charge on October 1, 2020. He was later promoted as Deputy Secretary on January 1, 2021, and has since been serving in the PMO.

Varun Kumar Shukla selected as CMD of Hindustan Salts Limited

Varun Kumar Shukla has been selected for appointment as Chairman & Managing Director (CMD), Hindustan Salts Limited (HSL). The selection was made during a Public Enterprises Selection Board (PESB) meeting held on September 17, 2025. He is currently serving as General Manager, Richardson & Cruddas (1972) Limited.

Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to necessary vigilance clearances and the ACC’s nod.

Prashant Singh appointed CVO of KVIC, Mumbai

In a key appointment, Prashant Singh (IOFS:2008) has been appointed as the new Chief Vigilance Officer (CVO) of Khadi and Village Industries Commission (KVIC), Mumbai, under the Ministry of Micro, Small & Medium Enterprises.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (September 16, 2025), the Appointments Committee of the Cabinet (ACC) has approved Mr. Singh’s appointment to the post for an initial tenure of three years from the date of assumption of charge, or until further orders, whichever is earlier.

Amaresh Kumar appointed CVO of CMPFO, Dhanbad

In a significant appointment, Amaresh Kumar (IRTS:2011) has been named the new Chief Vigilance Officer (CVO) of the Coal Mines Provident Fund Organization (CMPFO), Dhanbad, under the Ministry of Coal.

The Department of Personnel and Training (DoPT) issued an order on Tuesday (September 16, 2025), confirming that the Appointments Committee of the Cabinet (ACC) has approved his posting for an initial tenure of three years from the date of assuming charge, or until further orders, whichever is earlier.

Arun Prasad T appointed CVO of Visakhapatnam Port Authority

In a key development, Arun Prasad T (IES:2008) has been appointed as the Chief Vigilance Officer (CVO) of the Visakhapatnam Port Authority (VPA), under the Ministry of Ports, Shipping and Waterways.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (September 16, 2025), the Appointments Committee of the Cabinet (ACC) has cleared his appointment for an initial tenure of three years from the date of assumption of charge, or until further orders, whichever is earlier.

NVS Reddy relieved as HMRL MD after 18 Years

After a record 18-year tenure, Hyderabad Metro Rail Ltd (HMRL) Managing Director NVS Reddy (Retd. IRAS:1983) was relieved from his post on Tuesday. The state government issued orders appointing HMDA Commissioner Sarfaraz Ahmad (IAS:2009:TG) as the in-charge MD of HMRL, assigning him full additional charge. At the same time, the government has retained Reddy’s expertise by appointing him as Advisor on Urban Transport for two years.

Reddy had been at the helm of HMRL since its inception in 2007, overseeing the implementation of a 69-km metro rail network in Hyderabad at a cost of about ₹22,000 crore.

While no official reason has been cited for his transfer, sources in the power corridors indicated that Chief Minister A Revanth Reddy was displeased with recent developments in the metro project, particularly the strained relationship with L&T Hyderabad Metro Rail, the concessionaire for Phase I.

Recently, L&T formally communicated to both the state and central governments its willingness to transfer equity and expressed its intent to exit the project, raising further concerns about the metro’s future.

Telangana govt transfers four IAS officers

The Telangana government on Tuesday (September 16, 2025) issued transfer and posting orders for four IAS officers, making key changes in the state administration.

The names of the officers and their postings are as follows;

  1. Sarfaraz Ahmad (IAS:2009:TG), Metropolitan Commissioner, Hyderabad Metropolitan Development Authority, has been given additional charge as Managing Director, Hyderabad Metro Rail Limited, replacing NVS. Reddy (IRAS:Retd.).
  2. Shruti Ojha (IAS:2013:TG), on return from study leave, has been posted as Director, WCDB&SC, relieving Srijana G (IAS:2013:TG) from the post.
  3. Krishna Aditya S. (IAS:2014:TG), Director, Intermediate Education, has been given additional charge as Secretary, TGSWREIS, replacing K. Seetha Lakshmi (IAS:2018:TG).
  4. Kota Sreevatsa (IAS:2017:TG), Joint Metropolitan Commissioner, HMDA, has been posted as Joint Metropolitan Commissioner, HMDA (General) and given additional charge of Secretary, HMDA, in place of R Upender Reddy.

Dr Rajeshwar Singh appointed Commissioner, Rajasthan State Election Commission

Former IAS officer Dr Rajeshwar Singh (Retd.IAS:1989:RJ) has been appointed as the new Commissioner of the Rajasthan State Election Commission. The appointment was announced on Tuesday by Governor Haribhau Bagde, following the completion of Madhukar Gupta’s (Retd. IAS:1985:RJ) tenure on September 16. Gupta had been serving in the post since August 2022.

Dr Singh, who retired in July 2024 as Chairman of the Revenue Board, has held several key administrative positions in Rajasthan. His career includes stints as Collector of Jaipur, Additional Chief Secretary in the Panchayati Raj and Rural Development Department, and Director General of the Indira Gandhi Panchayati Raj Institute. He also has extensive experience in local governance, having worked as Divisional Commissioner and Collector in major districts.

Legendofficers.com had reported on August 14 about the possible contenders for the post after Madhukar Gupta, naming four frontrunners, including Dr Rajeshwar Singh. The other three names doing the rounds were PK Goyal (Retd. IAS:1988:RJ), Shubhra Singh (IAS:1989:RJ), and Anand Kumar (IAS:1994:RJ).

Notably, outgoing Commissioner Madhukar Gupta had recently criticized the government for delaying Panchayat elections, asserting that the Commission was fully prepared but the government showed no intent to proceed. He had also raised concerns over the “One State, One Election” policy, stating that such a move would be impossible without a constitutional amendment.

Rajamurugan Muthukalathi appointed MD of TRIFED

In a significant development, the Appointments Committee of the Cabinet (ACC) on Monday (September 15, 2025) approved the appointment of senior IPS officer Rajamurugan Muthukalathi (IPS:1996:TR) as Managing Director of the Tribal Co-operative Marketing Development Federation of India (TRIFED) under the Ministry of Tribal Affairs.

According to an official order, Muthukalathi will assume charge of the post on deputation basis, with his tenure lasting until the date of his superannuation on November 30, 2029, or until further orders, whichever is earlier. The position has been temporarily downgraded to the level of Joint Secretary for this appointment.

The Government of Tripura has been requested to relieve Muthukalathi immediately, enabling him to take up his new assignment at the Centre.

Ajit Kumar Ranjan appointed Deputy Secretary in DoPT

Ajit Kumar Ranjan (IAS:2015:NL) has been appointed as Deputy Secretary in the Department of Personnel & Training (DoPT), New Delhi.

According to an order issued by the DoPT on Tuesday (September 16, 2025), the Appointments Committee of the Cabinet approved his appointment to the post till June 30, 2028 — marking a combined tenure of four years at the Deputy Secretary level by clubbing his ex-cadre deputation and Central Secretariat Service (CSS) deputation — or until further orders, whichever is earlier.
